161. Shri Balabhadra Majhi:
Will the Minister of CORPORATE AFFAIRS be pleased to state:
(a) the total Corporate Social Responsibility (CSR) expenditure incurred by Public Sector Undertakings (PSUs) and private sector companies during the last five years;
(b) the sector-wise and State/District-wise distribution of CSR expenditure during the said period;
(c) the details of CSR expenditure, projects undertaken, implementing agencies and year wise allocation in Nabarangpur Lok Sabha Constituency in Odisha during the last five years;
(d) whether the Government has taken note that aspirational districts, including Nabarangpur, receive comparatively inadequate CSR support despite their significant developmental needs, if so, the details thereof; and
(e) whether the Government proposes to introduce any policy or guidelines to encourage or prioritize CSR investments in aspirational districts, including Nabarangpur, so as to ensure more balanced and inclusive regional development and if so, the details thereof? (a) & (b): On the basis of annual filings made by companies in the MCA21 registry, District-wise and Development Sector wise CSR expenditure in the country from the Financial Years 2020-21 to 2024-25 is at Annexure-I and Annexure-II respectively.
(c) Parliamentary constituency-wise data on CSR expenditure is not maintained centrally. District wise CSR expenditure in Odisha from the Financial Years 2020-21 to 2024-25 is at Annexure-III.
(d) & (e) Under the Companies Act, 2013, CSR is a Board driven process and the Board of the company is empowered to plan, decide, execute and monitor CSR activities of the company based on the recommendation of its CSR Committee. This Committee formulates and recommends the CSR policy, which outlines the activities to be undertaken by the company in alignment with the areas or subjects specified in Schedule VII of the Act. The Government does not issue any specific direction to the companies to spend in any particular geographical area or for any particular activity.
