Will the Minister of EDUCATION be pleased to state:

(a) whether the schools in rural areas of Union Territory of Dadra and Nagar Haveli and the States of Maharashtra and Madhya Pradesh lack adequate infrastructure like classrooms, toilets and drinking water facilities;

(b) if so, the details of the various schemes being run by the Government to improve the infrastructure of schools in the above States/UTs;

(c) the details of the infrastructure developed in the above States/UTs during the last five years, district-wise; and

(d) the details of the funds allocated and spent for the said purpose during the last five years, year-wise? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY)

(a) to (d): Education is in the concurrent list of the Constitution and most of the schools are under the administrative jurisdiction of concerned States &UTs. Under the Centrally Sponsored scheme Samagra Shiksha, States and UTs are supported for strengthening of existing government schools including in rural areas and for creation and augmentation of infrastructure facilities like Additional Classrooms, Toilets for Boys/Girls/CWSN, Drinking Water based on the gaps determined from Unified District Information System for Education (UDISE) database and proposals received from respective State/UT. These plans are then appraised and approved by the Project Approval Board (PAB) in the Department in consultation with the States and Union Territories as per the programmatic and financial norms of the scheme, physical and financial progress of works sanctioned earlier and availability of budgetary resources.Based on the approved Annual Work Plan & Budget(AWP&B), the Central Share under Samagra Shiksha is released to the respective State/UT in lumpsum and not for constituencies or districts separately. The States/UTs then allocate and utilize these funds in line with their priorities, transferring them further to Districts, Blocks and Schools as applicable, in accordance with the approved AWP&B.

The Government is taking targeted and saturation approach in providing infrastructure facilities to every school across the Country. During the last five years, amount of Rs. 1083.38 Crores & Rs. 916.88 crore to Madhya Pradesh, Rs. 504.31 Crore & Rs. 542.53 crore to Maharashtra and Rs. 27.70 Crore & Rs. 16.70 crore to UT of Dadra & Nagar Haveli and Daman & Diu were approved & released respectively for school infrastructure. The details of basic infrastructure facilities in rural areas of Union Territory of Dadra & Nagar Haveli and Daman & Diu and the States of Maharashtra and Madhya Pradesh, details of year-wise approval of infrastructure components to rural areas of the aforesaid States/UT under Samagra Shiksha from FY 2020-21 to FY 2024-25, and Central share approved amount and release amount for the last five years under Samagra Shiksha is attached at Annexure-I.
