1.1 प्रिािमंत्री िी के मेक इि इंनडया निजि िे जवत्तीय िषष 2014-15 स े इलेक्ट्रॉनिक्ट्स निनिमाषण को 7 गुिा और नियाषत को 11 गिु ा आग े बढ़ाया ह।ैं इलेक्ट्रॉनिक्ट्स निनिमाषण क्षत्रे निशेष रूप स े िरू -िराज के गांिों के युिा पुरुषों और मनहलाओं के नलए एक प्रमुख नियोक्ता के रूप म ें भी सामने आया ह।ै कई मैन्युफैक्चररंग पलांट एक ही िगह पर 5,000 से ज़्यादा लोगों को रोज़गार देते ह,ैं और कुछ िगहों पर तो यह संख्या 20,000 तक पहचुँ िाती ह।ै

1.2 यह िृनि मोबाइल फोि निनिमाषण म ें और भी अनिक प्रमुख ह।ै “डीजल ईंिि” और “कटें हीरे” को पीछे छोड़त े 6440 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] हए, स्माटषफोि वर्ा 2025 म ें सबस े बड़े नियाषत दकए जािे िाले उत्पाि के रूप म ें उभरा ह।ै यह हमारे िशे के नलए एक बड़ी उपलनब्लि ह ै और प्रिािमंत्री िी के मेक इि इंनडया, आत्मनिभषर भारत और स्ििेशी के िनृ िकोण का स्पि प्रिशिष ह।ै

1.3 जवकास की मौिूदा रफ़्तार को बनाए रखन े और प्रजतस्ट्पधा ा में बन े रहने के जलए, मोबाइल फोन जवजनमााण योिना िुरू की िा रही ह।ै

1. मोबाइल फोि निनिमाणष योजिा (एमपीएमएस) यह योिना भारत में मोबाइल फोन के निनिमाषण और भारतीय मोबाइल फोन ब्ांडों को सहारा देने के जलए प्रोडक्िन-ललंक्ड इंसेंटटव (उत्पादन से िडु े प्रोत्साहन) के रूप म ें राजकोषीय सहायता प्रदान करेगी।

2. उद्देश्य इस योजिा का उद्दश्े य मोबाइल मैन्युफैक्चररंग सपलाई चेन को और मज़बूत करके और घरेल ू स्ट्तर पर ज़्यादा वै्य ू एजडिन (DVA) व मज़बूत मैन्युफैक्चररंग क्षमताओं के ज़टरए ग्लोबल कॉजपपटटटटवनेस को बढाना ह।ै यह योजिा भारतीय मोबाइल ब्ांड का निमाषण करेगी और रोजगार पैिा करेगी।

3. बजट पररव्यय यह स्ट्कीम बिट के दायरे म ें सीजमत ह ै और इस योजिा का बजटीय पररव्यय 62,500 करोड़ रुपय े होगा, नजसम ें प्रशासनिक श्ु क भी शानमल ह।ै इस योजिा के अतं गतष िो लनक्षत खडं ो के नलए प्रोत्साहि पररव्यय निनि की आिश्यकता और स्कीम के अंतगषत प्राप्त प्रनतदिया के आिार पर आपस म ेंपररितषिीय होगा।

4. लक्ष्य खडं (टीएस) इस योजिा के तहत िो लक्ष्य खडं होंग:े लक्ष्य खडं 1 (टीएस 1): मोबाइल फोि निमाषण को प्रोत्सानहत करिा लक्ष्य खडं 2 (टीएस 2): भारतीय मोबाइल फोि ब्ांडों को सहायता

5. योजिा की अिनि

6.1 योजिा की अिनि 5 िषष यािी नित्त िषष 2026-27 स े नित्त िषष 2030-31 तक होगी। टीएस 2 के तहत आिेिक को 1 िषष की पटरपक्व ता अिनि िी जा सकती ह।ै[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 3

6. टीएस 1: मोबाइल फोि जवनिमाषण को प्रोत्सानहत करिा

7.1 पात्रता जवत्तीय िषष 2025-26 म ें न्यूितम 10,000 करोड़ रुपय े के नबिी िाले, भारत म ें पंजीकृत ईएमएस सनहत मोबाइल फोि जवनिमाषता इस योजिा के तहत पात्र होंगे। मौजिू ा ब्ाडं ों के नलए िार्षकष सीमा*: दकसी निशेष नित्तीय िषष के नलए प्रोत्साहि का िािा करिे के नलए पात्र बिि े के नलए, कोई भी मौजूिा ब्ांड जवत्तीय िषष 2025-26 की कुल नबिी के अलािा हर वर् ा 5,000 करोड़ रुपये की न्यूितम सीमा नबिी को परू ा करेगा। 5 वर्ों के जलए ऐसी सीमाएुँ ताजलका में बताए अनुसार होंगी:

जवत्तीय िष ष2025-26 म ेंकुल नबिी नित्तीय िष ष के अलािा सीमा नबिी (करोड़ रुपय े म)ें 2026-27 5,000 2027-28 10,000 2028-29 15,000 2029-30 20,000 2030-31 25,000 *मौजिू ा ब्ाडं : िे ब्ांड नजिके पास जवत्तीय िषष 2025-26 म ेंघरेल ू निनिमाषण और नबिी ह।ै एक िए ब्ाडं के नलए पात्रता: िया ब्ांड भारत म ें 10,000 करोड़ रुपय े की कुल िार्षषक नबिी हानसल करिे के बाि ही योजिा के तहत पात्र होगा। प्रोत्साहि का लाभ उठाि े के नलए, उन्ह ें साल िर साल 5,000 करोड़ रुपय े की सीमा नबिी की आिश्यकता को परू ा करिा होगा।

7.2 गणिा के नलए आिार जवत्तीय िषष 2026-27 (1 अप्रलै 2026 स े 31 माचष 2027) पहला प्रिशषि िष ष होगा। बसे लाइि नबिी: एक नित्तीय िषष के नलए बेसलाइि नबिी नपछले नित्तीय िषष के नलए ब्ांड के टारगेट सेगमेंट प्रोडक्ट की कुल घरेलू नबिी से 15% अनिक होगी। इसजलए, बेसलाइन जबक्री की प्रकृजत चलती आिार होगी।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] पात्र नबिी: दकसी निशेष नित्तीय िष ष के नलए पात्र नबिी की गणिा ब्ांड के नलए उस जवत्तीय िष ष की टारगेट सेगमटें की कुल नबिी स े बेस लाइि नबिी को घटाकर की जाएगी। पात्र नबिी, बेसलाइि नबिी और सीमा नबिी की गणिा ब्ांड के आिार पर की जाएगी।

7.3 प्रोत्साहि का आिार भारत म ें निनिर्मषत मोबाइल फोिों की पात्र नबिी पर प्रोत्साहि प्रिाि दकया जाएगा। दकसी भी नित्तीय िषष दक प्रोत्साहि मात्रा निकलिे के नलए , पात्र नबिी स े प्रोत्साहि िर को गुणा दकया जाएगा, जो सीमा माििंडों को पूरा करिे के अिीि होगी। प्रोत्साहि िर: प्रोत्साहि म ेंिीचे दिए गए िो भाग शानमल होंगे:

क. पात्र नबिी का नहस्सा, यािी जवत्तीय िषष 2025-26, जवत्तीय िषष 2024-25 और जवत्तीय िषष 2023-24 की औसत नबिी और दकसी निशेष जवत्तीय िषष के नलए बेसलाइि नबिी के बीच के अंतर तक, को िमशः घटते िर म ें प्रोत्सानहत दकया जाएगा। प्रोत्साहि िर नीच ेबताए अनुसार होगी:

नित्तीय िष ष प्रोत्साहि िर ( %) 2026-27 2.75 2027-28 2.75 2028-29 2.5 2029-30 2.5 2030-31 2.25 ख. उपयुषक्त परै ा (क) की नबिी के अलािा शेष पात्र नबिी को भी िमशः घटती िर स ेप्रोत्सानहत दकया जाएगा। इस मामल े में प्रोत्साहि िर नीचे बताए अनुसार होगा:

1.5% तक का अनतररक्त प्रोत्साहि भी प्रिाि दकया जाएगा। एक आिेिक इस अनतररक्त प्रोत्साहि का िािा तभी करिे का पात्र होगा जब ऐस े घटक/सबअसेंबली एक नित्तीय िषष म ें बेची गई कुल मोबाइल फोि इकाइयों के न्यूितम 25% के नलए स्थािीयकृत दकया गया हों। इस अनतररक्त प्रोत्साहि का भुगताि आिपु ानतक आिार पर दकया जाएगा। निनभन्न घटकों/सब-असेंबली की घरेल ू सोर्सिंग के नलए उपलब्लि अनतररक्त प्रोत्साहि निम्ननलनखत िर स े होगा:

उप-असबें ली /घटक घरेल ूसोर्सगिं के नलए अनतररक्त प्रोत्साहि िर नडस््ल े मॉड्यूल 0.30% कैमरा मॉड्यूल 0.30% एिक्ट्लोजर 0.50% बैटरी (सेल सनहत) 0.20% यूएसबी केबल (किेक्ट्टर सनहत) 0.20% कुल 1.50% प्रोत्साहि सीमा: ब्ांड-िार प्रोत्साहि सीमा आिेिक या ब्ांड द्वारा प्रस्तुत िार्षषक प्रनतबिता के आिार पर नििाषररत की जाएगी। प्रोत्साहिों का संनितरण संचयी िार्षषक प्रनतबिता या योजिा के नलए समग्र बजटीय पररव्यय, जो भी कम हो, तक सीनमत होगा।

8. टीएस 2: भारतीय मोबाइल फोि ब्ांडों को सहायता यह योिना इस लक्ष्य खंड के अतं गता राजकोषीय के साथ गरै - राजकोषीय सहायता प्रदान करेगी।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1]

8.1 पात्रता जवत्त वर्ा 2025-26 में न्यूनतम 1,000 करोड रुपये के नबिी वाले, भारत में पंिीकृत, ईएमएस सजहत मोबाइल फोन जवनिमाषता इस योिना के तहत पात्र होंगे। इस लक्ष्य खडं के तहत भारतीय ब्ांडों को जनम्नजलजखत ितों को पूरा करना होगा:

क. ब्ांड को भारत में पंिीकृत/जनगजमत दकया िाना चाजहए। ख. ब्ांड के जलए बौजिक संपदा (आईपी) और रेडमाका भारतीय क्षत्रे में रख ेिाने चाजहए। ग. ब्ांड का प्रबंधन संबंधी जनयंत्रण भारतीय नागटरक के पास रह े। घ. भारतीय ब्ांड का दावा करने वाली इकाई म ेंभारतीय नागटरक की जहस्ट्सेदारी 51% से अजधक होनी चाजहए। ङ. उसके पास भारत म ें इन-हाउस अनुसंधान एव ंजवकास और जडिाइन क्षमताए ं हों। वार्र्का सीमा: भारतीय ब्ांडों के जलए कोई न्यूनतम सीमा जबक्री आवश्यक नहीं होगी। योिना के तहत पात्रता के जलए भारतीय ब्ांडों का चयन अजधकार प्राप्त सजमजत (ईसी) द्वारा दकया िाएगा।

8.2 गणना के जलए आधार जवत्तीय वर् ा 2026-27 प्रथम प्रदिान वर् ा होगा। यदद आवेदक पटरपक्व ता अवजध का जवक्प चुनता ह,ै तो जवत्तीय वर्ा 2027-28 प्रथम प्रदिान वर्ा होगा। बसे लाइन जबक्री: बेसलाइन जबक्री जवत्त वर्ा 2025-26 के दौरान की जबक्री होगी। यदद आवेदक पटरपक्व ता अवजध का जवक्प चुनता ह,ै तो बेसलाइन जबक्री जवत्त वर्ा 2026-27 के दौरान की जबक्री होगी। पात्र जबक्री: दकसी जविेर् जवत्तीय वर्ा के जलए पात्र जबक्री की गणना उस ब्ांड के जलए उस जवत्तीय वर्ा की कुल जबक्री से बेसलाइन जबक्री को घटाकर की िाएगी। पात्र जबक्री और बेसलाइन जबक्री की गणना ब्ांड के आधार पर की िाएगी।

8.3 प्रोत्साहन का आधार प्रोत्साहन: भारत में निनिर्मषत मोबाइल फोन की पात्र जबक्री पर प्रोत्साहन प्रदान दकया िाएगा। दकसी भी नित्तीय िषष दक प्रोत्साहि मात्रा निकलिे के नलए , पात्र नबिी स ेप्रोत्साहि िर को गणु ा दकया जाएगा । प्रोत्साहन दर: पात्र जबक्री पर @5% प्रोत्साहन प्रदान दकया िाएगा। घरेल ू सोर्सगिं पर अजतटरक्त प्रोत्साहन: अजतटरक्त प्रोत्साहनों की गणना के मानदडं दोनों लजक्षत खंडों के जलए समान होंगे। (परै ा 7.3 देखें) जडिाइन और अनसु धं ान एव ं जवकास (आर एडं डी) पर अजतटरक्त प्रोत्साहन: उत्पाद के भारतीय जडिाइन और अनुसंधान एव ंजवकास के जलए पात्र जबक्री पर @3% अजतटरक्त प्रोत्साहन भी ददया िाएगा।[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 7 गरै - राजकोषीय सहायता एक भारतीय ब्ांड के जनमााण के जलए, यह िरूरी ह ै दक राजकोषीय और गैर- राजकोषीय दोनों उपाय जमलकर काम करें। सरकार आवश्यकता पडन े पर आवश्यक गरै - राजकोषीय उपाय कर सकती ह।ै अजधकार प्राप्त सजमजत उपयुक्त गैर- राजकोषीय उपायों की जसफाटरि करेगा।

9. अन्य पात्रता कई आवेदन करने वाला कोई भी आवेदक पात्र नहीं होगा। योजिा के अंतगषत पात्रता का दकसी अन्य योजिा के अतं गतष पात्रता पर कोई प्रभाि िहीं पड़गे ा तथा इसके निपरीत भी यही लाग ू होगा।

10. अनमु ोदन और सजं वतरण प्रदक्रया भारत में ईएमएस सजहत मोबाइल फोन निनिमाषता कंपजनयों को प्रोत्साहन जवतटरत दकया िाएगा। हालांदक, पात्र जबक्री, सीमा जबक्री और बेसलाइन जबक्री की प्रानप्त के नलए गणिा, ब्ांड के नलए की जाएगी। । यदद कोई ब्ांड अपने फोन को एक से अजधक ईएमएस कंपनी के माध्यम से निनिर्मषत कर रहा ह,ै तो ब्ांड बेसलाइन जबक्री, सीमा जबक्री और योग्य जबक्री के जलए आवश्यक प्रमाणन प्रदान करेगा। अनुमोदन और संजवतरण प्रदक्रया को योिना के ददिाजनदेिों के अनुसार नििाषररत दकया जाएगा। आवेदक पात्रता मानदंडों को पूरा करन ेके अधीन त्रैमाजसक आधार पर अपना दावा प्रस्ट्तुत कर सकता ह।ै

11. नोडल एिसें ी यह योिना एक पटरयोिना प्रबधं न एिेंसी (पीएमए) के माध्यम से कायााजन्वत की िाएगी। पीएमए सजचवीय, प्रबंधकीय और कायाान्वयन सहायता प्रदान करन े और समय-समय पर एमईआईटीवाई द्वारा सौंपी गई अन्य जिपमेदाटरयों को पूरा करने के जलए जिपमेदार होगा। योिना ददिाजनदेिों में पीएमए के जवस्ट्तृत कामकाि और जिपमेदाटरयों के बारे में जवस्ट्तार से बताया िाएगा। मोबाइल फोन जवजनमााण योिना के कायाान्वयन से संबंजधत गजतजवजधयों को पूरा करने के जलए, पीएमए, अन्य बातों के साथ-साथ, जनम्नजलजखत के जलए जिपमेदार होगा:

क. योिना के तहत आवेदनों का म्ू यांकन और सहायता के जलए पात्रता का सत्यापन ख. योिना के तहत प्रोत्साहन के जवतरण के जलए पात्र दावों की िांच ग. योिना के तहत कंपजनयों के जलए वृजििील जनवेि और जवजनर्मात वस्ट्तओंु की पात्र जबक्री सजहत योिना की प्रगजत और प्रदिान के बारे में डेटा का संकलन8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1]

12. अजधकार प्राप्त सजमजत (ईसी) सजचव, एमईआईटीवाई की अध्यक्षता में एक अतं र-मंत्रालयी अजधकार प्राप्त सजमजत (ईसी) होगी । सजमजत में नीजत आयोग, आर्थाक मामलों के जवभाग, व्यय जवभाग, रािस्ट्व जवभाग, डीपीआईआईटी और डीिीएफटी के सदस्ट्य िाजमल होंग,े िो संयुक्त सजचव के पद स ेनीचे नहीं होंगे। ईसी योिना के तहत पीएमए द्वारा पात्र पाए गए आवेदनों पर जवचार करेगा और सक्षम प्राजधकारी के अनुमोदन के जलए जसफाटरि करेगी। ईसी जनधााटरत प्रदक्रया के अनुसार संजवतरण के जलए पीएमए द्वारा िांच और जसफाटरि दकए गए दावों पर जवचार करेगी और सक्षम प्राजधकारी के अनुमोदन के जलए जसफाटरि करेगी। ईसी योजिा के अंतगषत पात्र कंपनियों के प्रिशिष नजसम े उिके रोिगार सृिन, उत्पादन और म्ू यवधान आदद के संबंध में समय-समय पर समीक्षा करेगी। ईसी योजिा के सुचारू कायाषन्ियि के नलए उपयक्तु समझे जािे िाले दकसी भी संशोिि की नसफाररश सक्षम प्रानिकारी के अिुमोिि के नलए कर सकती ह।ै मोबाइल फोि सेक्ट्टर म ें तकिीकी प्रगनत के आिार पर, EC टारगेट सगे मेंट के तहत िए/ उन्नत प्रोडक्ट्ट को शानमल करिे पर निचार कर सकता ह।ै योिना के ददिा-जनदिे ों म ें ईसी के जवस्ट्तृत गठन, कायषप्रणाली और जिपमेदाटरयों के बारे में जवस्ट्तार से बताया िाएगा।

13. योिना ददिाजनदेि योिना के कायाान्वयन के जलए योिना ददिा-जनदेि इलेक्रॉजनकी और सूचना प्रौद्योजगकी मंत्रालय द्वारा अलग स े िारी दकए िाएंगे।

14. योिना और ददिाजनदेिों म ेंसिं ोधन योिना और इसके ददिाजनदेिों की समीक्षा की िा सकती ह ै और दोनों लजक्षत खंडों के तहत कवर दकए गए उत्पाद, लागू प्रोत्साहन दरों, योिना की अवजध, जबक्री, पटरपक्व ता अवजध, या योिना के प्रभावी कायाान्वयन के जलए आवश्यक समझ े िाने वाल े दकसी अन्य मामल े के संबंध म ें समय-समय पर ई सी की जसफाटरि और इलेक्रॉजनकी और सूचना प्रौद्योजगकी मंत्री के अनमु ोदन पर संिोधन दकया िा सकता ह।ै सुिील पाल, संयुक्त सजचव[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 9 MINISTRY OF ELECTRONICS AND INFORMATION TECHNOLOGY (IPHW Division) SCHEME NOTIFICATION New Delhi, the 21st August, 2026

Subject: Mobile Phone Manufacturing Scheme (MPMS) F. No. W/11/2026-IPHW.—

1. BACKGROUND

1.1. Prime Minister’s Make in India vision has propelled electronics manufacturing to grow 7 times and exports to grow 11 times since FY 2014-15. The electronics manufacturing sector has also emerged as a major employer, especially for young men and women from far flung villages. Several manufacturing plants employ more than 5,000 people at a single location, with employment at some facilities reaching 20,000.

1.2. This growth is even more prominent in mobile phone manufacturing. Smartphones have emerged as the single largest exported product in 2025, surpassing “diesel fuel” and “cut diamonds”. This is a big achievement for our country and a clear demonstration of PM's vision of Make in India, Atmanirbhar Bharat and Swadeshi.

1.3. To sustain the current growth momentum and maintain competitiveness, Mobile Phone Manufacturing Scheme is being launched.

2. MOBILE PHONE MANUFACTURING SCHEME (MPMS) The Scheme shall provide fiscal support in the form of production-linked incentives for the manufacturing of mobile phones in India and to support Indian mobile phone brands.

3. OBJECTIVE The Scheme aims to increase global competitiveness by further enhancing the scale, deepening the mobile manufacturing supply chain through higher domestic value addition (DVA) and stronger domestic manufacturing capabilities. The Scheme will also build Indian mobile brands and generate employment.

4. BUDGET OUTLAY The scheme is budget limited with budgetary outlay of ₹ 62,500 crores, including administrative charges. The incentive outlay under the scheme shall be fungible among the two target segments based upon the fund requirement and response received under the scheme.

5. TARGET SEGMENTS (TS)

There shall be two target segments under the scheme:

Target Segment 1 (TS1): Incentivising mobile phone manufacturing Target Segment 2 (TS2): Supporting Indian mobile phone brands

6. TENURE OF THE SCHEME The scheme tenure shall be 5 years, i.e. from FY 2026-27 to FY 2030-31. Applicants under TS2 may be granted a gestation period of 1 year.10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1]

7. TS1: INCENTIVIZING MOBILE PHONE MANUFACTURING

7.1. Eligibility The mobile phone manufacturers, including EMS, registered in India having a minimum turnover of ₹ 10,000 crore in FY2025-26 shall be eligible under the scheme.

Annual Thresholds for Existing Brands*: To become eligible for claiming the incentive for a particular financial year, any existing brand shall meet the minimum threshold sales of ₹ 5,000 crore every year over and above the total sales of FY 2025-26.

Such thresholds for 5 years shall be as mentioned in the table:

Eligibility for a new brand: The new brand shall become eligible under the scheme only after it has achieved total annual sales of ₹10,000 crore in India. To avail the incentive, it would have to fulfil the requirement of threshold sales of ₹ 5,000 crore year over year.

7.2. Basis for Computation FY 2026-27 (1st April 2026 to 31st March 2027) shall be the first performance year.

Baseline Sales: Baseline Sales for a financial year shall be the total domestic sales of target segment product for the brand in preceding financial year plus an increment of 15%. Therefore, the baseline sales shall be moving in nature.

Eligible Sales: Eligible Sales for a particular Financial Year (FY) shall be calculated by subtracting the Baseline Sales from total target segment sales of that FY for the brand.

The computation of Eligible Sales, Baseline Sales and Threshold Sales shall be calculated on a brand- wise basis.

7.3. Basis of Incentives The incentives shall be provided on Eligible Sales of mobile phones manufactured in India. The quantum of incentive for any FY shall be Eligible Sales multiplied by incentive rates, subject to meeting the threshold criteria.

Incentive Rate: The incentive shall comprise two parts as below: a) The part of Eligible Sales, i.e. upto the difference between the average sale of FY 2025-26, FY 2024-25 and FY 2023-24 and the Baseline Sales for a particular FY, shall be incentivized in a tapered manner.[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 11

Incentive rate shall be as mentioned below:

Incentive rate in this case shall be as mentioned below:

Additional incentives on domestic sourcing: Additional incentives of upto 1.5% shall also be

provided on Eligible Sales for domestic sourcing of key components/ sub-assemblies such as display module, camera module, enclosure, batteries (including cells), and USB cables (including connectors) An applicant would be eligible to claim this additional incentive only if such components/ sub- assemblies are localized for a minimum of 25% of the total mobile phone units sold in a financial year. This additional incentive would be paid on a pro-rata basis.

Additional incentive available for domestic sourcing of various components/sub-assemblies would be

Incentive Ceiling: Brand-wise incentive ceiling shall be determined based on the annual commitment submitted by the applicant or brand. The disbursement of incentives would be limited to cumulative annual commitment or the overall budgetary outlay for the scheme, whichever is lower.

8. TS2: SUPPORTING INDIAN MOBILE PHONE BRAND The Scheme shall extend fiscal as well as non-fiscal support under this target segment.

8.1. Eligibility:

Mobile phone manufacturers, including EMS, registered in India having a minimum turnover of ₹ 1,000 Cr in FY2025-26 shall be eligible under the scheme.

Indian brands under this target segment must satisfy the following conditions: a) The brand should be registered/incorporated in India. b) Intellectual Property (IP) and trademark for the brand should be held within India.

c) Management control of the brand lies with Indian citizens d) Indian citizen should have more than 51% shareholding in the entity claiming Indian Brand e) In-house R&D and design capabilities in India.

Annual Thresholds: There shall NOT be any minimum Threshold Sales requirement for Indian brands.

Selection of the Indian brands for eligibility under the scheme shall be done by the Empowered Committee (EC).

8.2. Basis for Computation FY 2026-27 shall be the first performance year. In case applicant opts for gestation period, then FY 2027-28 shall be the first performance year.

Baseline Sales: Baseline Sales shall be the sales during FY 2025-26. In case, applicant opts for a gestation period, then the Baseline Sales shall be sales during FY 2026-27.

Eligible Sales: Eligible Sales for a particular Financial Year (FY) shall be calculated by subtracting the Baseline Sales from total sales of that FY for that brand.

8.3. Basis of Incentives

Incentive: The incentive shall be provided on Eligible Sales of mobile phones manufactured in India.

The quantum of incentive for any FY shall be Eligible Sales multiplied by incentive rates.

Incentive Rate: Incentives shall be provided @5% on the Eligible Sales.

Additional incentives on domestic sourcing: The criteria for computation of additional incentives shall be same for both the target segments. (refer para 7.3) Additional incentives on design and Research & Development (R&D): An additional incentive @3% shall also be given on Eligible Sales for Indian design and R&D of the product.

Non-Fiscal Support For building an Indian brand, it is imperative that both fiscal and non-fiscal measures work in tandem.

The Government may take necessary non-fiscal measures as and when required. The Empowered Committee shall recommend appropriate non-fiscal measures.

9. OTHER ELIGIBILITY Any applicant making multiple applications shall NOT be eligible. Eligibility under the scheme shall not affect eligibility under any other Scheme and vice-versa.

10. APPROVAL AND DISBURSEMENT PROCESS Incentives shall be disbursed to the mobile phone manufacturers including EMS companies in India.

However, the computation for achieving Eligible Sales, Threshold Sales and Baseline Sales shall be worked out for the brand. In case a brand is getting their phones manufactured through more than one EMS company, then the brand shall provide necessary certification for Baseline Sales, Threshold Sales and Eligible Sales.

The approval and disbursement process shall be dealt in Scheme guidelines. Applicant can submit their claim on a quarterly basis subject to meeting the eligibility criteria.

11. NODAL AGENCY The Scheme shall be implemented through a Project Management Agency (PMA).

PMA shall be responsible for providing secretarial, managerial and implementation support and carrying out other responsibilities as assigned by MeitY from time to time. Detailed functioning and responsibilities of the PMA will be elaborated in the Scheme Guidelines.

For carrying out activities related to the implementation of Mobile Phone Manufacturing Scheme, PMA would, inter-alia, be responsible for: a) Appraisal of applications and verification of eligibility for support under the Scheme b) Examination of claims eligible for disbursement of incentive under the Scheme c) Compilation of data regarding progress and performance of the Scheme including Incremental Investment and Eligible Sales of Manufactured goods for companies under the Scheme

12. EMPOWERED COMMITTEE (EC) An Empowered Committee (EC) shall be an inter-ministerial committee chaired by Secretary MeitY.

The Committee will consist of members from NITI Aayog, Department of Economic Affairs,14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] Department of Expenditure, Department of Revenue, DPIIT and DGFT not below the rank of Joint Secretary.

The EC will consider applications, as found eligible by the PMA under the Scheme, and recommend for approval of Competent Authority.

The EC will consider claims, as examined and recommended by the PMA, for disbursement as per the laid down procedure, and recommend for approval of Competent Authority.

The EC will conduct a periodic review of eligible companies with respect to their performance under the Scheme including employment generation, production and value addition, etc.

The EC may recommend any modifications as deemed appropriate for smooth implementation of the scheme for approval of the Competent Authority.

Based on the technological advancement in the mobile phone sector, EC may consider for inclusion of new/advanced products under the target segment.

Detailed constitution, functioning and responsibilities of the EC will be elaborated in the Scheme Guidelines.

13. SCHEME GUIDELINES The Scheme guidelines for implementation of the Scheme will be issued by the Ministry of Electronics and Information Technology separately.

14. AMENDMENT IN SCHEME AND GUIDELINES The Scheme and its guidelines may be reviewed and amended w.r.t. products covered under both target segments, applicable incentive rates, tenure of the scheme, sales, gestation period, or any other matter considered necessary for effective implementation of the Scheme, from time-to-time on recommendation of EC and the approval of the Minister of Electronics and Information Technology.
