Parliament Question: Aspirational Blocks Programme

GOVERNMENT OF INDIA MINISTRY OF PLANNING LOK SABHA UNSTARRED QUESTION NO. 4493 TO BE ANSWERED ON 20.08.2025 ASPIRATIONAL BLOCKS PROGRAMME †4493. SHRI RAKESH RATHOR:

Will the Minister of PLANNING be pleased to state:

(a) the total number of aspirational blocks identified under Aspirational Block Programme in the country, particularly in Uttar Pradesh, till date, district-wise;

(b) the details of the funds sanctioned/disbursed and utilised for these blocks since the inception of this programme, district-wise;

(c) the progress made so far, five focus areas along with the outcome thereof, impact evaluation made and improvements registered under the said programme in the country particularly in Uttar Pradesh; and

(d) the specific steps taken/being taken to accelerate the development in low performing blocks to ensure equitable allocation of resources and to overcome the major challenges in the implementation of the programme? (a) There are 68 blocks identified under Aspirational Blocks Programme in Uttar Pradesh. The district wise details are attached at Annexure I.

(b) The details of the funds sanctioned and utilized for these blocks since the inception of this programme, district-wise details are attached at Annexure II.

(c) The progress and performances of all the Aspirational Blocks across the five focus areas of Health and Nutrition, Education, Agriculture and Allied Services, Basic Infrastructure and Social Development are monitored via the Champions of Change Page 1 of 7Dashboard. The dashboard enables a data-driven assessment and ranks the blocks based on their performance. Detailed performance data of all Aspirational blocks, including aspirational blocks of Uttar Pradesh is available on the Champions of Change Portal (abp.championsofchange.gov.in)

(d) To accelerate the development of low-performing blocks, the Aspirational Blocks Programme has adopted the approach of Convergence, Collaboration, and Competition. The programme focuses on the effective implementation of existing government schemes through convergence and collaboration with key stakeholders.
