Parliament Question: Implementation of AMRUT in Karnataka

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 2060 TO BE ANSWERED ON JULY 30, 2026 IMPLEMENTATION OF AMRUT IN KARNATAKA NO. 2060 SHRI GOVIND MAKTHAPPA KARJOL:

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) the details of water supply, sewerage, storm-water drainage, parks and urban infrastructure projects sanctioned and developed under the Atal Mission for Rejuvenation and Urban Transformation

(AMRUT) in Karnataka during each of the last five years, district- wise, including Chitradurga Lok Sabha Constituency;

(b) the details of funds sanctioned, released, utilised and expenditure incurred under the said mission in Karnataka including Chitradurga Lok Sabha Constituency, project-wise;

(c) the present status of each project indicating the number of projects completed, under implementation and pending along with the reasons for delay, if any; and

(d) the steps taken by the Government to expedite the completion of pending projects, ensure timely release of funds and improve urban infrastructure under the said mission in Karnataka, particularly in Chitradurga Lok Sabha Constituency? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU)

(a) to (d): Atal Mission for Rejuvenation and Urban Transformation

(AMRUT) launched in the year 2015 in selected 500 cities and towns (now 485 cities including 15 merged cities) across the country was focused on development of basic infrastructure in the sectors of water supply, sewerage and septage management, storm water drainage, green spaces and parks, etc. Under the Mission the States/ Union Territories were empowered to select, appraise, prioritise and implement the projects as per broad framework of Mission guidelines.

…2/--2- Under AMRUT, as updated by the State of Karnataka on AMRUT portal, the State has grounded 404 projects worth ₹5112.54 crore of which works worth ₹5061.97 crore have been physically completed. The approved projects include 44 water supply projects worth ₹2213.09 crore, 55 sewerage and septage management projects worth ₹2499.92 crore, 83 storm water drainage projects worth ₹238.06 crore and 181 parks and green space projects worth ₹112.91 crore. The status of the projects in the State, City-wise including Chitradurga are available on the website amrut.mohua.gov.in/approvedProjectsAmrut/ulb/OXhRK3hRdEZJSC9hd mxYZXVTM0ZFdz09. All the 15 projects taken up by the State under AMRUT in Chitradurga city have been completed.

Funds under AMRUT were released to the States and not city-wise or project-wise. Under AMRUT, total Central assistance of ₹2258.85 crore has been released to the State for the projects including those in Chitradurga, against which the State has submitted utilisation of ₹2238.78 crore.

The Mission guidelines has provision of the State High Powered Steering Committee (SHPSC) headed by the Chief Secretary of the State to monitor and supervise implementation of the scheme at the State/ UT level. Further, an Apex Committee constituted under the Mission, reviews and monitor the Mission periodically. Also, the progress is periodically reviewed and monitored through regular video conferences/ webinars/ workshops/ site-visits etc. by Ministry of Housing and Urban Affairs (MoHUA) with the States/ UTs. There is a dedicated AMRUT online portal for tracking the progress and project-wise outcomes provided by the States/ UTs.

The State has informed that periodic review meetings are conducted by the State Government along with Urban Local Bodies (ULBs), and implementing agencies to track project progress, identify bottlenecks, and timely completion. Further, regular trainings and capacity building is carried out for implementing agencies and ULB Officials. Contractors and implementing agencies have been directed to deploy additional manpower, machinery, and technical resources to expedite delayed works.
