Will the Minister of JAL SHAKTI be pleased to state:
(a) the steps taken to promote Greywater Management under Swachh Bharat Mission –Gramin (SBM-G) in Andhra Pradesh;
(b) the funds allocated, released and utilised, year and State/UT-wise, especially in Andhra Pradesh;
(c) the details of villages covered with Greywater Management arrangements in Andhra Pradesh, district-wise, especially in Konaseema district;
(d) the details of Greywater Management assets created including soak pits, leach pits, magic pits, kitchen gardens, WSPs, DEWATS, Constructed Wetlands and other systems in Andhra Pradesh, district-wise, especially in Konaseema district;
(e) the number of villages yet to be covered under Greywater Management arrangements and the timeline prescribed for their coverage in Andhra Pradesh, district-wise, especially in Konaseema district;
(f) the details of functional and non-functional Greywater Management assets in Andhra Pradesh, district-wise, especially in Konaseema district; and
(g) the steps taken/proposed to be taken to strengthen Greywater Management and achieve universal coverage under SBM-G in Andhra Pradesh, particularly in Konaseema district? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI V. SOMANNA)
(a) Sanitation is a State subject. Swachh Bharat Mission (Grameen) [SBM(G)] Phase-II is a Centrally Sponsored Scheme, implemented by the States and Union Territories (UTs) within their respective jurisdictions. Department of Drinking Water and Sanitation, Ministry of Jal Shakti, Government of India has been providing financial and technical support to the States/UTs, including Andhra Pradesh, under various components of the program, including Grey Water Management. In each Financial Year, funds are allocated to States/UTs based on their approved Annual Implementation Plan (AIP), past performance and budget availability.
Page 1 of 10Funds are not released component-wise/project-wise to States/UTs. States/UTs can plan for providing sanitation and Solid and Liquid Waste Management (SLWM) facilities under the program as per demand, local preferences, etc as per their AIP.
Under SBM(G) Phase-II, various interventions for GWM can be undertaken, such as constructions of soak-pit, leach-pit, magic-pit or kitchen garden at household level, Waste Stabilization Ponds/Constructed Wetland/Decentralized Wastewater Treatment System
(DEWATS) and Phytorid Technology at community/village level.
As per the Operational Guidelines of SBM(G)-Phase-II, financial assistance is provided to the States/UTs for Greywater Management as follows: • Villages with up to 5,000 population: Up to ₹280 per capita • Villages with more than 5,000 population: Up to ₹660 per capita Out of the eligible amount for village-level Solid and Liquid Waste Management (SLWM) activities (which includes greywater management assets):
• 70% is provided under SBM-G (shared between Central and State Government per
program guidelines: 60:40 for most States; 90:10 for NE/Hilly States, 100% for UTs without a legislature). • 30% must be contributed by Gram Panchayats (GPs) from their 15th Finance Commission (FC) Tied Grants earmarked for water and sanitation.
(b) The details of Central share allocated, released and utilized, year-wise and State/UT-wise, including in Andhra Pradesh, under Swachh Bharat Mission (Grameen) [SBM(G)] Phase-II from FY 2020-21 to FY 2025-26 are placed at Annexure-I.
(c) to (e) As per data reported by State of Andhra Pradesh on Integrated Management Information System (IMIS) of SBM(G), out of total 15,995 villages, 15,902 villages are reported to be covered with Liquid Waste Management (LWM) arrangements and 93 villages are reported to be remaining for the coverage (as on 22.07.2026).

Page 2 of 10(f) As per data reported by the State Government of Andhra Pradesh on SBM(G) IMIS, District-wise, including Dr. B. R. Ambedkar Konaseema, functionality status of Greywater Management assets as on 22.07.2026 is placed at Annexure-II.
(g) Sanitation is a State subject. Department of Drinking Water and Sanitation, Ministry of Jal Shakti, Government of India has been providing financial and technical support to the States/UTs to supplement their efforts to improve overall sanitation in the rural areas. In each Financial Year, funds are allocated to States/UTs based on their approved Annual Implementation Plan (AIP), past performance and budget availability. Funds are not released component-wise/project-wise to States/ UTs. States/UTs can plan for providing sanitation and Solid and Liquid Waste Management (SLWM) facilities under the program as per demand, local preferences, etc. Apart from budgetary support from DDWS and the corresponding State share, the remaining funds are to be dovetailed by States/UTs from the Finance Commission grants to Rural Local Bodies and MGNREGS/VB-G RAM G. States/UTs can also converge funds from other Central/State schemes, as applicable, CSR funds, MPLADS/MLALADS and revenue generation though business models, etc. All States/UTs, including Andhra Pradesh, have been advised to work for achievement of ODF Plus (Model) status in their villages.
Progress under the programme is being monitored by DDWS based on data reported by the State/UTs on SBM(G) IMIS. Periodic review meetings are held by the Department with State/UT Governments, including Government of Andhra Pradesh, to review progress under programme components, including status of coverage of GWM assets, across their villages and districts.
