Will the MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to

state:

(a) the details of marine and inland fish exports from the country during the last three years, product- wise and country-wise;

(b) the measures taken by the Government to improve quality standards, traceability, certification and global competitiveness of fisheries exports;

(c) whether any special initiatives have been taken by the Government to promote value added fisheries products, if so, the details thereof including shrimp and other aquaculture products, in leading fisheries-producing States such as Andhra Pradesh;

(d) the infrastructure and financial assistance provided for processing, cold chain, testing, certification and export-oriented fisheries infrastructure in Andhra Pradesh during the last three years; and

(e) whether the Government has any proposals for any additional measures to strengthen seafood exports from Andhra Pradesh by expanding value addition, diversification of export markets and support for exporters under the Marine Products Export Development Authority (MPEDA) and the Pradhan Mantri Matsya Sampada Yojana (PMMSY), if so, the details thereof? (a) to (e). As reported by the Marine Products Export Development Authority (MPEDA), India exported 19.72 lakh metric tonnes of seafood valued at ₹73,891 crore during FY 2025‑26. The product-wise and country-wise export details of seafood products, including marine and inland fish exports, for the last three years are provided in Annexure-I and Annexure-II, respectively.The Export Inspection Council (EIC), under the Department of Commerce, is the Competent Authority for quality control and inspection of notified export products, including marine products.

To ensure compliance with importing countries' requirements, EIC conducts periodic training on Food Safety Management System (FSMS) requirements and mandates testing of farmed shrimp for prohibited antibiotics during export certification. MPEDA supports these efforts through pre-harvest testing, the SHAPHARI certification programme and, together with the Coastal Aquaculture Authority (CAA) and EIC, implementation of the National Residue Control Plan (NRCP) to strengthen residue monitoring, traceability and adherence to international standards.

The Department of Fisheries supports quality enhancement and export competitiveness through PMMSY by promoting branding, standards and certification, capacity building, post-harvest infrastructure, cold-chain facilities and modernization of fishing harbours and fish landing centres.

The Department has also released the National Framework on Traceability in Fisheries and Aquaculture, 2025, and is facilitating implementation of the Nabhmitra mobile application to strengthen digital traceability, transparency and record-keeping in the marine fisheries sector.

To enhance the global competitiveness of Indian seafood exports, the Government has undertaken various policy reforms and ease of doing business measures, including rationalisation of customs duties on key aquaculture inputs, enhancement of the duty-free import limit of specified seafood processing inputs from 1% to 3% of the previous year's FOB (Free on Board) export value, streamlining of import procedures, reduction of GST on ready-to-eat seafood products, and

notification of the Sustainable Harnessing of Fisheries in the Exclusive Economic Zone (EEZ) Rules,

2025. The Department is also promoting the fitment of Turtle Excluder Devices (TEDs) in trawl nets and supporting the Marine Mammal Project to promote sustainable fisheries. As reported by the Government of Andhra Pradesh, the State has also undertaken measures such as implementation of the APSADA Act, 2020; promotion of Best Management Practices (BMPs) and biosecurity;

strengthening of NABL‑accredited testing facilities at the State Institute of Fisheries Technology

(SIFT), Kakinada; and coordination closely with MPEDA, EIC and ICAR institutes to enhance traceability, certification, and food‑safety standards.

Under the flagship schemes, namely the Pradhan Mantri Matsya Sampada Yojana (PMMSY), Fisheries and Aquaculture Infrastructure Development Fund (FIDF) and Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PMMKSSY), the Department of Fisheries is promoting processed, branded and value-added seafood products to reduce dependence on raw seafood exports. India's share of value-added seafood products in total seafood exports has increased from 2.5% to 11% over the past decade, reaching ₹7,133 crore. The Department has accorded approvals amounting to ₹2,797 crore under PMMSY and FIDF for development of cold-chain, marketing and seafood processing infrastructure across the country, while MPEDA has provided financial assistance of ₹118.10 crore to 89 seafood processing units under its Technology Development for Specific Value-Added Marine Products (TDSVMP) Scheme. The Department, in collaboration with MPEDA, the Department of Commerce, the Ministry of Food Processing Industries (MoFPI) and other stakeholders, has also organised Seafood Exporter Meets, stakeholder consultations, Chintan Shivirs, Round Table Conferences and the National Workshop on Seafood Exports at Visakhapatnam to promote value addition, market diversification, quality compliance, traceability and export competitiveness. Further, during 2020-21 to 2025-26, projects amounting to ₹2,333.61 crore, including a Central share of ₹683.93 crore, have been approved under PMMSY for Andhra Pradesh for development of cold-chain, value-addition, fish markets, transport, fishing harbours, fish landing centres, Integrated Aqua Park and other export-oriented fisheries infrastructure. At present, there is no proposal under consideration for introducing any additional Central measures specifically for Andhra Pradesh under MPEDA or PMMSY. However, eligible stakeholders in the State continue to receive assistance under the existing schemes and programmes in accordance with the applicable guidelines.
