Will the Minister of HEAVY INDUSTRIES be pleased to state:
(a) whether various Public Sector Undertakings under the Ministry have allocated funds under CSR (Corporate Social Responsibility) during the last three years till date;
(b) if so, the details of the funds spent in the country particularly in the Scheduled Castes/Scheduled Tribes dominated districts along with the items under which expenditure is made and the location-wise number of beneficiaries during the said period Public Sector Undertaking-wise;
(c) whether there is any plan to take effective steps to spend CSR funds particularly in Backward and Scheduled Castes/Scheduled Tribes dominated areas in the country;
(d) if so, the details thereof and whether the Scheduled Castes/Scheduled Tribes dominated areas of the country, particularly Shahjahanpur Parliamentary Constituency in Uttar Pradesh have been included or proposed to be included in it; and
(e) if so, the details thereof? ANSWER THE MINISTER OF STATE FOR HEAVY INDUSTRIES (SHRI BHUPATHIRAJU SRINIVASA VARMA)
(a) & (b): The Central Public Sector Enterprises (CPSEs) under the Ministry of Heavy Industries (MHI) undertake Corporate Social Responsibility (CSR) activities, in accordance with the provisions of the Companies Act, 2013, the Companies (CSR Policy) Rules, 2014, and the guidelines issued by the Department of Public Enterprises. The details of CSR activities undertaken by the CPSEs under MHI, during the last 3 years are mentioned at Annexure. The respective CPSEs do not maintain separate data regarding CSR expenditure incurred specifically in Scheduled Castes/ Scheduled Tribes-dominated districts.
(c): Under the Companies Act, 2013, CSR is a Board-driven process and the Board of a company is empowered to plan, approve, execute and monitor CSR activities based on the recommendations of its CSR Committee. The CSR Committee formulates and recommends the CSR Policy of the company, which outlines the CSR activities to be undertaken in accordance with the subjects specified under Schedule VII of the Companies Act, 2013, in any part of the country, including the Backward and Scheduled Castes/Scheduled Tribes dominated areas of the country.
