Will the Minister of CORPORATE AFFAIRS be pleased to state:

(a) the details of the CSR works undertaken and expenditure incurred by Public Sector Undertakings (PSUs) and private sector companies in the districts of Mahasamund, Gariaband and Dhamtari in Chhattisgarh, Meerut Lok Sabha Constituency in Uttar Pradesh, Bhilwara and ChittorgarhLok Sabha Constituency in Rajasthan, tribal dominated areas especially in Palghar in Maharashtra, ShahdolLok Sabha Constituency and Singrauli district of SidhiLok Sabha Constituency in Madhya Pradesh during the last five years, district-wise and sector -wise along with the major development sectors/areas in which CSR expenditure has been incurred during the last five years, year, State and district-wise;

(b) whether any changes have been made by the Government in the CSR policy to streamline the expenditure and improve its effectiveness, if so, the details thereof along with the reasons therefor;

(c) whether it is a fact that CSR funds in various institutions are being misutilized by officials and their families for recreation, if so, the steps being taken by the Government to check such irregularities; and

(d) the number of PSUs and private sector entities that have allocated CSR funds for development works during the last five years, along with the head-wise details of the amounts allocated? ANSWER THE MINISTER OF FINANCE AND CORPORATE AFFAIRS (SHRIMATI NIRMALA SITHARAMAN)

(a) to (d): A Statement is laid on the Table of the House. *******STATEMENT REFERRED TO IN REPLY TO PART (a) TO (d) OF LOK SABHA STARRED QUESTION NO. 3 (3rd POSITION) FOR 20th JULY, 2026 ASKED BY SHRI DAMODAR AGRAWAL AND SHRI CHANDRA PRAKASH JOSHI, HON’BLE MEMBERS OF PARLIAMENT REGARDING EXPENDITURE ON CSR.

(a): All data related to Corporate Social Responsibility (CSR) filed by companies in MCA21 registry including state-wise, district-wise, development sector-wise, company-wise, project wise and year-wise is available in public domain and can be accessed at www.csr.gov.in. On the basis of annual filings made by companies in the MCA21 registry, District-wise CSR expenditure and Development Sector-wise CSR expenditure for the last five financial years i.e. FY 2021-22 to FY 2024-25 in Chhattisgarh, Uttar Pradesh, Rajasthan, Maharashtra and Madhya Pradesh is attached at Annexure-I to Annexure-X respectively. Parliamentary constituency- wise data on CSR expenditure is not maintained centrally.

(b): The CSR framework is disclosure based and CSR mandated companies are required to file details of CSR activities annually in the MCA21 registry.Under the Companies Act, CSR is a Board driven process and the Board of the company is empowered to plan, decide, execute and monitor CSR activities of the company based on the recommendation of its CSR Committee. The Ministry has recently published Gazette notifications dated 27.05.2026 widening the ambit of Schedule VII by introduction of new item no. (xiii) i.e. “Subscription to zero coupon zero principal instruments on Social Stock Exchange." This amendment is aimed at providing significant ease of compliance to the companies and will also help Not for Profit Organisations to raise funding for public welfare projects in a transparent and regulated manner.

(c): The Board has to ensure that the approved amount has been spent on the assigned activity(ies). Whenever violation of CSR provisions is reported, action against such non-compliant Companies is initiated as per provisions of the Act after due examination of records and following due process of law. In the last three years i.e. 2022-23, 2023-24 and 2024-25, total 30 companies have been penalised and penalty amount of Rs.19.94 crore has been imposed.
