Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to

state:

(a) the details of total funds allocated and expenditure incurred under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) and the National Animal Disease Control Programme

(NADCP) in Odisha during the last three financial years (2023-24 to 2025-26), district-wise including Kandhamal, Boudh, Ganjam and Nayagarh districts;

(b) the achievements made by the Government in these districts, including increase in fish production, establishment of Bio-floc units, artificial insemination coverage and other measures taken by the Government to improve the livelihoods of fishers, dairy and livestock farmers; and

(c) the steps taken by the Government under the Fisheries and Aquaculture Infrastructure Development Fund (FIDF) to strengthen cold chain facilities, fodder banks, fishery infrastructure and veterinary services, particularly in the tribal and interior areas of these districts? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH)

(a) The Department of Fisheries (DoF), Ministry of Fisheries, Animal Husbandry and Dairying (MoFAH&D), Government of India, has been implementing the Pradhan Mantri Matsya Sampada Yojana (PMMSY) across all States and Union Territories, including Odisha, since 2020–21. During this period, the Department has approved fisheries development proposals submitted by the Government of Odisha amounting to ₹1,301.18 crore, including a Central share of ₹484.64 crore, covering a broad range of interventions across the State, including in Kandhamal, Boudh, Ganjam, and Nayagarh districts to strengthen the fisheries and aquaculture value chain. Under PMMSY, during the last three years, the Government of India has released ₹161.03 crore to the Government of Odisha for implementation of the approved activities. The district‑wise details of funds released, as reported by the Government of Odisha, are furnished at Annexure‑I.The Department of Animal Husbandry and Dairying, Government of India, is implementing the National Animal Disease Control Programme (NADCP) with the objective of improving animal health, enhancing livestock productivity, reducing economic losses, and increasing farmers’ income. The programme emphasises universal livestock identification and creation of a digital livestock database to strengthen disease surveillance and facilitate efficient implementation of animal health interventions. Under NADCP, an amount of ₹12.78 crore has been allocated to the State of Odisha for the last three financial years (2023–24 to 2025–26).

(b) Under PMMSY and other initiatives, the Department of Fisheries, Government of India, is extending financial support to all States and Union Territories, including Odisha, for enhancing fish production through a range of interventions including establishment of cage and pen culture units, biofloc systems, Recirculatory Aquaculture Systems (RAS), new ponds, hatcheries, brood banks, and stocking of fingerlings in reservoirs and wetlands. As reported by the Government of Odisha, 15 biofloc units have been set up in Kandhamal, Boudh, Ganjam, and Nayagarh districts. The district‑wise increase in fish production in these districts over the last three years, as reported by the State Government, is furnished at Annexure‑II.

The Department of Animal Husbandry and Dairying, Government of India, under the Rashtriya Gokul Mission (RGM), is implementing the Artificial Insemination (AI) Programme across all States and Union Territories, including Odisha, to accelerate genetic improvement of bovine livestock and enhance milk productivity. The year-wise number of animals inseminated under the AI Programme in Kandhamal, Boudh, Ganjam, and Nayagarh districts during 2023–24 to 2025–26, as reported by the Government of Odisha, is furnished at Annexure-III.

(c) Under the Fisheries and Aquaculture Infrastructure Development Fund (FIDF), the Department of Fisheries, MoFAH&D, has sanctioned 13 projects in Odisha with a total investment of ₹784.32 crore, including interest subvention support of ₹286.39 crore. Of these, 11 projects amounting to ₹740.92 crore have been approved for the Government of Odisha, while 2 projects with an outlay of ₹43.40 crore have been sanctioned for private entrepreneurs in the State The approved projects strengthen diverse areas of fisheries infrastructure across the State.
