Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING मत्स्यपालन, पशुपालन और डेयरी मंत्री
be pleased to state:
(a) whether new opportunities for employment and income are being created for farmers, women and youth by promoting animal husbandry-based entrepreneurship through the National Livestock Mission (NLM), if so, the details of the animal husbandry enterprises established, employment generated, bank loans sanctioned and su0bsidies distributed so far, activity and State-wise particularly of Lok Sabha Constituency Bhaghpat in Uttar Pradesh;
(b) whether the Government has conducted regular reviews and impact evaluations of the projects sanctioned under the Mission and if so, the key findings thereof;
(c) whether the Government has strengthened coordination with the States and financial institutions to resolve difficulties arising in the early approval of projects, bank loans, technical assistance and implementation, if so, the details thereof; and
(d) whether the Government is implementing a digital monitoring and simplified operational framework to make the National Livestock Mission more transparent, technology-enabled, result- oriented and time-bound, if so, the details thereof? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH)
(a) The Entrepreneurship Development Programme (NLM-EDP) implemented under the National Livestock Mission encourages promotion of animal husbandry-based entrepreneurship development. Under this programme, 50% capital subsidy up to ₹50.00 lakh is provided to eligible beneficiaries for establishing livestock breeding farms, feed and fodder units. 4,291 projects covering a total project cost of ₹2,956.79 crore with an approved subsidy of ₹1,356.53 crore have been sanctioned. These projects are expected to generate direct employment of around 21,000 person and indirectly benefit around 91,000 farmers.
The State-wise and activity-wise details of the NLM-EDP approved projects, employment generated, bank loan sanctioned, and subsidies distributed is at Annexure. Total 5 projects for Bhaghpat district have been approved. (b) & (c) The Department of Animal Husbandry and Dairying, Government of India regularly reviews the implementation of the Entrepreneurship Development Programme (EDP) through Project Approval Committee (PAC) meetings. The PAC monitors the pendency of applications, approval by the States and Union Territories as well as provides technical assistance. Regional Review Meetings are also held at the level of higher officials wherein project implementation is reviewed and monitored. The Central Level Bankers Committee (CLBC) has been established in the Department of Animal Husbandry and Dairying, Government of India to coordinate with all the lending institutions to resolve difficulties and early approval of applications.
The NITI Aayog has conducted detailed review of the NLM scheme including the EDP component.
The evaluation confirms that NLM has enabled progress in breed development, feed and fodder security, capacity building and entrepreneurship promotion.
(d) The National Livestock Mission is implemented through an end to end digitized portal (www.nlm.udyamimitra.in). The subsidy is released to the beneficiaries account through Public Finance Management System (PFMS) via bank transaction.Annexure
