Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased

to state:

(a) the quantity of coarse grains (Shree Anna) procured by the Government at the Minimum Support Price (MSP) during the last five years and the quantity distributed through the Targeted Public Distribution System (TPDS) and other welfare schemes, year-wise;

(b) whether the Government has taken any special steps to enhance the procurement and distribution of Shree Anna (coarse grains) through the Public Distribution System (PDS) and if so, the details thereof;

(c) whether the Government has encouraged the States to include Shree Anna (coarse grains) in the Public Distribution System (PDS);

(d) if so, the details of procurement and distribution of Shree Anna in the State of Madhya Pradesh, district-wise; and

(e) whether millets such as bajra, jowar, ragi, ko(io, kutki and other small-grained millets are also being procured and distributed under the Public Distribution System (PDS) with a view to promoting their production and if so, the details thereoF ANSWER MINISTER OF STATE FOR MINISTRY OF CONSUMER AFFAIRS, FOOD & PUBLIC DISTRIBUTION (SHRIMATI NIMUBEN JAYANTIBHAI BAMBHANIYA)

(a): State-wise, year-wise coarse grains (Shree Anna) procured by the Government at the Minimum Support Price (MSP) during the last five years is at Annexure I.

State-wise quantity of coarse grains distributed through the Targeted Public Distribution System

(TPDS) and Other Welfare Schemes(OWS) during last five years is at Annexure II.

(b) & (c): Government of India has taken following steps to increase Vlillets procurement and distribution :1. Distribution period/Shelf life of millets has been increased from earlier 3 months to 6-10 months.

11. Provision has been made for inter-state- transportation of surplus millets through FC:I.

111. Administrative charges on acquisition stage has been increased from 1% to 29/0 of MSP.

IV . Government has expanded scope of procurement of millets by States/ UTs by including

minor millets: Foxtail Millet (Kangani/Kakun), Proso Millet (Cheena), Kodo Millet (Kodo), Little Millet (Kutki), Buck-wheat (kuttu) and Ameranthus (Chaulai) under MSP scheme on the MSP ofRagi upto KMS 2028-29.

(d): Govt. had conveyed the approval for procurement of 50,000 MT of Jowar and 1,50,000 MT of Bajra to State Govt. of Madhya Pradesh in KMS 2025-26 (Kharif). District-wise details of procurement of Shree Anna in Madhya Pradesh for the year 2025-26 is at Annexure III.

District-wise details of distribution of Shree Anna in Madhya Pradesh for the year 2025 is at Annexure IV.

(e): Procurement of coarse grains is regulated by guidelines for allocation, distribution, and disposal of coarse grains (Jowar, Bajra, Maize & Ragi) and 6 minor millets{Foxtail Millet (Kangani/Kakun), Proso Millet (Cheena),Kodo Millet (Kodo), Little millet (Kutki),Buck-wheat

(kuttu), Ameranthus (Chaulai)} procured by the States. Under these guidelines, States are allowed to procure these commodities in Decentralized Procurement mode from farmers at Minimum Support Price (MSP) for distribution under Targeted Public Distribution System (TPDS)/Other Welfare Schemes(OWS).
