Parliament Question: Average Disposal of Cases by FTSCs

Will the Minister of LAW AND JUSTICE be pleased to state:

(a) the average annual number of cases disposed of per FTSC during the same period, State/UT- wise;

(b) whether the Government has conducted any assessment regarding the disposal efficiency and pendency levels of FTSCs;

(c) if so, the details and findings thereof along with the steps taken by the Government to improve disposal rates and reduce pendency in FTSCs;

(d) the number of Fast Track Special Courts (FTSCs) functional in the country, since 2019, State/UT-wise and year-wise; and

(e) the number of POCSO and rape cases instituted and disposed of by FTSCs since 2019, State/UT- wise and year-wise? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF LAW AND JUSTICE; AND MINISTER OF STATE IN THE MINISTRY OF PARLIAMENTARY AFFAIRS (SHRI ARJUN RAM MEGHWAL)

(a) to (c): A Centrally Sponsored Scheme to set up Fast Track Special Courts (FTSCs), including exclusive POCSO (ePOCSO) courts was launched in October 2019, for the expeditious trial and disposal of pending cases related to rape and offences under the Protection of Children from Sexual Offences (POCSO) Act, 2012. As per the information received from the High Courts, the average annual disposal per FTSC has been around 7 cases. The State/UT-wise details of the average number of cases disposed of per FTSC are given at Annexure -I.

The impact assessment of the FTSC Scheme has been assessed through third-party evaluations from time to time, while seeking extension of the Scheme, the last one having been conducted by the NITI Aayog. The third-party report of NITI has recommended continuation of the FTSC Scheme taking into consideration its effectiveness in achieving its core objectives of speedy disposal of cases 1relating to women and children, reduction of pendency, and providing a supportive environment for victims of sexual offences, particularly women and children.

Further, to strengthen the functioning of FTSCs, the Department conducts regular review meetings via Video Conferencing with the States/UTs and the High Courts. The Hon’ble Minister of Law & Justice has written to Hon’ble Chief Ministers and Chief Justices of the High Courts regarding need for timely action and strict compliance with timelines under the POCSO Act and Bharatiya Nagarik Suraksha Sanhita, 2023. In addition, the performance of FTSCs is a regular agenda item in the Inter-State Zonal Council meetings to improve inter-governmental coordination and expedite justice delivery.

(d) and (e): As per the information made available by the High Courts, as of 30.06.2026, 779 FTSCs, including 399 exclusive POCSO (e-POCSO) Courts, were functional in 29 States/UTs. Since the inception of the Scheme and up to 30.06.2026, these courts have disposed of 3,96,940 cases, while 2,56,097 cases remain pending. The State/UT-wise and year-wise details of functional FTSCs in the country are given at Annexure-II. The State/UT-wise and year-wise details of number of POCSO and rape cases instituted and disposed of by the FTSCs since 2023 are given at Annexure-III.
