Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate:
(a) the present status of the health infrastructure projects sanctioned under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) andotherCentral Government healthschemesinUttar Pradesh, particularlyinBareillydistrict;
(b) the detailsof the progress made andthe expenditure incurredso far underthe said projects;
(c) whether any additional proposal is under consideration by the Government for the further strengtheningof thetertiaryhealthcareservices andmedicalinfrastructure inBareillydivision; and
(d) if so, the detailsthereof? ANSWER THE MINISTER OFSTATE INTHE MINISTRYOFHEALTH AND FAMILYWELFARE (SHRIPRATAPRAO JADHAV)
(a) to (d): Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), a Centrally Sponsored Scheme (CSS) with certain Central Sector (CS) components, has been implementedtostrengthen India'spublic healthsystem through reforms thatintegrate healthservice delivery, public health action and health research, thereby enhancing the capacity of public health systems toeffectively respond topandemicsandotherpublic health emergencies.
Under the CSS component of the scheme, administrative approvals have been accorded to Uttar Pradesh for construction/strengthening and establishment of 1670 Building-less Sub Health CentreโAyushman Arogya Mandirs (SHC-AAMs), 674 Urban Ayushman Arogya Mandirs (U- AAMs), 515 Block Public Health Units (BPHUs), 75 Integrated Public Health Laboratories
(IPHLs) and74CriticalCare Blocks(CCBs).
As per the information provided by the Government of Uttar Pradesh, in Bareilly district, one Integrated Public Health Laboratory (IPHL) and ten Block Public Health Units (BPHUs) and15 Sub-Health Centre- Ayushman Arogya Mandirs (SHC- AAMs) have been approved under PM- ABHIM.
Under PM-ABHIM, funds are released to States/Union Territories on a lump-sum basis based on approved activities, enabling them to utilize the funds as per their assessed needs and priorities. The Ministry of Health and Family Welfare provides technical and financial support to the States/UTs including Uttar Pradesh to strengthen the public healthcare system in rural areas based on the proposals received in the form of Programme Implementation Plans (PIPs) under National Health Mission. Government of India provides approval for the proposal in the form of Record of Proceedings (RoPs) as per norms & available resources. www.nhm.gov.in/index4.php?lang=1&level=0&linkid=49&lid=62 The Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) aims at correcting regional imbalances in the availability of affordable tertiary healthcare services and toaugment facilities for quality medical education in the country. Under the Scheme, approvals has been accorded to Uttar Pradesh for Establishment of 2 newAll India Institute of Medical Sciences (AIIMS) at Raebareli& Gorakhpur and upgradation of four Government Medical Colleges/ Institutions (GMCIs) viz.
SGPGIMS, Lucknow; Trauma Centre (TC) in Institute of Medical Sciences (IMS), BHU, Varanasi;
Jawaharlal Nehru Medical College of Aligarh Muslim University (AMU), Aligarh; Govt. Medical College, Jhansi; BRD Medical College, Gorakhpur; MLN Medical College, Allahabad; LLRM Medical College, Meerut; Government Medical College, Agra; Government Medical College, Kanpur; SSB at Institute of Medical Sciences (IMS), BHU, Varanasi; and RIO, IMS, BHU,Varanasi.
Under Centrally Sponsored Scheme (CSS) for โEstablishment of new medical colleges attached with existing district/referral hospitalsโ with preference to underserved areas and aspirational districts, where there isno existing Government or private medicalcollege. 27medical colleges were approved in Uttar Pradesh State at Districts Basti; Faizabad; Firozabad;
Shahjahanpur; Bahraich; Etah; Hardoi; Pratapgarh; Fatehpur; Siddharthnagar (Domariyaganj);
Deoria; Ghazipur; Mirzapur; Bijnaur; Kushinagar; Sultanpur; Gonda; Lalitpur; LakhimpurKheri;
Chandauli;Bulandshahar; Sonbhadra; Pilibhit;Auraiya; Kanpur Dehat; Kaushambi andAmethi. ****
