Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) whether the Government has reviewed the implementation of Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0 and if so, the details thereof along with the projects sanctioned, completed and under implementation including the corrective measures suggested thereunder, State/UT and city-wise including Nabarangpur Lok Sabha Constituency of Odisha and Jalgaon Lok Sabha Constituency of Maharashtra;

(b) the progress made in developing urban water supply, sewerage, septage management infrastructure, storm water drainage, conservation of water bodies and development of green urban spaces under AMRUT 2.0, State/UT and city-wise including above Constituencies;

(c) the details of the funds allocated, released and utilised during the last three years and the current year for the said purpose under AMRUT 2.0, State/UT and city-wise including above Constituencies;

(d) whether any measures have been taken to improve implementation in comparatively slow performing States and Urban Local Bodies

(ULBs) and if so, the details thereof, State/UT and city-wise including above Constituencies;

(e) the outcomes achieved in improving access to urban water supply and sanitation services including the benefits accrued to the residents under AMRUT 2.0, State/UT and city-wise including above Constituencies;

(f) whether the Government proposes to sanction additional AMRUT

2.0 projects for strengthening urban water supply and sewerage infrastructure in the country, State/UT and city-wise including above Constituencies;

(g) the number of urban households expected to benefit from these projects and the extent of improvement targeted in piped water supply coverage, sewerage connectivity and wastewater treatment capacity; and

(h) the timeline fixed and the steps taken by the Government to ensure timely completion of these projects and strengthen sustainable urban water management including recycling and reuse of treated wastewater in Tamil Nadu? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU)

(a) and (b): Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT 2.0) was launched on 01 October 2021 in all Urban Local Bodies (ULBs)/ cities, enabling the cities to become 'self-reliant' and 'water secure'. Providing universal coverage of sewerage and septage …3/--3- management in 500 AMRUT cities is one of the major focus areas of AMRUT 2.0. Rejuvenation of water bodies, development of green spaces and parks are other components of the Mission.

Under AMRUT 2.0, States/ Union Territories (UTs) are empowered to select, appraise, prioritise and implement the projects within the broad framework of Mission guidelines. Under AMRUT 2.0, the State Water Action Plans (SWAPs) comprising of 8,777 projects with total cost of ₹1,97,191.85 crore (including operation and maintenance cost) including Central share of ₹66,638.59 crore have been approved. The project includes 3572 water supply projects with approved cost of ₹1,18,968.38 crore, 605 sewerage and septage management projects with approved cost of ₹71,133.01 crore, 2951 water body rejuvenation projects with approved cost of ₹ 6003.34 crore and 1649 park projects with approved cost of ₹1087.12 crore.

As reported by the States/ UTs on AMRUT 2.0 portal as on 09.07.2026, 7,687 projects worth ₹1,37,130.13 crore (capex cost) have been awarded and total works worth ₹66,472 crore have been physically completed. The status of projects, State/UT and city/ULB-wise including ULBs under Nabarangpur Lok Sabha Constituency of Odisha and Jalgaon Lok Sabha Constituency of Maharashtra are available on

the website https://amrut.mohua.gov.in/approvedProjects/state.

The progress of the Mission is reviewed at various levels in the Ministry with the States/ UTs through physical meetings/ video conferences, etc. For assessment and monitoring of work done under AMRUT 2.0 in the States/UTs, Independent Review and Monitoring Agencies (IRMAs) have been engaged by the MoHUA, which periodically review and monitor the grounded projects in the States/UTs. The IRMAs give project specific observations, which are communicated to the State for rectification. The action taken by the State is further reviewed by the IRMA.

(c): Under AMRUT 2.0, funds are released to the States/ UTs and not city-wise. States/UTs further release funds to the ULBs/ Implementing Agencies as per progress of the projects. Central share of ₹17834.22 crore has been released/ Sanctioned to the States/ UTs for the projects under AMRUT 2.0 in the last three financial years (2023-24 to 2025-26) and current year (2026-27) till 09.07.2026 of which an amount of ₹14,497.69 crore has been utilised/ expenditure incurred by the States/ UTs. State/UT-wise details are given in Annexure.

(d): The progress of the Mission in the States/ UTs including slow performing States/ UTs and ULBs is reviewed in the Ministry periodically. The Ministry also conducts capacity building programmes for ULB officials/ contractors, etc from time to time. The Mission guidelines also provide for engagement of Project Development and Management Consultant (PDMC) by the States for planning, design, supervision and management of projects. Expenditure on PDMC is fully funded by the Centre within the overall allocation of the State under Administrative and Other Expenditure (A&OE) component.

(e): As updated by the States/ UTs on AMRUT 2.0 portal as on

09.07.2026, around 70.62 lakh household water tap connections and

13.22 lakh household sewer connections have been provided in urban areas across the country under AMRUT 2.0. The State/UT-wise and ULB/ City-wise water tap connections and sewer connections are

available on the website https://amrut.mohua.gov.in.

(f): Under AMRUT 2.0, States/ UTs are empowered to select, appraise, prioritise and implement the projects within broad framework of Mission guidelines. The approved projects, State/UT and city/ULB-wise including ULBs under Nabarangpur Lok Sabha Constituency of Odisha and Jalgaon Lok Sabha Constituency of Maharashtra are available on

the website https://amrut.mohua.gov.in/approvedProjects/state.

(g): As updated by the States/ UTs on the AMRUT 2.0 portal, the approved water supply projects under AMRUT 2.0 includes development of a total of 11,769.08 MLD water treatment plant capacity, 1.61 lakh km of water network and around 181 lakh new household water tap connections. The sewerage and septage management projects include development of a total of 7098.27 MLD of Sewerage Treatment Plant capacity, 40,021.24 km of sewer network and around 69.41 lakh new household sewer connections. The projects under AMRUT 2.0 are infrastructure projects which benefit all the people living in the area.

(h): The Mission guidelines has provision of the State High Powered Steering Committee (SHPSC) headed by the Chief Secretary of the State to monitor and supervise implementation of the scheme at the State/ UT level for their timely completion. Further, an Apex Committee constituted under the Mission, reviews and monitor the Mission periodically. Also, the progress is periodically reviewed and monitored through regular video conferences/ webinars/ workshops/ site-visits etc. by Ministry of Housing and Urban Affairs (MoHUA) with the States/ UTs. There is a dedicated AMRUT online portal for tracking the progress and project-wise outcomes provided by the States/ UTs.

…5/--5- AMRUT 2.0 promotes circular economy of water through development of city water balance plan for each city focusing on sustainable water management which includes recycle/ reuse of treated used water. The approved projects under AMRUT 2.0 include development of 7098.27 MLD sewerage treatment capacity (new/augmentation) of which 1,900 MLD sewage treatment capacity is for recycle/reuse.

The State of Tamil Nadu has taken up 29 sewerage / septage management projects under AMRUT 2.0 covering development of 81.51 MLD of sewerage treatment capacity of which 32.65 MLD of used water is for reuse.
