GOVERNMENT OF INDIA MINISTRY OF HOME AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 3803 TO BE ANSWERED ON THE 11TH AUGUST, 2026/ SHRAVANA 20, 1948 (SAKA) ACTS ENACTED BY PUNJAB AND HARYANA

3803. SHRI MANISH TEWARI:

Will the Minister of HOME AFFAIRS be pleased to state:

(a) the number of Acts enacted by the States of Punjab and Haryana that are presently applicable in the UT of Chandigarh, separately, along with the subject matter of each such Act;

(b) the legal framework and criteria adopted by the Central Government for extending or adapting laws enacted by the State Legislatures of Punjab and Haryana to Chandigarh;

(c) the details of the Acts of Punjab and Haryana extended to Chandigarh during the last five years, like the Punjab Right to Business Act, 2020, that was extended recently along with the reasons therefor; and

(d) whether the Government proposes to formulate a uniform policy or framework governing the extension, amendment and repeal of Punjab and Haryana laws applicable to Chandigarh, and if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI)

(a) and (c): As per the information provided by the Union territory of Chandigarh, 238 Acts enacted by the State of Punjab and 7 Acts enacted by the State of Haryana are presently applicable in the Union territory of Chandigarh. The Act-wise details, including those Acts extended to the-2- L.S.US.Q.NO. 3803 FOR 11.08.2026 Union territory of Chandigarh during the last five years are given in Annexure- I.

(b): Section 87 of the Punjab Reorganisation Act, 1966 empowers the Central Government, to extend to the Union territory of Chandigarh, any enactment which is in force in a State on the date of the notification. Proposals for extension of State enactments are initiated by the Chandigarh Administration on the basis of local requirements.

(d): The extension of any enactment to the Union territory of Chandigarh is considered on the basis of local requirements and in accordance with the Punjab Reorganisation Act, 1966. A separate policy is not considered necessary, as an established procedure already exists for extension of Acts, each of which is assessed on its own merits in view of its distinct policy objectives and legal implications.
