Will the Minister of CORPORATE AFFAIRS be pleased to state:
(a) the total expenditure incurred on Corporate Social Responsibility (CSR) by Public Sector Undertakings and private sector entities during the last five years, particularly in Bharatpur in Rajasthan and Durg in Chhattisgarh;
(b) the major Sectors in which CSR expenditure has been incurred during the last five years;
(c) whether the CSR expenditure of sugar mills of West Champaran district of Bihar has been recorded at the CSR portal, if so, the details thereof;
(d) whether the Sidhi Parliamentary Constituency in Madhya Pradesh has many undertakings, if so, the amount of CSR spent in the said constituency at the local level by the said undertakings; and

(a): On the basis of annual filings made by companies in the MCA21 registry, District-wise CSR expenditure in Rajasthan and Chhattisgarh for the last five Financial Years i.e. FY 2020- 21 to FY 2024- 25 is attached at Annexure-I & II respectively.
(b): The Development Sector wise CSR expenditure in India from the Financial Years 2020- 21 to 2024-25 is attached at Annexure-III.

(c): All data related to CSR filed by companies in MCA 21 registry including PSU/Non-PSU wise, state-wise, district-wise, year-wise, company-wise and project-wise is available in public domain and can be accessed at www.csr.gov.in. Activities/category-wise CSR data of companies is not maintained centrally.
(d) & (e): Under the Companies Act, CSR is a Board driven process and the Board of the company is empowered to plan, decide, execute and monitor CSR activities of the company based on the recommendation of its CSR Committee. The first proviso to Section 135 (5) of the Act provides that the company shall give preference to the local area and areas around it where it operates. However, the emphasis on local area is only directory and not mandatory in nature and companies need to balance local area preference with national priorities.
The Ministry does not maintain parliamentary constituency-wise CSR data centrally. District- wise CSR expenditure in Madhya Pradesh for the last five Financial Years i.e. FY 2020-21 to FY 2024-25 is attached at Annexure-IV.
