1. संजक्षप्त िार् और प्रारंभ––(1) इि जिजियर्ों का संजक्षप्त िार् कर्मचारी राज्य बीर्ा जिगर्, क्षेत्रीय जि िेिक श्रेणी ‘ख’/ संयुि जि िेिक भती जिजि यर्, 2024 ह।ै

4. जिरहतम ा––ऐसा कोई व्यजि - (क) जिसिे ऐसे व्यजि स े जििाह दकया ह ैया जििाह करि े का करार दकया ह ैजिसका जििाजहती िीजित ह;ै अथिा (ख) जिसिे अपिे जििाजहती के िीजित रहते हुए दकसी व्यजि स े जििाह दकया ह ै अथिा जििाह करिे का करार दकया ह,ै उि पि पर जियुजि का पात्र िहीं होगा । परन्तु यदि अध्यक्ष, कर्मचारी राज्य बीर्ा जिगर् इस बात स े संतुष्ट ह ैं दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पक्षकार को लागू स्ट्िीय जिजध के अधीि अिुज्ञेय ह ैऔर ऐसा करिे के जलए अन्य आधार ह ैं तो िे दकसी व्यजि को इि जिजियर्ों के प्रचालि स ेछूट ि ेसकते ह।ैं

5. जिजथलता प्रिाि करि े की िजि––िहााँ र्हाजििेिक, कर्मचारी राज्य बीर्ा जिगर् की राय र् ें ऐसा करिा आिश्यक अथिा सर्ीचीि ह ै तो िे अध्यक्ष, कर्मचारी राज्य बीर्ा जिगर् स े अिुर्ोिि स े तत्संबंधी कारणों को लेखबद्ध करके केंद्रीय सरकार का पूिम अिुर्ोिि लेकर तथा संघ लोक सेिा आयोग के परार्िम स े दकसी श्रेणी अथिा िगम के व्यजियों के संबंध र् ेंइि जिजियर्ों के दकसी भी उपबंध र् ेंआििे द्वारा जिजथलता ि ेसकते ह ैं।

6. व्यािजृ त––इि जिजियर्ों की कोई बात, ऐसे आरक्षण, आय-ु सीर्ा र् ें छूट और अन्य ठरयायतों पर प्रभाि िहीं डालगे ी जििका केंद्रीय सरकार द्वारा इस संबंध र् ें सर्य-सर्य पर िारी दकए गए आिेिों के अिुरूप अिुसूजचत िाजतयों, अिुसूजचत िििाजतयों, भूतपूि मसैजिकों तथा अन्य जिजिष्ट िगों के व्यजियों के जलए उपबंध करिा अपेजक्षत ह ै। अिसु चू ी पि का िार् पि की संख्या िगीकरण िेति र्ैठरक्स र् ेंस्ट्तर क्या चयि पि ह ै अथिा गैर चयि पि

(11) प्रोन्नजत द्वारा : िेति र्ैठरक्स के स्ट्तर -11 (रु. 67,700-2,08,700) र् ें उप जििेिक (िठरष्ठ सर्य िेतिर्ाि) के रूप र् ें गरै -कायामत्र्क आधार पर प्रिाि की गई सेिा सजहत िेति र्ैठरक्स के स्ट्तर 10 (56,100-1,77,500 रुपय)े र् ें उप जििेिक की िस िर् म की जियजर्त सिे ा के साथ। ठटप्पण 1: इस पि पर प्रोन्नजत कर्मचारी राज्य बीर्ा जिगर् द्वारा क्षेत्रीय जिििे क श्रणे ी ‘ख’/ संयुि जिििे क हते ु सर्य - सर्य पर प्रोन्नजत के जलए संचाजलत आज्ञापक प्रजिक्षण कायमक्रर् पूरा करि े के अधीि होगी। परंत ु जिि व्यजियों ि े प्रोन्नजत हते ु आज्ञापक प्रजिक्षण जिभागीय प्रोन्नजत सजर्जत की बैिक के तारीख स े पूि म पूण म िहीं दकया हो उिपर भी इस ितम के अधीि जिचार दकया िायेगा दक ऐसे व्यजियों को जिभागीय प्रोन्नजत सजर्जत की बैिक की तारीख स े एक िर्म के भीतर आिश्यक प्रजिक्षण पूरा करिा होगा। ठटप्पण 2: ि े व्यजि िो िो िर् म के भीतर सेिाजििृत्त होि े िाले ह,ैं उन्ह ें ऐसे प्रोन्नजत के जलए प्रजिक्षण पूरा करि े स े छूट िी िाएगी। ठटप्पण 3: िहााँ प्रोन्नजत के जलए अपिी अहकम या पात्रता सेिा पूरी कर चुके कजिष्ठों पर जिचार दकया िा रहा ह,ै िहा ाँ उिके िठरष्ठों की प्रोन्नजत पर भी जिचार दकया िाएगा, परंतु अपिी अपेजक्षत अहकम पात्रता सेिा ऐसी अहकम या पात्रता सेिा के आधे स ेअजधक अथिा िो िर्,म िो भी कर् हो, स े कर् ि हो तथा उन्होंि े ऐसी अहकम अथिा पात्रता सेिा पहले ही पूरी कर चुके अपिे कजिष्ठों के साथ अगले उच्च श्रणे ी र् ें प्रोन्नजत के जलए ऐसी अहकम अथिा पात्रता सेिा पूरी कर ली हो। प्रजतजियुजि (अल्पािजध संजििा सजहत) द्वारा:

केंद्रीय सरकार या राज्य सरकारों या संघ राज्य प्रिासिों या सािमिजिक क्षत्रे के उपक्रर्ों या सांजिजधक और स्ट्िायत्त जिकायों के अंतगमत अजधकारीीः- क. (i) र्ूल सिं ग म अथिा जिभाग र् ेंजियजर्त आधार पर सििृ पिधारी;

अथिा

(ii) र्ूल संिग म अथिा जिभाग र् ेंिेति र्ैठरक्स के स्ट्तर -11(रु.67,700-2,08,700) र्ें अथिा उसके सर्कक्ष र् ें जियजर्त आधार पर पांच िर्म की जियजर्त सेिा; और (ख) जिम्नजलजखत िैजक्षक अहतम ाएं और अिुभि रखते हों:

(i) दकसी र्ान्यताप्राप्त जिश्वजिद्यालय से स्नातक जडग्री; और

(12) (13) जिभागीय प्रोन्नजत सजर्जत (प्रोन्नजत पर जिचार करि े के जलए) प्रत्येक अिसर पर संघ लोक सिे ा आयोग स े परार्िम का संघटि: आिश्यक ह।ै

1. अध्यक्ष अथिा सिस्ट्य, संघ लोक सेिा आयोग -अध्यक्ष;

2. र्हाजििेिक, कर्मचारी राज्य बीर्ा जिगर् -सिस्ट्य;

NOTIFICATION New Delhi, the 27th March, 2024 No. A-12(11)5/2024-Estt. I.(1).―In exercise of the powers conferred by sub-section (1) and clause (xxi) of sub-section (2) of section 97, read with sub-section (2A) of that section and clause (a) of sub-section (2) of section 17 of the Employees’ State Insurance Act, 1948 (34 of 1948), and in supersession of the Employees’ State Insurance Corporation, Regional Director Grade ‘B’/Joint Director Recruitment Regulations, 2018, except as respects things done or omitted to be done before such supersession, the Employees’ State Insurance Corporation hereby makes with the approval of the Central Government the following regulations, regulating the method of recruitment to the post of Regional Director Grade ‘B’/Joint Director in the Employees’ State Insurance Corporation, namely:-

1. Short title and commencement.― (1) These regulations may be called the Employees’ State Insurance Corporation, (Regional Director Grade ‘B’/ Joint Director) Recruitment Regulations, 2024.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.―The number of the posts, its classification and level in the pay matrix attached to the said post shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations.

3. Method of recruitment, age-limit, qualifications, etc.―The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.―No person, ―

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Chairman of the Employees’ State Insurance Corporation may, if satisfied that such marriage is permissible under the personal law applicable to such person and to the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this regulation.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5

5. Power to relax.―Where the Director General of the Employees’ State Insurance Corporation is of the opinion that it is necessary or expedient so to do, he may, with the approval of the Chairman of the Employees’ State Insurance Corporation, after taking prior approval of the Central Government, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these regulations, with respect to any class or category of persons.

6. Savings.―Nothing in these regulations shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

By promotion:

Deputy Director in Level 10 in the pay matrix (Rs. 56,100- 1,77,500) with ten years regular service including the service rendered on non-functional basis as Deputy Director (Senior Time Scale) in Level-11 in the pay matrix (Rs.

67,700-2,08,700).

Note 1: Promotion shall be subject to completion of mandatory training program for promotion to the post of Regional Director Grade B/ Joint Director as conducted by the Employees State Insurance Corporation from time to time:

Provided that those persons who have not completed mandatory training for promotion before the date of meeting of Departmental Promotion Committee will also be considered subject to the condition that such persons shall complete the required training within one year of the date of meeting of Departmental Promotion Committee.

Note 2: Those persons who are due to retire within two years shall be exempted from completion of such training for promotion.

Note 3: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] By deputation (Including short-term contract):

Officers of the Central Governments or State Governments or Union territory Administrations or Public Sector

undertakings or Statutory or Autonomous bodies:

(a) (i) holding analogous post on regular basis in the parent cadre or department; or

(ii) with five years regular service in post in level-11 in the pay matrix (Rs.67,700-2,08,700) or equivalent in the parent cadre or Department; and

(b) possessing the following educational qualifications and experience:

(i) Bachelors Degree from a recognised University; and

(ii) ten year’s experience in financial or administrative matters, or dealing with Social Security Scheme or labour laws.

Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation/Department of the Central Government shall ordinarily not exceed three years. The Maximum age-limit for appointment by deputation shall be not exceeding 56 years as on the last date of receipt of applications.
