और, आर्थिक काय ि जिभाग (जिसे इसम ें इसके पश्चात ् जिभाग कहा गया ह)ै , जित्त मंत्रालय, भारत सरकार, राष्ट्रीय बचत स्ट्कीमों का प्रिासन कर रहा ह ै [छोिे बचतकतािओं को सरु जक्षत और सुजिधािनक जनिेि के जलए उपायों के माध्यम स े व्यजियों के बीच बचतों को प्रोत्साजहत करती ह]ैं (जिसे इसम ें इसके पश्चात् स्ट्कीम कहा गया ह)ै , िो डाक जिभाग, पजललक सेक्िर बैंकों तथा प्राजधकृत प्राइिेि बैंकों (जिस े इसम ें इसके पश्चात ् कायािन्ियन अजभकरण कहा गया ह)ै के माध्यम स े कायािजन्ित की िा रही ह ैं;

2178 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] और, स्ट्कीमों के अधीन प्रिान दकए गए फायिों म ें भारत की संजचत जनजध स े पूििजनजश्चत आिती व्यय या कर रािस्ट्ि अंतििजलत ह ैं; अत:, अब, केन्रीय सरकार, आधार (जित्तीय और अन्य सहाजयदकयों, प्रसुजिधाओं और सेिाओं का लजययत पररिान) अजधजनयम, 2016 (2016 का 18) (जिसे इसम ें इसके पश्चात ् उि अजधजनयम कहा गया ह)ै की धारा 7 के अनुसरण म,ें जनम्नजलजखत अजधसूजचत करती ह,ै अथाित ् :-
1.
(1) स्ट्कीम के अधीन फायिा प्राप्त करने के इच्छुक दकसी बालक को आधार संख्या रखने का प्रमाण प्रस्ट्ततु करना या आधार प्रमाणीकरण करिाना अपेजक्षत होगा ।
(2) स्ट्कीम के अधीन फायिा प्राप्त करने के इच्छुक दकसी बालक को, जिसके पास आधार संख्या नहीं ह ै या जिसने अब तक आधार के जलए नामांकन नहीं दकया ह,ै स्ट्कीम के जलए रजिस्ट्िर करन े के पूि ि उसके माता- जपता या पालकों की सहमजत के अधीन आधार नामांकन के जलए आिेिन करना अपेजक्षत होगा परन्तु िह उि अजधजनयम की धारा 3 के अनुसार आधार प्राप्त करन े का हकिार हो तथा ऐस े बालक को आधार के जलए नामांदकत होने हते ु दकसी आधार नामांकन केन्र िाना होगा (भारतीय जिजिष्ट पहचान प्राजधकरण (यूआईडीएआई) की िेबसाइि www.uidai.gov.in पर सूची उपललध ह)ै ।
(3) आधार (नामांकन और अध्यतन) जिजनयम, 2016 के जिजनयम 12 के अनुसार, मंत्रालय या जिभाग को अपन े कायािन्ियन अजभकरण के माध्यम स े फायिाग्राजहयों को आधार नामांकन सुजिधाए ं प्रिान करना अपेजक्षत ह,ै िो अब तक आधार के जलए नामांदकत नहीं ह ै और संबंजधत ललॉक या तालुका या तहसील म ें कोई आधार नामांकन केन्र जस्ट्थत न होने की ििा म,ें मंत्रालय या जिभाग अपने कायािन्ियन अजभकरण के माध्यम स े जिद्यमान यूआईडीएआई रजिस्ट्रारों के समन्िय स े या स्ट्िय ं यूआईडीएआई रजिस्ट्रार बनकर सुजिधािनक स्ट्थानों पर आधार नामांकन सुजिधाएं प्रिान करेगा :
परन्त ु व्यजष्टक को आधार समनुिेजित दकए िान े के समय तक, जनम्नजलजखत िस्ट्तािेिों को प्रस्ट्तुत करन े के अधीन रहते हुए, ऐस े व्यजष्टकों को स्ट्कीम के अधीन फायि े दिए िाएंग,े अथाित् :- (क) (i) यदि फायिाग्राही (बायोमैररक संग्रहण के साथ) पांच िर् ि की आय ु के पश्चात ् नामांदकत हुआ था, उसकी आधार नामांकन पहचान पची या बायोमैररक अध्यतन पहचान पची, या ;
(ii) फायिाग्राही द्वारा आधार नामांकन के जलए दकए गए आिेिन की एक प्रजत ; और (ख) फायिाग्राही के जनम्नजलजखत पहचान िस्ट्तािेिों म ेंस े कोई एक, अथाित ् :-
(i) िन्म प्रमाणपत्र ; या समुजचत प्राजधकारी द्वारा िारी दकया गया िन्म का अजभलेख ; या
(ii) माता-जपता के नामों को अंतर्ििष्ट करन े िाला जिद्यालय के प्राचाय ि द्वारा सम्यक् रूप स े हस्ट्ताक्षररत जिद्यालय पहचान काडि ; और (ग) ितिमान स्ट्कीम मागिजनिेिों के अनुसार माता-जपता या जिजधक पालक के साथ फायिाग्राही के संबधं के सबूत के रूप म ेंजनम्नजलजखत िस्ट्तािेिों म ें स े कोई एक, अथाित् :-
(i) िन्म प्रमाणपत्र ; या समुजचत प्राजधकारी द्वारा िारी दकया गया िन्म का अजभलेख ; या
(ii) रािन काड ि; या
(iii) भूतपूि ि सैजनक योगिायी स्ट्िास्ट््य स्ट्कीम काड ि ; या कमिचारी राज्य बीमा जनगम काडि ; या केन्रीय सरकार स्ट्िास्ट््य योिना काडि ; या
(iv) पेन्िन काडि ; या
(v) आमी कैंिीन काड ि; या[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3
(vi) कोई सरकारी कुिुंब हक काड ि; या
(vii)मंत्रालय या जिभाग द्वारा यथाजिजनर्िष्टि कोई अन्य िस्ट्तािेि : परन्त ु यह और दक उपरोि िस्ट्तािेि उस प्रयोिन के जलए मत्रं ालय या जिभाग द्वारा जिजनर्िष्टि रूप स े अजभजहत दकसी अजधकारी द्वारा िांच दकए िाएंगें ।
2. स्ट्कीम के अधीन सुजिधािनक रूप स े फायिाग्राजहयों को फायिे प्रिान करने के जलए, मंत्रालय या जिभाग इसके कायािन्ियन अजभकरण के माध्यम स े य े सुजनजश्चत करने के जलए, दक मीजडया के माध्यम स े फायिाग्राजहयों को उन्ह ें उि अपेक्षा के बारे म ें िागरूक करने के जलए पयािप्त प्रचार दकया िाएगा, सभी अपेजक्षत व्यिस्ट्थाए ं करेगा ।
3. उन मामलों म ें िहां आधार प्रमाणीकरण फायग्राजहयों के खराब बायोमैररक के कारण या दकसी अन्य कारण स ेअसफल हो िाता ह,ै जनम्नजलजखत उपचारात्मक दियाजिजध अंगीकृत की िाएगी, अथाित् :- (क) खराब फफंगरप्प्रंि क्ि ाजलिी की ििा म,ें प्रमाणीकरण के जलए आइररस स्ट्कैन या चहे रा प्रमाणीकरण सुजिधा अगं ीकृत की िाएगी और मंत्रालय या जिभाग इसके कायािन्ियन अजभकरण के माध्यम स े त्रुरि रजहत रीजत म ें फायिों के पररिान के जलए फफंगरप्प्रंि प्रमाणीकरण के साथ आइररस स्ट्कैनर या चेहरा प्रमाणीकरण के जलए व्यिस्ट्था करेगा ;
(ख) फफंगरप्प्रंि या आइररस स्ट्कैन या चेहरा प्रमाणीकरण के माध्यम स े बायोमैररक प्रमाणीकरण सफल न होन े की ििा म,ें िहां साध्य और स्ट्िीकाय ि हो यथाजस्ट्थजत, आधार िन िाइम पासिडि या िाइम िेस्ट्ड िन िाइम पासिड ि जिि जलजमिेड िाइम िैजलजडिी द्वारा प्रमाणीकरण प्रिान दकया िाएगा ;
(ग) अन्य सभी मामलों म ें िहां बायोमैररक आधार िन िाइम पासिडि या िाइम िेस्ट्ड िन िाइम पासिडि प्रमाणीकरण संभि नहीं ह,ै स्ट्कीम के अधीन फायि े भौजतक आधार पत्र के आधार पर स्ट्कीम के अधीन फायि े दिए िा सकेंगें जिनकी प्रामाजणकता आधार पत्र पर मुदरत दिक ररसपॉन्स कोड के माध्यम स े सत्याजपत की िा सकती ह ै तथा मंत्रालय या जिभाग द्वारा इसके कायािन्ियन अजभकरण के माध्यम स े सुजिधािनक स्ट्थानों पर दिक ररसपॉन्स कोड रीडर की आिश्यक व्यिस्ट्था प्रिान की िाएगी ।
4. उपरोि के अजतररि दकसी भी बालक को प्रमाणीकरण करिाकर या आधार संख्या रखन े का सबूत प्रस्ट्ततु करने म ें असफलता की ििा म ेंस्ट्कीम के अधीन फायि े स े िंजचत नहीं दकया िाएगा या उस बालक की ििा म ें जिसे नामांकन के जलए आिेिन प्रस्ट्तुत करके कोई आधार सख्ं या समनुिेजित नहीं की गई ह,ै उसे फायिा पैरा 1 के उप-पैरा (3) के परन्तुक के खडं (ख) और खडं (ग) म ें यथाउजल्लजखत अन्य िस्ट्ताििे ों के आधार पर उसकी पहचान का सत्यापन करके दिया िाएगा, और िहा ं फायिा ऐसे अन्य िस्ट्तािेिों के आधार पर दिया िाता ह,ै उसे अजभजलजखत करने के जलए एक पथृ क् रजिस्ट्िर रखा िाएगा, जिसे मंत्रालय या जिभाग द्वारा इसके कायािन्ियन अजभकरण के माध्यम स े आिजधक रूप स े पनु र्ििलोदकत या संपरीजक्षत दकया िाएगा ।

NOTIFICATION New Delhi, the 31st March, 2023 S.O. 1552(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one’s identity;
And whereas, the Ministry of Finance, Department of Economic Affairs (hereinafter referred to as the Department) in the Government of India, is administering National Savings Schemes [encourage savings amongst the people through avenues for safe and convenient investment to small savers] (hereinafter referred to as the Scheme), which is being implemented through Department of Posts, Public Sector Banks and authorised private banks (hereinafter referred to as the Implementing Agencies);
And whereas, under the Schemes, attractive interest rates and safe investment (hereinafter referred to as the benefits) are given to the account holder or nominee or legal heirs (hereinafter referred to as the beneficiaries) as per extant Scheme guidelines;
And whereas, the benefits offered under the Schemes involves recurring expenditure or tax revenues foregone from the Consolidated Fund of India;
Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:-
1. (1) a child desirous of availing the benefit under the Scheme shall be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.
(2) any child desirous of availing the benefit under the Scheme, who does not possess the Aadhaar number or has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment subject to the consent of his parents or guardians, before registering for the Scheme provided he is entitled to obtain Aadhaar as per section 3 of the said Act and such child shall visit any Aadhaar enrolment centre (list available at Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) to get enrolled for Aadhaar.
(3) as per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry or Department through its Implementing Agency is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Ministry or Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming UIDAI
Registrar themselves:
Provided that till the time Aadhaar is assigned to the individual, the benefit under the Scheme shall be given to such individuals, subject to production of the following documents, namely:-
(a) (i) if the beneficiary was enrolled after the age of five years (with biometrics collection), his Aadhaar Enrolment Identification slip, or of bio-metric update identification slip, or;
(ii) a copy of the request made for Aadhaar enrolment by the beneficiary; and
(b) any one of the following identity documents of the beneficiary namely:-
(i) Birth Certificate; or record of birth issued by the appropriate authority; or
(ii) School identity card, duly signed by the Principal of the school, containing parents names; and
(c) any one of the following documents as proof of relationship of the beneficiary with the parent or legal guardian as per the extant Scheme guidelines, namely:–
(i) Birth Certificate; or Record of birth issued by the appropriate authority; or
(ii) Ration Card; or
(iii) Ex-Servicemen Contributory Health Scheme Card; or Employees' State Insurance Corporation Card; or Central Government Health Scheme Card; or

(v) Army Canteen Card; or
(vi) any Government Family Entitlement Card; or
(vii) any other document as specified by the Ministry or Department:
Provided further that the above documents shall be checked by an officer specifically designated by the Ministry or Department for that purpose.
2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Ministry or Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through media shall be given to the beneficiaries to make them aware of the said requirement.
3. In cases where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:-
(a) in case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication and the Ministry or Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger print authentication for delivery of benefits in seamless manner;
(b) in case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or time-based One-Time Password with limited time validity, as the case may be, shall be offered;
(c) in all other cases where biometric or Aadhaar One Time Password or time-based One-Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at the convenient locations by the Ministry or Department through its Implementing Agencies.
4. In addition to the above, no child shall be denied benefit under the Scheme in case of failure to establish his identity by undergoing authentication, or furnishing proof of possession of Aadhaar number, or in the case of a child to whom no Aadhaar number has been assigned, by producing an application for enrolment, the benefit shall be given to him by verifying his identity on the basis of other documents as mentioned in clauses (b) and (c) of the proviso of sub-paragraph (3) of paragraph 1, and where benefit is given on the basis of such other documents, a separate register shall be maintained to record the same, which shall be reviewed and audited periodically by the Ministry or Department through its Implementing Agency.
5. This notification shall come into force on the date of its publication in the Official Gazette in all the States and Union territories. [F. No. 1/3/2015-NS] ASHISH VACHHANI, Addl. 1. (क) स्ट्कीम के अधीन फायिा प्राप्त करने के जलए पात्र व्यजष्ट को आधार संख्या रखने या आधार प्रमाणीकरण स ेगुिरने का प्रमाण प्रस्ट्तुत करन े की अपेक्षा होगी; (ख) स्ट्कीम के अधीन फायिा प्राप्त करने के इच्छुक दकसी भी व्यजष्ट, जिसके पास आधार संख्या नहीं ह ै या आधार के जलए अभी तक नामांदकत नहीं ह,ै को स्ट्कीम के जलए रजिस्ट्री करण करन े स े पहल े आधार नामांकन के जलए आिेिन करने की अपेक्षा होगी, परंतु िह उि अजधजनयम की धारा 3 के अनुसार आधार प्राप्त करने का हकिार हो, और ऐस े व्यजष्ट को आधार के जलए नामांकन करान े के जलए दकसी भी आधार नामांकन केंर (भारतीय जिजिष्ट पहचान प्राजधकरण (यूआईडीएआई) की िेबसाइि www.uidai.gov.in पर उपललध सूची) पर िाना होगा;
(ग) आधार (नामांकन और अद्यतन) जिजनयम, 2016 के जिजनयम 12 के अनुसार, जिभाग को अपनी कायािन्ियन अजभकरणों के माध्यम स े उन फायिाग्राजहयों के जलए आधार नामांकन सुजिधाएं प्रिान करना अपेजक्षत ह ै िो अभी तक आधार के जलए नामांदकत नहीं ह ैं और यदि कोई संबंजधत ललॉक या तालुका या तहसील म ें जस्ट्थत आधार नामांकन केंर नहीं ह,ै जिभाग अपनी कायािन्ियन अजभकरण के माध्यम स े यूआईडीएआई के जिद्यमान रजिस्ट्रार के समन्िय म ें या स्ट्िय ं यूआईडीएआई रजिस्ट्रार बनकर सुजिधािनक स्ट्थानों पर आधार नामांकन सुजिधाएं प्रिान करेगा:
परंतु ऐस े व् यजि को, आधार सख्ं यांक जनयत दकए िान े तक, स्ट्कीम के अधीन जनम्न जलजखत िस्ट् तािेिों को प्रस्ट् ततु दकए िाने के अधीन रहत े हुए िी िाएगी, अथाति ् :-- (क) यदि उसने नामांकन दकया ह,ै तो उसकी आधार नामांकन पहचान पची; और (ख) जनम्नजलजखत िस्ट्तािेिों म ें स े कोई एक, अथाित:् -
(i) फोिो के साथ बैंक या पोस्ट्ि ऑदफस पासबुक; या
(ii) स्ट्थायी खाता संख्या काड;ि या
(iii) पासपोि;ि या
(iv) रािन काड;ि या
(v) मतिाता पहचान पत्र; या
(vi) महात्मा गांधी राष्ट्रीय ग्रामीण रोिगार गारंिी अजधजनयम काडि; या

(ix) रािपजत्रत अजधकारी या तहसीलिार द्वारा उसके िासकीय पत्र पर िारी दकए गए ऐसे व्यजष्ट की फोिो िाल े पहचान का प्रमाण पत्र; या
(x) जिभाग द्वारा जनर्िष्टि कोई अन्य िस्ट्तािेि: परंत,ु यह और दक उपरोि िस्ट्तािेिों की िांच जिभाग द्वारा जििेर् रूप स े उस प्रयोिन के जलए नाजमत अजधकारी द्वारा की िा सकती ह।ै
2. स्ट्कीमन्तगित फायिाग्राजहयों को सुजिधानुसार फायिा उपललध करान े हते ु जिभाग अपनी दियान्ियन अजभकरण के माध्यम स े सभी आिश्यक व्यिस्ट्थाएं करेगा जिससे स्ट्कीम के अधीन फायिाग्राजहयों को आधार की अपेक्षा स े अिगत करान े के जलए मीजडया के माध्यम स ेव्यापक प्रचार-प्रसार दकया िा सके।
3. ऐसे मामलों म ें िहां फायिाग्राजहयों के खराब बायोमेररक्स के कारण या दकसी अन्य कारण स े आधार प्रमाणीकरण जिफल हो िाता ह,ै जनम्नजलजखत उपचारात्मक तंत्र को अपनाया िाएगा, अथाित:् - (क) खराब उंगजलयों के जनिान गुणित्ता के मामल े म,ें प्रमाणीकरण के जलए आईररस स्ट्कैन या चेहरा अजधप्रमाणन सुजिधा को अपनाया िाएगा, और जिभाग अपनी कायािन्ियन अजभकरण के माध्यम स े आईररस स्ट्कैनर या चेहरा अजधप्रमाणन के साथ-साथ उंगजलयों के जनिान प्रमाणीकरण के जलए उपबधं करेगा जिससे जनबािध रूप स े फायिा दिया िा सके। (ख) उंगजलयों के जनिान या आईररस स्ट्कैन या चेहरे के प्रमाणीकरण के माध्यम स े बायोमेररक प्रमाणीकरण सफल नहीं होने की जस्ट्थजत म,ें िहां भी संभि हो, यथाजस्ट्थजत, आधार िन िाइम पासिडि या िाइम-आधाररत िन-िाइम पासिड ि द्वारा सीजमत समय िैधता के साथ प्रमाणीकरण, प्रस्ट्ताजित की िाएगी ;
(ग) अन्य सभी मामलों म ें िहां बायोमेररक या आधार िन िाइम पासिडि या िाइम-बेस्ट्ड िन-िाइम पासिड ि अजधप्रमाणीकरण संभि नहीं ह,ै स्ट्कीम के अधीन भौजतक आधार पत्र के आधार पर फायिा दिया िा सकता ह,ै जिसकी अजधप्रामाजणकता त्िररत प्रजतदिया आधार पत्र पर मुदरत कोड के माध्यम स े सत्याजपत की िा सकती ह ै और त्िररत प्रजतदिया कोड रीडर की आिश्यक व्यिस्ट्था जिभाग द्वारा अपनी दियान्ियन अजभकरण के माध्यम स े सुजिधािनक स्ट्थानों पर उपललध करायी िायेगी।
4. यह सुजनजश्चत करने के जलए दक स्ट्कीम के अधीन कोई िास्ट्तजिक फायिाग्राही अपन े िये लाभों स े िंजचत नहीं ह,ै जिभाग अपनी कायािन्ियन अजभकरण के माध्यम स े प्रत्यक्ष फायिा हस्ट्तांतरण जमिन, मंजत्रमंडल सजचिालय, भारत सरकार के कायािलय ज्ञापन स.ं डी-26011/04/2017-डीबीिी, तारीख 19 दिसंबर 2017 (https://dbtbharat.gov.in/ पर उपललध) म ेंजनर्िष्टि अपिाि प्रबधं न तंत्र का पालन करेगा।

NOTIFICATION New Delhi, the 31st March, 2023 S.O. 1553(E).—Whereas, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one’s identity;
And whereas, the Ministry of Finance, Department of Economic Affairs (hereinafter referred to as the Department) in Government of India, is administering National Savings Schemes [encourage savings amongst the people through avenues for safe and convenient investment to small savers] (hereinafter referred to as the Scheme), which is being implemented through Department of Posts, Public Sector Banks and authorised private banks (hereinafter referred to as the Implementing Agencies);
And whereas, under the Schemes, attractive interest rates and safe investment (hereinafter referred to as the benefits) are given to the account holder or nominee or legal heirs (hereinafter referred to as the beneficiaries) as per extant Scheme guidelines;
And whereas, the benefits offered under the Schemes involves recurring expenditure or tax revenues foregone from the Consolidated Fund of India;
Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:-
1. (a) an individual eligible for receiving the benefits under the Scheme shall hereby be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication;
(b) any individual desirous of availing benefits under the Scheme, who does not possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment before registering for the Scheme provided that he is entitled to obtain Aadhaar as per section 3 of the said Act, and such individual shall visit any Aadhaar enrolment centre (list available at the Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) to get enrolled for Aadhaar;
(c) as per the regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department through its Implementing Agencies, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or
by becoming a UIDAI Registrar themselves:
Provided that till the time Aadhaar is assigned to the individual, benefits under the Scheme shall be given to such individual, subject to the production of the following documents, namely :–
(a) if he has enrolled, his Aadhaar Enrolment Identification slip; and
(b) any one of the following documents, namely :-
(i) Bank or Post office Passbook with Photo; or
(ii) Permanent Account Number Card; or
(iii) Passport; or
(iv) Ration Card; or
(v) Voter Identity Card; or
(vi) Mahatma Gandhi National Rural Employment Guarantee Act card; or
(vii) Kisan Photo passbook; or
(viii) Driving licence issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or
(ix) Certificate of identity having photo of such person issued by a Gazetted Officer or a Tehsildar on an official letter head; or

Provided, further that the above documents may be checked by an officer specifically designated by the Department for that purpose.
2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department through its Implementing Agency shall make all the required arrangements to ensure that wide publicity through the media shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme.
3. In cases where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:-
(a) in case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, and the Department through its Implementing Agency shall make provisions for iris scanners or face authentication along with finger-print authentication for delivery of benefits in seamless manner;
(b) in case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible authentication by Aadhaar One Time Password or time-based One-Time Password with limited time validity, as the case may be, shall be offered;
(c) in all other cases where biometric or Aadhaar One time Password or time-based One-Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter and the necessary arrangement of Quick Response code reader shall be provided at convenient locations by the Department through its Implementing Agency.
4. In order to ensure that no bonafide beneficiary under the Scheme is deprived of his due benefits, the Department through its Implementing Agency shall follow the exception handling mechanism as specified in the Office Memorandum of Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India No. D-26011/04/2017- DBT, dated the 19th December 2017.
