Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the Union Government has revamped the National Land Records Modernisation Programme (NILRMP) approved in 2008 as Digital India Land Records Modernisation Programme (DILRMP) in 2016 to modernise the management of Land Records, minimise the scope of land/property disputes and enhance transparency in the land records maintenance system;
(b) if so, the details thereof;
(c) whether the DILRMP has completed its objective for which it has revamped, if so, the details thereof;
(d) the details of major components and activities carried out/implemented under the refurbished DILRMP; and
(e) the total amount spend under DILRMP during the last three years, State-wise? ANSWER MINISTER OF STATE IN MINISTRY OF RURAL DEVELOPMENT (DR. CHANDRA SEKHAR PEMMASANI)
(a) & (b) The National Land Record Modernization Programme (NLRMP) was approved by the Cabinet on 21.8.2008 as a Centrally Sponsored Scheme and later revamped as Central Sector Scheme under the Digital India initiative and renamed as Digital India Land Records Modernization Programme (DILRMP) with effect from 1st April, 2016 with 100% funding by the Central Government. The scheme has been extended up to 2030-31. The digitized land records of States/UTs has improved the accessibility and transparency of land records thereby minimising the scope of land/property disputes.
1(c) The Digital India Land Records Modernization Programme (DILRMP) is an ongoing programme. Significant progress has been achieved towards Computerisation/Digitisation and modernization of land records across the States/UTs. As on 06.08.2026, 99.90% of Record of Rights (RoRs) have been computerized, 97.43% of cadastral maps have been digitized, 77.68% of cadastral maps have been geo-referenced, 69.04% of land parcels have been assigned Unique Land Parcel Identification Number (ULPIN), 93.71% of Revenue Courts have been computerized and 99.96% of Sub-Registrar Offices have been computerized.
(d) The details of the major components and activities to be carried out under DILRMP 3.0 are given at Annexure-I.
