Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING मत्स्यपालन, पशुपालन और डेयरी मंत्री

be pleased to state:

(a) whether the Government has received a representation from the State Government of Kerala highlighting that the allocated central share under the Assistance to States for Control of Animal Diseases (ASCAD) for the financial year 2026-27 is grossly inadequate, and requesting an enhancement to 1679.625 lakhs;

(b) whether the Government has taken steps to clear the pending central assistance bills amounting to Rs. 180.618 lakhs under the ASCAD (60:40 cost-sharing) component for the fiscal year 2025-26 to support the state's ongoing veterinary interventions; and

(c) the details of the capacity-building programmes conducted for veterinarians and para- veterinary professionals in the country, State/district-wise including Madhya Pradesh? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH)

(a) and (b) One of the main criteria deciding the allocation for the State under Livestock Health & Disease Control Programme (LHDCP) was the livestock population of the State.

Accordingly, under Assistance to States for Control of Animal Diseases (ASCAD), Rs. 69.00 lakh was allocated to the State of Kerala for 2026-27. An amount of Rs. 31.74 lakhs has been released to the State, and no expenses have been incurred till date. Further, any increase in allocation to the State depends on timely utilisation of the released amount and availability of the funds. Also, during 2025-26, the State could not utilise Rs. 180.81 lakh, which lapsed at the end of the financial year.

(c) The States are financially supported for capacity building and training. As per the information received from the States, the details of the number of veterinary and para- veterinary professionals trained during 2025–26, including Madhya Pradesh, are attached at Annexure-I. Further, details of training at the district level are maintained by the respective States/UTs.
