2597. Shri Rajmohan Unnithan:
Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the details of funds released to Kerala under rural employment programmes during the current financial year;
(b) whether the Government has reviewed employment generated in coastal and backward districts, if so, the details thereof;
(c) whether any additional allocation has been considered for districts with high unemployment, if so, the details thereof; and
(d) the measures taken to ensure timely release of Central assistance, State-wise? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN)
(a): Consequent upon enactment of Viksit Bharat–Guarantee for Rozgar and Aajeevika Mission (Gramin) (VB-G RAM G), Act 2025, the new scheme has been operationalized in rural areas of the entire country including Kerala with effect from 1st July, 2026. During the financial year 2026–27, (as on 29.07.2026), an amount of Rs. 1230.01 crores has been sanctioned to Kerala under the Mahatma Gandhi NREGS. Further an interim allocation of Rs 3136.44 crore have been made to the State as Central Share for FY 2026-27 for the period between 01.07.2026 to 31.03.2027. Subsequently, Mother Sanctions amounting to Rs. 925.33 crore have been issued as first instalment for various component under VB-G RAM G based on the proposal received from the State.
(b): The VB-G RAM G which is a demand driven Scheme, provides for a statutory guarantee of one hundred and twenty five days of wage employment in a financial year to every rural household whose adult members volunteer to undertake unskilled manual work. The Government monitors the implementation of the Scheme, including Page 1 of 4generation of employment across all rural districts of the country, through the Management Information System (MIS).
Employment generation under the Scheme depends on various factors such as the demand for work by registered eligible rural household, acceptance of the offer of employment made and agro- climatic conditions etc. Necessary technical and financial support is
provided to States/UTs to facilitate effective implementation of the Scheme across all districts, including coastal and backward districts. Through regular review meeting and field visits States are sensitized to ensure that no demand for employment remain unmet. During the current financial year 2026-27, as on 31.07.2026, over 99.90% of the workers have been offered employment against demand and 1.66 crore Persondays have been generated in Kerala under VB G RAM G and Mahatma Gandhi NREGS.
(c): As per the provisions of Act, funds are allocated by the Central Government to States/UTs. The intra-State distribution of funds among districts is prerogative of the concerned State/UTs in accordance with the provisions of the Scheme notified by them.
However, it is stated that the VB–G RAM G Act, scheme incorporates several structural reforms to address the diverse development needs of rural areas. The provision of normative allocation of funds has been introduced to ensure equitable distribution of resources among the States based on objective development parameters. Further, the approved normative allocation is required to be distributed within the State in an equitable, need-based and transparent manner across districts and Gram Panchayats, taking into consideration the categorisation of Gram Panchayats and their assessed infrastructure and development needs.
The Scheme also provides for preparation of Viksit Gram Panchayat Plans (VGPPs) through an evidence-based, participatory and saturation-based planning process, ensuring that works are selected according to local priorities and developmental needs.
Further, Category III – Livelihood-related Infrastructure Works focuses on creation of durable livelihood assets relating to agriculture, allied sectors, Self Help Groups, rural enterprises and other income-generating activities, thereby promoting sustainable livelihoods and reducing rural poverty.
(d): The Government has put in place a robust mechanism to ensure the timely release of Central assistance to the States/UTs under the Viksit Bharat-Guarantee for Rozgar and Aajeevika Mission (Gramin) (VB-G RAM G) Scheme. Under the scheme SNA SPARSH system has Page 2 of 4been implemented to facilitate timely and transparent release of funds, enable effective monitoring of fund flows and ensure efficient utilisation of scheme funds. The Ministry regularly monitors fund availability and utilisation through the Management Information System (MIS), reviews the financial position with the States/UTs and releases funds time to time depending upon demand for employment at the field level.
Further, it is mentioned that in order to ensure continuous employment to eligible rural households, The Ministry of Rural Development has already made an interim allocation of fund to the State/UTs. Detailed State/UT-wise interim allocation made and Mother Sanctions issued under VB-G RAM-G during the current financial year 2026-27 as on 31.07.2026 are given at Annexure.
