Parliament Question: Centrally Sponsored Schemes

GOVERNMENT OF INDIA MINISTRY OF PLANNING LOK SABHA UNSTARRED QUESTION NO. 1819 TO BE ANSWERED ON 30.07.2025 CENTRALLY SPONSORED SCHEMES †1819. SHRI ASHOK KUMAR YADAV:

Will the Minister of PLANNING be pleased to state:

(a) whether it is a fact that a number of Centrally Sponsored Schemes (CSS), partly funded by the Central Government are implemented by the State Governments and Union Territories and if so, the details thereof;

(b) whether the Government has any monitoring mechanism available to ensure proper implementation of these schemes and if so, the details thereof;

(c) whether the Government has taken cognisance of complaints received in which questions have been raised on quality, transparency and timelines of these schemes;

(d) if so, the names of the schemes in which serious shortcomings have been found by the Central Government while monitoring them during the last three years and the names of the States/Union Territories against which action has been taken; and

(e) whether Government is going to adopt measures like third party audit, digital tracking, social audit or real-time dashboard to further strengthen the monitoring system and if so, the details thereof? (a) List of Centrally Sponsored Schemes (CSSs) that are partly funded by the central Government are implemented by the State Governments and Union Territories is available in ‘Statement 4A’ of Expenditure Profile 2025-2026. The link of the same is given at

https://www.indiabudget.gov.in/doc/eb/stat4a.pdf. (b ) to (e) Development Monitoring and Evaluation Office (DMEO), in coordination with around 70 ministries/departments, has developed an Output Outcome Monitoring Framework

(OOMF) for central Sector (CS) and Centrally Sponsored Scheme (CSS). The objective of this framework is to strengthen the outcome based monitoring of performance of the schemes against their targets. Further, this framework:

Page 1 of 2 has been tabled in the Parliament every year along with the respective Union Budget since 2019-20 for schemes having outlay of Rs 500 cr or more. Framework for rest scheme is laid in the Parliament by respective ministry/department along with their Detailed Demand of Grants(DDGs)  puts in place nearly 3000 key output and outcome indicators for around 400 Central Sector schemes/Centrally Sponsored Schemes.

Additionally, DMEO has developed an online dashboard wherein the targets are captured, and periodic progress is updated by respective ministry/department. This enables all stakeholders to monitor the performance of schemes.
