1. सजं क्षप्त नाम और प्रारंभ.---(1) इन जनयमों का संजक्षप् त नाम संस्ट्कृजत मंत्रालय, भारतीय परु ातत्व सवेक्षण, वररष्ठ प्रिासजनक अजधकारी (समूह ‘ख’ पि) भती जनयम, 2023 ह।ै

(2) य ेरािपत्र म ेंइनके प्रकािन की तारीख को प्रवृत् त होंगे।

2. प्रारंजभक गठन .--- वररष्ठ प्रिासजनक अजधकारी के पि पर आसीन पिधारी जिन् हें जनयजमत आधार पर तारीख 01 िनू , 2022 के कायाालय आिेि स.ं ए-32004/1/2022-प्रिा.। द्वारा उि पि पर जनयुक्त दकया गया र्ा और उनके द्वारा उि पि पर इन जनयमों के प्रारंभ के पूवा की गई सेवा में उन् हें पररवीक्षा, पुजि, पिोन् नजत आदि के प्रयोिनों के जलए ध् यान में रखा िाएगा।

3.पि की सख्ं या, वगीकरण और वते न मरै रक्स म ें स्ट्त र .--- इस पि की संख्या, इसका वगीकरण और वेतन मैररक् स म ें स्ट् तर वह होगा िो इन जनयमों के सार् संलग् न अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में यर्ा जवजनर्िाि ह।ै

4. भती की पद्धजत, आय-ु सीमा और अहता ाएं आदि .--- भती की पद्धजत, आय-ु सीमा, अहता ाएं और उि पि स े संबंजधत अन्य जवषय वे होंग े िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) म ेंजवजनर्िाि ह।ैं 3432 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

5. जनरहता ा.--- वह व्यजि,---- (क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत है, जववाह दकया ह ैया संजविा की ह,ै या (ख) जिसने अपन ेपजत या अपनी पत्नी के िीजवत रहत ेहुए दकसी व्यजि से जववाह दकया ह ैया जववाह की संजविा की ह,ै उि पि पर जनयुजि का पात्र नहीं होगा :

परन्त ु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य पक्षकार को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो वह दकसी व्यजि को इस जनयम के प्रवतान से छूट िे सकेगी।

6. जिजर्ल करन ेकी िजि.---िहां केन्रीय सरकार की यह राय ह ैदक ऐसा करना आवश्यक या समीचीन है, वहा ं वह आिेि द्वारा और उसके जलए िो कारण ह,ैं उन्ह ें लेखबद्ध करके और संघ लोक सेवा आयोग से परामिा करके इन जनयमों के दकसी उपबंध को दकसी वगा या प्रवग ाके व्यजियों की बाबत जिजर्ल कर सकेगी।

7. व्यावजृ त्त.---इन जनयमों की कोई बात, ऐसे आरक्षणों, आय-ु सीमा में छूट और अन्य ररयायतों पर प्रभाव नहीं डालगे ी, जिनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आििे ों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछडा वगा, भूतपूव ा सैजनकों और अन्य जविेष प्रवग ा के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का नाम पि की संख् या वगीकरण वेतन मैररक् स में स्ट् तर चयन पि ह ै सीधे भती दकए अर्वा गैर-चयन िाने वाले पि व् यजक्त यों के जलए आय-ु सीमा

(1) (2) (3) (4) (5) (6) वररष्ठ 10*(2023) साधारण केन् रीय स्ट् तर – 8 चयन लाग ूनहीं होता। प्रिासजनक *कायाभार के सेवा, समूह ‘ख’ (47600-511100 अजधकारी रू.) आधार पर रािपजत्रत, पररवतान दकया अननुसजचवीय िा सकता ह ै सीधी भती के जलए अपजे क्षत िजै क्षक और सीधी भती दकए िान े वाल े व्यजियों के पररवीक्षा की अवजध, यदि कोई अन्य अहताएा ं जलए जवजहत आय ु और िजै क्षक अहताएा ं हो। प्रोन्नत व्यजियों की ििा म ें लागू होंगी या नहीं।

(7) (8) (9) लाग ूनहीं होता। लाग ूनहीं होता लाग ूनहीं होता भती की पद्धजत: भती सीध ेहोगी या प्रोन्नजत द्वारा या प्रोन्नजत या प्रजतजनयजु ि / आमले न द्वारा भती की प्रजतजनयजु ि/आमले न द्वारा तर्ा जवजभन्न पद्धजतयों द्वारा भरी िान ेवाली ििा म ेंव ेश्रजे णया ंजिनस ेप्रोन्नजत या प्रजतजनयजु ि ररजियों की प्रजतितता / आमले न दकया िाएगा।

(10) (11) 100 प्रजतित प्रोन्न जत द्वारा जिसके न होन े पर अल् पकाजलक संजविा प्रोन्न जत : सजहत प्रजतजनयुजक्त द्वारा वेतन मैररक्स स्ट् तर – 7 (44900-142400 रूपए) में प्रिासजनक अजधकारी के पि पर िो वषों की जनयजमत सेवा और लेखा, प्रिासन तर्ा स्ट् र्ापना, आदि में िो से चार सप् ताह का प्रजिक्षण प्राप् त दकया हो।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 रटप्प ण: िहां ऐस े कजनष्ठ व् यजक्त यों के संबंध म,ें जिन् होंन े अपनी अहका या पात्रता सेवा पूरी कर ली ह,ै प्रोन्न जत के जलए जवचार दकया िा रहा हो, वहां ऐस े ज्य ेष्ठ व् यजक्त यों के संबंध म ें भी जवचार दकया िाएगा, परंत ु यह तब िबदक उसके द्वारा की गई ऐसी अहका या पात्रता सेवा, अपेजक्षत अहका या पात्रता सवे ा के आध े से अजधक या िो वषा से, इनम ें से िो भी कम हो, कम न हो और उन् होंन े अपने ऐसे कजनष्ठ व् यजक्त यों सजहत जिन् होंन े ऐसी अहका या पात्रता सेवा पहले पूरी कर ली है, अगली उच् चतर श्रेणी में प्रोन्न जत के जलए अपनी पररवीक्षा की अवजध सफलतापवू ाक पूणा कर ली हो। प्रजतजनयजु क्त (अल्प काजलक सजं विा सजहत):

केंरीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र या सावािजनक क्षेत्र के उपक्रम या जवश् वजवद्यालय या मान् यता प्राप् त अनुसंधान संस्ट् र्ान या अद्ध ा सरकारी या सांजवजधक या स्ट् वायत् त संगठनों के ऐसे अजधकारी:

(क) (I) जिन् होंन े मलू काडर या जवभाग म ें जनयजमत आधार पर सििृ पि धारण दकया हो; या

(II) जिन् होंन े मूल काडर या जवभाग म ें वेतन मैररक् स के स्ट् तर-7 (44900-142400 रूपए) या समतुल्य में पि पर जनयजु क्त के पश् चात जनयजमत आधार पर िो वषों की सेवा की हो; और (ख) जनम्न जलजखत िैक्षजणक अहता ा तर्ा अनुभव रखते हो:

(।) दकसी मान् यता प्राप् त जवश् वजवद्यालय या संस्ट् र्ान से जडग्री; (।।) दकसी सरकारी कायाालय या सावािजनक क्षेत्र के उपक्रम या सांजवजधक या स्ट् वायत् त संगठन या मान् यता प्राप् त जवश् वजवद्यालय या संस्ट् र्ान म ें लेखा या प्रिासजनक या स्ट् र्ापना संबंधी काया में कम से कम तीन वषा का अनुभव। रटप्प ण 1: पोषक वगा के ऐसे जवभागीय अजधकारी, िो प्रोन् नजत की सीधी पंजक्त में ह,ै प्रजतजनयुजक्त या आमेलन पर जनयुजक्त के जलए जवचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुक्त व् यजक्त प्रोन् नजत द्वारा जनयुजक्त के जलए जवचार दकए िाने के पात्र नहीं होंगे। रटप्प ण 2: प्रजतजनयुजक्त की अवजध (अल् पकाजलक संजविा सजहत), जिसके अन् तगात केन् रीय सरकार के उसी या दकसी अन् य संगठन या जवभाग म ें इस जनयुजक्त से ठीक पहले धाररत दकसी अन् य काडर बाह्य पि पर प्रजतजनयुजक्त की अवजध ह,ै साधारणतया तीन4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] वषा से अजधक नहीं होगी। रटप्प ण 3: प्रजतजनयुजि पर जनयुजक्त के जलए अजधकतम आय-ु सीमा आवेिन प्राप् त करन े की अंजतम तारीख को 56 (छप्पन) वष ा स े अजधक नहीं होगी। यदि जवभागीय प्रोन्नजत सजमजत जवद्यमान ह,ै तो उसकी क्या सरं चना ह ै भती करन े म ें दकन पररजस्ट्र्जतयों म ें संघ लोक सेवा आयोग से परामिा दकया िाएगा

(12) (13) समूह ‘ख’ जवभागीय प्रोन् नजत सजमजत (प्रोन् नजत पर जवचार हते ु) में प्रजतजनयुजक्त (अल् पकाजलक संजविा सजहत) जनम्न जलजखत सजम्मजलत ह:ैं पर पि को भरन े के जलए संघ लोक सेवा

(1) अपर महाजनिेिक (प्रिासन), भारतीय पुरातत्व आयोग के सार् परामि ाआवश् यक ह।ै सवेक्षण - अध्य क्ष;

(2) संयुक् त महाजनेिेिक (पुरातत्व ), भारतीय परु ातत्व सवेक्षण - सिस्ट् य; और

(3) जनिेिक (प्रिासन), भारतीय परु ातत्व सवेक्षण - सिस्ट् य I [फा. सं. िे-11012/1/2021-योिना] एम.िेना, जनिेिक (प्रिासन) MINISTRY OF CULTURE (Archaeological Survey of India)

NOTIFICATION New Delhi, the 29th May, 2023 G.S.R. 402(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the posts of Senior Administrative Officer in the Archeological Survey of India, Ministry of Culture, namely: —

1. Short title and commencement. - (1) These rules may be called the Ministry of Culture, Archeological Survey of India, Senior Administrative Officer (Group ‘B’ Post) Recruitment Rules, 2023.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Initial constitution -The incumbents holding the posts of Senior Administrative Officer who were appointed on the regular basis vide Office Order No.A-32004/1/2022-Adm.I dated the 1st June, 2022 to the said post and the service rendered by them in the said post before commencement of these rules shall be taken into account for the purposes of probation, confirmation, promotion, etc.

3. Number of post, classification and level in the pay matrix - The number of post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

4. Method of recruitment, age-limit, qualification etc. - The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be specified in column (5) to (13) of the said Schedule.

5. Disqualification - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation to this rule.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5

6. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7. Saving - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be

provided for the Scheduled Castes, Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Promotion:

Administrative Officer in level 7 of the pay matrix (Rs.44900-142400) with 2 years of regular service in the grade and having undergone two to four weeks training in Accounts, Administrative and Establishment, etc.

Note: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Deputation (including short term contract):

Officers of the Central Government or State Government or Union territory or Public Sector Undertaking or Universities or Recognised Research Institutions or Semi-Government or Statutory or Autonomous Organisations:

(a) (i) Holding analogous post on a regular basis in the parent cadre or department; or

(ii) with two years service rendered after appointment to the post on a regular basis in the level-7 (Rs.44900-142400) in pay matrix or equivalent in the parent cadre or department; and

(b) Possessing the following educational qualification and experience:-

(i) A degree from a recognised university or institute;

(ii) At least three years experience in Accounts or Administrative or Establishment work in a Government office or Public Sector Undertaking or Statutory or Autonomous organisation or recognised university or institution.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Note 1: The Departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation or absorption. Similarly, Deputationists shall not be eligible for consideration for appointment by promotion.

Note 2: Period of Deputation (including short term contract) including period of Deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation/department of the Central Government shall ordinarily not to exceed three years.

Note 3: The maximum age-limit for appointment by Deputation shall not be exceeding fifty six years as on the closing date of receipt of applications.

If a Departmental Promotion Committee exists, what is its Circumstances in which Union Public service composition. commission to be consulted in making Recruitment.
