JUDICIAL NOTIFICATION THE HIGH COURT OF MADRAS Amendments to the Madras High Court Service Rules, 2015 (Roc.No.86858/2024/RAC) No. SRO C-22/2026.
In exercise of the powers conferred by Articles 229(1) and (2) of the Constitution of India read with Rule 28(b) of the Madras High Court Service Rules, 2015 and of all other powers connected thereto, the Hon’ble The Chief Justice is pleased to make the following amendments to the Madras High Court Service Rules, 2015.
Amendment-I In Rule 14 under the heading “Promotion/ Appointment to the posts in Division-I:-”, the existing entries in paragraph 4 of Clause (h), i.e starting with “The members” and ending with “Liaison Officer (Protocol)”,
shall be substituted by the following entries:
The members in Category-3 of Division-II viz. Interpreter also be considered, if their seniority reach the seniority level of the members under consideration for such promotion from Category-1 of Division-II viz.
Court Officer / Section Officer / Appeal Examiner, including Section Officer (Property), Court Fee Examiner, Deputy Sheriff and Liaison Officer (Protocol). In such event of promotion of Interpreters, they shall be accommodated from out of the ratio of '2' allocated to the Court Officer/Section Officer/ Appeal Examiner, including Section Officer (Property), Court Fee Examiner, Deputy Sheriff and Liaison Officer (Protocol).
Amendment-II In Rule 14 under the heading “Promotion/ Appointment to the posts in Division-I:-”, the existing entries in paragraph 2 of Clause (j), i.e starting with “The members” and ending with “Liaison Officer (Protocol)”,
shall be substituted by the following entries:

However, the members in Category 3 of Division-II viz., Interpreter shall be considered, only if their seniority reach the seniority level of the members under consideration for such promotion from Category-1 of Division-II viz., Court Officer / Section Officer / Appeal Examiner, including Section Officer (Property), Court Fee Examiner, Deputy Sheriff and Liaison Officer (Protocol) and category-4 of Division-II viz., Private Secretary to the Registrar General shall be considered, only if their seniority reach the seniority level of the members under consideration for such promotion from Category-2 of Division-II, viz., Senior Private Secretary to Hon’ble Judges/ Private Secretary to Hon’ble Judges/ Personal Assistant to the Hon’ble Judges including Personal Assistant to the Hon’ble the Chief Justice and Private Secretary to the Hon’ble the Chief Justice.
Amendment-IV In Rule 14 under the heading “Promotion/ Appointment to the posts in Division-I:-” under Clause (l), under the Heading Explanation, the existing entries in paragraph 2, i.e starting with “b) However” and ending with “cycle to continue”, shall be substituted by the following entries:
b) However, if the seniority level of staff member in either Category-3 of Division-II viz., Interpreter or that of Category-4 of Division - II, viz., Private Secretary to the Registrar General, does not reach the seniority level of the members under consideration for such promotion from Category-1 of Division-II, viz.,July 29, 2026] TAMIL NADU GOVERNMENT GAZETTE 111 Court Officer / Section Officer / Appeal Examiner, including Section Officer (Property), Court Fee Examiner, Deputy Sheriff and Liaison Officer (Protocol) and Category-2 of Division-II, viz., Senior Private Secretary to Hon’ble Judges / Private Secretary to Hon’ble Judges / Personal Assistant to the Hon’ble Judges including Personal Assistant to the Hon’ble the Chief Justice and Private Secretary to the Hon’ble the Chief Justice respectively, their turn in the rotation for promotion shall lapse and the rotation in cycle to continue" Amendment-V In Rule 14 under the heading “Promotion/Appointment to the posts in Division-I:-”, the existing entries in paragraph 4 of Clause (m), i.e starting with “However” and ending with “the Hon’ble the Chief Justice” shall
be substituted by the following entries:
However, the members in Category 3 of Division-II viz., Interpreter shall be considered, only if their seniority reach the seniority level of the members under consideration for such promotion from Category-1 of Division-II viz., Court Officer / Section Officer / Appeal Examiner, including Section Officer (Property), Court Fee Examiner, Deputy Sheriff and Liaison Officer (Protocol) and category-4 of Division-II viz., Private Secretary to the Registrar General shall be considered, only if their seniority reach the seniority level of the members under consideration for such promotion from Category-2 of Division-II, viz., Senior Private Secretary to Hon’ble Judges/ Private Secretary to Hon’ble Judges/ Personal Assistant to the Hon’ble Judges including Personal Assistant to the Hon’ble the Chief Justice and Private Secretary to the Hon’ble the Chief Justice.
The above amendments shall come into force with effect from 16.07.2026 High Court, Madras, DEEPTHI ARIVUNITHI, 22nd July 2026. Registrar General.
