1. सजं िप्त नाम और प्रारंभ — (1) इन जनयमों का संजिप्त नाम राष्ट्रीय खेल अजधकरण (अजधकाररयों और अन्द्य कमयचाररयों की भती, वेतन तर्ा सेवा की अन्द्य जनबंधन और ितें) जनयम, 2026 ह।ै

(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत्त होंगे।

2. पररभाषाएं — (1) इन जनयमों में, िब तक दक सिं भ यसे अन्द्यर्ा अपेजित न हो: (क) “अजधजनयम” से राष्ट्रीय खेल िासन अजधजनयम, 2025 (2025 का 25) अजभप्रेत है; (ख) “अध्यि” स ेअजधजनयम की धारा 17 की उपधारा (4) के अधीन जनयुि अध्यि अजभप्रेत ह;ै 5816 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ग) “अनुसूची” स ेइन जनयमों से उपाबद्ध अनसु ूजचयााँ अजभप्रेत ह;ैं और (घ) “अजधकरण” से अजधजनयम की धारा 17 की उपधारा (1) के अधीन गरित राष्ट्रीय खेल अजधकरण अजभप्रेत है।

(2) इन जनयमों में प्रयुि िब्िों और अजभजिजियों तर्ा िो उसम ेंपररभाजषत नहीं है दकन्द्तु अजधजनयम में पररभाजषत है, का वही अर्य होगा िो उन्द्हें अजधजनयम में दिया गया है।

3. लाग ूहोना — ये जनयम इन जनयमों से उपाबद्ध अनुसूची-1 के स्ट्तंभ (1) में जवजनर्ियष्ट पिों पर लागू होंगे।

4. पि-सख्ं या, वगीकरण और वते न मरै रक्स म ें स्ट्तर— उि पिों की संख्या, उनका वगीकरण तर्ा उनसे संबद्ध वेतन मैररक्स का स्ट्तर वह होगा, िो इन जनयमों स े उपाबद्ध अनुसचू ी-1 के स्ट्तंभ (2) स ेस्ट्तंभ (4) म ेंजवजनर्िष्टय है।

5. भती की पद्धजत, आय-ु सीमा, अहयताएाँ आदि— उि पिों पर भती की पद्धजत, आयु-सीमा, अहयताएाँ तर्ा उनसे संबजं धत अन्द्य बातें वे होंगी िो उि अनुसचू ी-1 के स्ट्तभं (5) स ेस्ट्तंभ (13) में जवजनर्ियष्ट ह।ैं

6. जनरहयता — वह िजि,— (क) जिसने ऐस ेिजि से, जिसका पजत या जिसकी पत्नी िीजवत है, जववाह दकया ह ैया जववाह की संजविा की है; या (ख) जिसने, अपने पजत या पत्नी के िीजवत रहत ेहुए, दकसी िजि से जववाह दकया ह ैया जववाह की संजविा की ह,ै उि पि पर जनयुजि का पात्र नहीं होगा:

परंतु यदि केन्द्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जववाह ऐसे िजि और जववाह के अन्द्य पिकार पर लागू स्ट्वीय जवजध के अधीन अनुज्ञेय है और ऐसा करने के जलए अन्द्य आधार हैं, तो वह दकसी िजि को इस जनयम के प्रवतयन से छूट ि ेसकेगी।

7. प्रजतजनयजु ि के आधार पर जनयजु ि की प्रदक्रया— िहााँ अनुसचू ी-1 के अधीन जवजनर्ियष्ट प्रजतजनयुजि के माध्यम स े जनयुजि की िानी हो, वहााँ केन्द्रीय सरकार, अजधकरण के परामिय से, अनुसचू ी-1 म ें जवजनर्िष्टय पिों पर जनयुजि हेत ु िापक जवज्ञापन के माध्यम से आवेिन आमंजत्रत करेगी।

8. आवास— अजधकरण के अजधकारी और कमचय ारी, वेतन मैररक्स के तत्समान स्ट्तर पर वेतन और भत्ते प्राप्त करने वाल े अजधकाररयों और कमचय ाररयों पर लागू केन्द्रीय सरकार के प्रवृत्त जनयमों के अनुसार मकान दकराया भत्ते के जलए पात्र होंगे।

9. अनिु ासनात्मक कायवय ाही— अजधकरण के अजधकारी और कमचय ारी, वेतन मैररक्स के तत्समान स्ट्तर पर वेतन और भत्ते प्राप्त करने वाले अजधकाररयों और कमयचाररयों पर लागू केन्द्रीय सरकार के प्रवृत्त जनयमों और जवजनयमों के अनसु ार अनुिासनात्मक काययवाही के अधीन होंगे।

10. सवे ा की ित—ें (1) अजधकरण के अजधकाररयों और कमयचाररयों की सेवा की ित,ें ऐस ेजवषयों में जिनके संबंध म ेंइन जनयमों में कोई उपबंध नहीं दकया गया है या अपयायप्त उपबंध दकया गया ह,ै वेतन मरै रक्स के तत्समान स्ट्तर पर वेतन और भत्ते प्राप्त करने वाले अजधकाररयों और कमयचाररयों पर लागू केन्द्रीय सरकार के प्रवृत्त जनयमों और आिेिों द्वारा िाजसत होंगी।

(2) भजवष्य जनजध योिना, समूह बीमा या अन्द्य दकसी बीमा योिना, अजधवार्षयता की आयु, पेंिन तर्ा सेवाजनवृजत्त लाभों से संबंजधत जवषयों में, प्रजतजनयजु ि के आधार पर काययरत अजधकरण के अजधकारी और कमचय ारी, अपने मूल मंत्रालय, जवभाग या संगिन पर लागू जनयमों द्वारा ही िाजसत होते रहेंगे।

(3) अजधकरण, उपजनयम (2) में जवजनर्ियष्ट योिनाओं के संबंध में िेय अंििान, ऐसे अजधकाररयों और कमचय ाररयों के वेतन से वसूल करेगा तर्ा उि राजि जबना दकसी जवलंब के उधारिाता मंत्रालय, जवभाग या संगिन को प्रजे षत करेगा और जवलंब से प्रेषण के कारण ब्याि की कोई भी हाजन होगी, उसका वहन अजधकरण द्वारा दकया िाएगा।[भाग II—खण्ड 3(i)] भारत का रािपत्र : असाधारण 3

(4) अजधकरण के अजधकारी और कमचय ारी, अपने मूल संगिन म ेंअपनी पात्रता के अनुसार या अनुसचू ी-2 में जवजनर्िष्टय के अनुसार जचदकत्सा सजु वधाओं का लाभ प्राप्त करन ेके पात्र होंगे।

11. जिजर्ल करन े की िजि -िहााँ केन्द्रीय सरकार की यह राय है दक ऐसा करना आवश्यक या समीचीन ह,ै वहा ाँ वह अजधकरण के अध्यि से परामिय करके उसके जलए िो कारण है उन्द्हे लेखबद्ध करके और इन जनयमों के दकसी भी उपबंध को दकसी वगय या प्रवगय के िजियों की बाबत, आिेि द्वारा जिजर्ल कर सकेगी।

12. िावजृ त्त — इन जनयमों की कोई बात, ऐसे आरिण, आयू-सीमा में छूट और अन्द्य ररयायतों पर प्रभाव नहीं डालेगी, जिनका केंरीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसजू चत िाजतयों, अनुसूजचत िनिाजतयों, अन्द्य जपछडे वगों, भूतपूवय सैजनकों और अन्द्य जविेष प्रवगय के िजियों के जलए उपबंध करना अपेजित है। अनसु ूची 1 अजधकरण के अजधकारी एवं कमयचारी [जनयम 3 और जनयम 7 िेखें] पि का नाम। पिों की सख्ं या। वगीकरण। वते न मरैरक्स म ें चयन या अचयन सीध ेभती दकए िान ेवाल े स्ट्तर। पि। िजियों के जलए आय-ु सीमा।

1. बाह्य रोगी जचदकत्सा िय — (1) अजधकारी और कमचय ारी स्ट्वयं तर्ा पररवार के घोजषत सिस्ट्यों के जलए जचदकत्सा संबंधी प्रजतपूर्त यप्राप्त करने के पात्र होंगे। स्ट्पष्टीकरण— इस खंड के प्रयोिन के जलए, “पररवार” पि का वही अर्य होगा िो केन्द्रीय सेवा (जचदकत्सा पररचयाय) जनयम, 1944 म ेंजनयत दकया गया है।

(2) वषय के िौरान बाह्य रोगी जचदकत्सा िय की प्रजतपर्ू तय वास्ट्तजवक िय या वषय की 1 िनवरी को मूल वेतन और महंगाई भत्ते सजहत एक मास के वेतन, इनमें से िो भी कम हो, तक सीजमत होगी।

(3) िावे के सार् जचदकत्सक का परामिय-पत्र और जचदकत्सक द्वारा उपचार, िवाओं की खरीि आदि के जलए िारी मूल नकि रसीिें/जबल होनी चाजहए तर्ा वषय के िौरान वेतनवजृ द्ध या प्रोन्नजत प्राप्त होने से 1 िनवरी को जनधारय रत प्रजतपूर्तय सीमा प्रभाजवत नहीं होगी।

(4) वषय के िौरान काययभार ग्रहण करन े वाले अजधकाररयों और कमचय ाररयों के जलए वार्षकय पात्रता आनपु ाजतक आधार पर सीजमत होगी।

(5) बाह्य रोगी उपचार, अजधकरण द्वारा संधाररत पैनल में सजममजलत प्राजधकृत जचदकत्सा पररचारकों से ही कराया िाएगा।

2. अतं ःरोगी उपचार — (1) अंतःरोगी उपचार के प्रयोिन के जलए, अजधकरण के अजधकारी और कमचय ारी इस जनजमत्त अजधकरण द्वारा प्राजधकृत अस्ट्पतालों में जचदकत्सा उपचार प्राप्त करन े के पात्र होंगे और इस प्रयोिन के जलए अस्ट्पताल म ें[भाग II—खण्ड 3(i)] भारत का रािपत्र : असाधारण 27 आवास तर्ा नर्सिंग होम सजु वधा सजहत उपचार की लागत, समतुल्य वेतन प्राप्त करने वाल ेकेन्द्रीय सरकार के कमयचाररयों पर लागू केन्द्रीय सेवा (जचदकत्सा पररचयाय) जनयम, 1944 के उपबधं ों के अनसु ार होगी।

(2) उपयुयि खंड (1) के प्रयोिन के जलए प्राजधकृत अस्ट्पताल वही होंगे िो केन्द्रीय सेवा (जचदकत्सा पररचयाय) जनयम, 1944 द्वारा जवजनयजमत केन्द्रीय सरकार के कमयचाररयों को उपलब्ध हैं।

section 31 of the National Sports Governance Act, 2025 (25 of 2025), the Central Government hereby makes the following rules, namely:–

1. Short title and commencement. — (1) These rules may be called the National Sports Tribunal (Recruitment, Salary and other Terms and Conditions of Service of Officers and other Employees) Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Definitions. — (1) In these rules, unless the context otherwise requires:

(a) “Act” means the National Sports Governance Act, 2025 (25 of 2025);

(b) “Chairperson” means the Chairperson appointed under sub-section (4) of section 17 of the Act;

(c) “Schedule” means the Schedules annexed to these rules; and

(d) “Tribunal” means the National Sports Tribunal constituted under sub-section (1) of section 17 of the Act.

(2) Words and expressions used in these rules and not defined herein, but defined in the Act, shall have the meaning as assigned to them in the Act.

3. Application. —These rules shall apply to the posts as specified in column (1) of Schedule I annexed to these rules.

4. Number of posts, classification and level in pay matrix. — The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in column (2) to (4) of the said schedule I.

5. Method of recruitment, age-limit, qualifications, etc. — The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in column (5) to (13) of the said Schedule I.

6. Disqualification. — No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:28 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

7. Procedure for appointment on deputation basis. — Where appointment through deputation as specified under Schedule I is undertaken, the Central Government, in consultation with the Tribunal, shall invite applications through wide advertisement for appointments to posts, as specified in Schedule I.

8. Accommodation. —The officers and employees of the Tribunal shall be eligible to House Rent Allowance in accordance with the extant rules of the Central Government as applicable to officers and employees drawing pay and allowances in the corresponding level in the pay matrix.

9. Disciplinary proceedings. — The officers and employees of the Tribunal shall be subject to disciplinary proceedings in accordance with the extant rules and regulations of the Central Government as applicable to officers and employees drawing pay and allowances in the corresponding level in the pay matrix.

10. Conditions of service. — (1) The conditions of service of the officers and employees of the Tribunal, in matters for which no provision or insufficient provision is made in these rules, shall be governed by the extant rules and orders of the Central Government as applicable to officers and employees drawing pay and allowances in the corresponding level in the pay matrix.

(2) In matters relating to the Provident Fund Scheme, Group Insurance or any other insurance schemes, age of superannuation, pension and retirement benefits, officers and employees of the Tribunal working on deputation basis shall continue to be governed by the rules applicable to them in their parent Ministry or department or organisation.

(3) The Tribunal shall recover contributions toward the schemes as specified in sub-rule (2), from the salary of such officers and employees and remit the amount without any delay to the lending Ministry or Department or organisation and any loss of interest on account of late remittance shall be borne by the Tribunal.

(4) The officers and employees of the Tribunal shall be eligible to avail medical facilities as per their entitlement in the parent organisation, or as specified in Schedule II.

11. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Chairperson of the Tribunal, relax any of the provisions of these rules with respect to any class or category of persons.

12. Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex-servicemen and other special categories of persons in accordance with the rules and orders issued by the Central Government from time to time in this regard.

SCHEDULE II Medical Facilities [see sub-rule (4) of rule 10]

1. Outdoor Medical Expenses. — (1) Officers and employees shall be eligible to get medical reimbursement for self and declared members of family.

Explanation.— For the purpose of this clause, the expression “family” has the same meaning as assigned to it in the Central Services (Medical Attendance) Rules, 1944.

(2) The reimbursement of outdoor medical expenses during the year shall be limited to the actual expenses or one month’s pay, including basic pay and dearness allowance, on 1st January of the year whichever is lesser.

(3) The claim should be supported by a doctor’s prescription and the original cash memos, bills for treatment by the doctor, purchase of medicine, and the release of increment or promotion during the year, shall not affect the reimbursement limit as on 1st January.

(4) For the officers and employees joining during the year, the annual entitlement shall be restricted on pro-rata basis.

(5) The outdoor treatment shall be taken from authorised medical attendants from the panel as maintained by the Tribunal.

2. Indoor Treatment. — (1) For the purpose of indoor treatment, the officers and employees of the Tribunal shall be entitled for medical treatment at hospitals authorised by the Tribunal in this behalf, and for this purpose, the cost of treatment including hospital accommodation and nursing home facility shall be as per the provisions of the Central Services (Medical Attendance) Rules, 1944 as applicable to the Central Government employees drawing equivalent pay.

(2) The authorised hospitals for the purpose of clause (1) above shall be the same as are available to Central Government employees regulated by Central Services (Medical Attendance) Rules, 1944.
