Parliament Question: Implementation of PMAY-U

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 2022 TO BE ANSWERED ON JULY 30, 2026 IMPLEMENTATION OF PMAY-U NO. 2022 SHRI RADHAKRISHNA:

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) the number of houses completed under Pradhan Mantri Awas Yojana - Urban (PMAY-U) during each of the last five years along with the details of funds allocated, sanctioned, released and utilised, city-wise;

(b) the number of such houses that have remained unoccupied or locked for more than one year after completion, city-wise;

(c) the reasons cited by beneficiaries or Urban Local Bodies for non- occupation of such houses where surveyed and if so, the details thereof; and

(d) the steps taken by the Government to ensure that completed houses are actually occupied by the intended beneficiaries? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU)

(a) to (d): Ministry of Housing and Urban Affairs (MoHUA) has been implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) since

25.06.2015 to provide all weather pucca houses with basic civic amenities to eligible urban beneficiaries across the country.

The scheme has four verticals namely, Beneficiary-led individual house construction/enhancements (BLC), Affordable Housing in Partnership

(AHP), “In-Situ” Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS). ...2/--2- Based on the learnings from the experiences of implementation of PMAY- U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to support 1 crore additional eligible beneficiaries. The scheme is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership

(AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS).

Based on the project proposals submitted by the States/UTs (Union Territories), a total of 127.68 lakh houses under PMAY-U and PMAY-U 2.0 have been sanctioned by the Ministry. Out of which, 121.03 lakh houses have been grounded and 99.07 lakh are completed/delivered to the beneficiaries across the country as on 13.07.2026. City-wise and year-wise details of houses completed during each of the last five years alongwith Central assistance sanctioned, released, utilized and the total number of houses completed since inception under PMAY-U is at the link: https://pmay- urban.gov.in/PHQ/LSUQ-2022.pdf Under the scheme, houses under BLC vertical are being constructed by the beneficiary themselves. Occupancy of AHP/ISSR houses is an important concern raised with States/UTs during review meetings. The completion of AHP/ISSR houses and their occupancy is a continuous phenomenon. The reasons of unoccupancy vary from project to project and state to state. The principal reasons for non-occupancy, as reported by States/UTs, include incomplete basic infrastructure; reluctance of beneficiaries to relocate away from existing livelihood opportunities and social networks; financial constraints in meeting the beneficiary contribution and delays in documentation and allotment by the implementing agencies. As per the scheme guidelines, it is responsibility of States/UTs to provide on-site infrastructure such as internal roads, …3/--3- water supply, sewerage/septage, drainage and external electrification from their own resources or through convergence with other schemes.

States/UTs are being continuously advised/motivated to expedite allotment, provision of infrastructure and ensure occupancy whenever necessary by taking proactive steps. The Ministry conducts regular review meetings with the States/UTs to monitor progress of implementation of the scheme and expedite completion & occupancy of sanctioned houses within the stipulated timeline.
