Will the Minister of PLANNING be pleased to state:

(a) the number of Central and State Government Industrial Training Institutes (ITIs) in the country, State-wise;

(b) whether NITI Aayog is working on a new framework for skilling and if so, the details thereof;

(c) whether there is any proposal to handover all ITIs to industry chambers or companies and if so, the details and the reasons therefor;

(d) whether it is true that the NITI Aayog is planning restructuring skilling framework and if so, the details thereof; and

(e) whether it is a significant shift from the current framework under which Government runs all ITIs and if so, the reasons for such a move? (a) The Directorate General of Training (DGT), under the aegis of Ministry of Skill Development and Entrepreneurship (MSDE) implements the Craftsmen Training Scheme (CTS) through a country wide network of Industrial Training Institutes (ITIs) for the youth of the country. At present, there are 14,615 ITIs established across the country, out of which, 3,316 are Government ITIs and 11,299 are Private ITIs, State-

wise list is given in the table below:

(b), (d) & (e) NITI Aayog, as the apex public policy think tank of the Government of India, develops long-term policy frameworks and offers strategic and technical guidance to both central and state governments, including in the area of skill development. In January 2023, it published a report titled "Transforming Industrial Training Institutes (ITI)". This report provides recommendations to transform ITIs through a seven-pronged approach pertaining to changes in governance and administration, infrastructure, curriculum, financing, reporting and redressal, partnerships and student support services.

(c) In May 2025, the Cabinet has approved a National Scheme for Upgradation of Industrial Training Institutes (ITIs) and setting up of five National Centres of Excellence (NCoEs) to enhance the overall quality and relevance of vocational training in the country.

The key objectives of the scheme are: i. To improve the quality of training delivery in ITIs; ii. To modernize infrastructure and equipment as per industry standards; iii. To introduce industry-aligned long- and short-term courses, especially in new and emerging sectors;

iv. To strengthen industry linkage for demand-driven skilling and better employment outcomes; and v. To enhance the capacity of National Skill Training Institutes (NSTIs) for training of trainers and leadership in vocational education.

Under the scheme, implementation will be through Special Purpose Vehicles (SPVs) formed in partnership with Anchor Industry Partners (AIPs) to ensure relevance and outcome-based delivery. ***** Page 3 of 3
