1. सजं िप्त नाम और प्रारम्भ.—(1) इन जनयमों का संजिप्त नाम संसदीय काय य मंत्रालय, आिुजलजपक श्रेणी ‘घ’ (समूह – ग पद) भती जनयम, 2025 ह।ै

(2) ये रािपत्र म ें उनके प्रकािन की तारीख को प्रिृत्त होंगे।

2. पद की सख्ं या, िगीकरण और िते न मट्रै रक्स म ें स्ट्तर.—उि पद की संख्या, उसका िगीकरण और िेतन मैट्ररक्स म ें उसका स्ट्तर िह होगा, िो इन जनयमों स े उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) म ें जिजनर्दयष्ट ह।ै

3. भती की पद्धजत, आय-ु सीमा और अहतय ाएं आदद.—उि पद पर भती की पद्धजत, आय-ु सीमा, अहतय ाएं और उससे संबंजधत अन्य बातें िे होंगी, िो उि अनुसूची के स्ट्तंभ (5) स े स्ट्तभं (13) म ें जिजनर्दयष्ट ह।ैं 5133 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

4. जनरहतय ा. —िह व्यजति, — (क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजित ह,ै जििाह दकया ह,ै या जििाह की संजिदा की ह;ै या (ख) जिसने अपने पजत या अपनी पत्नी के िीजित रहते हुए दकसी व्यजि स े जििाह दकया ह,ै या जििाह की संजिदा की ह,ै उि पद पर जनयुजि का पात्र नहीं होगा। परन्त ु यदद केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पिकार को लागू स्ट्िीय जिजध के अधीन अनज्ञु ेय ह ै और ऐसा करने के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितनय स ेछूट दे सकेगी।

5. जिजर्ल करन े की िजि.—िहा ं केन्रीय सरकार की यह राय ह ैदक ऐसा करना आिश्यक या समीचीन ह,ै िहा ं िह उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके, इन जनयमों के दकसी उपबंध को दकसी िगय या प्रिगय के व्यजियों की बाबत, आदेि द्वारा जिजर्ल कर सकेगी।

6. व्यािजृ त्त.—इन जनयमों की कोई बात ऐस े आरिणों, आय-ु सीमा म ें छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केन्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आदेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड़े िगों, भूतपूि य सैजनकों और अन्य जििेष प्रिगय के व्यजियों के जलए उपबंध करना अपेजित ह।ै अनसु चू ी िगीकरण | िते न मट्रै रक्स म ें पद का नाम | पदों की सख्ं या | चयन पद ह ैया सीध ेभती दकए िान ेिाले स्ट्तर | अचयन पद | व्यजियों के जलए आय-ु सीमा |

(ii) कौिल परीिण मानदंड: श्रतु लखे : 10 जमनट अंग्रेिी या हहदं ी में @80 िब्द प्रजत जमनट कंप्यटू र पर प्रजतलखे न:

50 जमनट (अंग्रेिी) या 65 जमनट (हहदं ी) ट्रटप्पण 1: केंरीय सरकार द्वारा यर्ाजिजहत परीिीिा को सफलतापूियक पूरा करने के जलए, अभ्यर्ी िो हहदं ी में आिुजलजप परीिा देना चाहते ह,ैं उन्ह ें जनयुजि के पश्चात अंग्रेिी आिुजलजप सीखनी अपेजित होगी और अभ्यर्ी िो अंग्रेिी में आिुजलजप परीिा देना चाहते ह,ैं उन्हें जनयुजि के पश्चात हहंदी आिुजलजप सीखनी अपेजित होगी। ट्रटप्पण 2: परीिा के दौरान अभ्यर्र्ययों के कौिल परीिण के माध्यम को जिचार में लाए जबना, अभ्यर्र्ययों को कायायलय की कायायत्मक अपेिा के अनुसार अग्रं ेिी या हहदं ी आिुजलजपक के रूप में कायय करना होगा । ट्रटप्पण 3: अहतय ाए ं अन्यर्ा सुअर्हतय अभ्यर्र्ययों की दिा म ें कमयचारी चयन आयोग या सिम प्राजधकारी के जििेकानुसार जिजर्ल की िा सकती है। भती की पद्धजत: भती सीध े होगी या प्रोन्नजत द्वारा या प्रोन्नजत या प्रजतजनयजुि/आमेलन द्वारा भती की दिा म ें ि े प्रजतजनयजु ि/आमले न द्वारा तर्ा जिजभन पद्धजतयों द्वारा भरे िान ेिाल े श्रजे णया ं जिनस े प्रोन्नजत या प्रजतजनयजु ि/आमले न दकया पद की प्रजतित्ता | िाएगा |

(10) (11) कमयचारी चयन आयोग के माध्यम से सीधी भती द्वारा । लागू नहीं होता | यदद जिभागीय प्रोन्नजत सजमजत ह,ै तो उसकी संरचना | भती करन े म ें दकन पट्ररजस्ट्र्जतयों म ें सघं लोक सिे ा आयोग स ेपरामि यदकया िाएगा |

(12) (13) समहू ‘ग’- जिभागीय पजु ष्ट सजमजत(पजु ष्ट के संबधं म ेंजिचार करन ेके जलए)जिसम ें लाग ूनहीं होता | जनम्नजलजखत होंग:े

1. अपर सजचि या संयुि सजचि या जनदेिक (प्रिासन)या उप सजचि (प्रिासन), संसदीय कायय मंत्रालय - अध्यि;

2. अिर सजचि (प्रिासन), संसदीय कायय मंत्रालय - सदस्ट्य;

NOTIFICATION New Delhi, the 30th July, 2025 G.S.R. 515(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Department of Parliamentary Affairs (Recruitment and Condition of Service) Rules, 1963, in so far as they relate to the post of Stenographer, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Stenographer Grade ‘D’ (Group-‘C’ post) in the Ministry of Parliamentary Affairs, namely: -

1. Short title and commencement.—(1) These rules may be called the Ministry of Parliamentary Affairs, Stenographer Grade ‘D’ (Group-‘C’ post) Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix. —The number of the said post, its classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications. — No person, —

(a) who has entered into or contracted marrieage with a person having a spouse living: or

(b) who having a spouse living has entered into or contracted a marrieage with any person.

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule.

5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 SCHEDULE Name of the Number of Classification. 50 minutes (English) or 65 minutes (Hindi) Note 1: Candidates who opt to take the Stenography Test in Hindi shall be required to learn English Stenography and vice versa after their appointment, for successful completion of the probation as prescribed by the Central Government.

Note 2: Candidates have to work as English or Hindi stenographers as per the functional requirement of the office irrespective of the medium of Skill Test of candidates during the examination.
