Parliament Question: NCS Infrastructure in Andhra Pradesh

Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:

(a) whether the Government is aware of the alleged irregularities in the Mega DSC-2025 teacher recruitment examination in Andhra Pradesh and their impact on the delayed absorption of qualified youth into the workforce and if so, the details thereof;

(b) whether the National Career Service (NCS) portal data for the last two years indicates rising job-seekers' distress in Andhra Pradesh; and

(c) if so, whether the current NCS infrastructure of the State is adequately scaled up to address the said crisis? ANSWER MINISTER OF LABOUR AND EMPLOYMENT (DR. MANSUKH MANDAVIYA)

(a) to (c): Education being a subject in the Concurrent List of the Constitution, the majority of schools in the country are under the administrative control of the respective State Governments and Union Territory Administrations. Accordingly, matters relating to recruitment, service conditions and deployment of teachers fall within the administrative domain of the concerned States/UTs.

Ministry of Education advises every State and UT to follow a transparent, robust and preferably online system of teachers' recruitment and transfer. Further, to bring transparency, fairness and credibility to public examinations, and to deter irregularities, the Public Examinations (Prevention of Unfair Means) Act, 2024, as amended from time to time, has been enacted by Parliament. The Statement of Objects and Reasons, in the Public Examinations (Prevention of Unfair Means) Bill, 2024, clearly provided that the Bill shall serve as a model draft for States to adopt at their discretion.

Further, official estimates of employment and unemployment in India are derived from the Periodic Labour Force Survey (PLFS), conducted by the Ministry of Statistics and Programme Implementation since 2017–18.

As per latest PLFS report 2025, the estimated Worker Population Ratio (WPR) indicating employment on usual status for persons of age 15 years and above has increased from 55.8% in 2024 to 58.3% in 2025, in the State of Andhra Pradesh.

The National Career Service (NCS) Portal is a one-stop solution for providing career related services including jobs from private and government sectors, information on online & offline job fairs, job search & matching, career counselling, vocational guidance, information on skill development courses, skill/training programmes etc. through a digital platform [www.ncs.gov.in] to all stakeholders across the country.The NCS project also, inter alia, envisaged setting up of Model Career Centres (MCCs) through transformation of Employment Exchanges in the country to deliver career related services such as organizing online/ offline job fairs, mobilize the employers, provide online/ offline career counselling at local level etc. in collaboration with State and other institutions to the jobseekers and employers through outreach activities. Till date, the Government has approved 407 Model Career Centres (including 30 MCCs in Andhra Pradesh).

Further, as on date, 31 States/UTs (including Andhra Pradesh) have been integrated with the NCS portal including 8 States/UTs which are directly using NCS Portal.

The Ministry has signed several Memoranda of Understanding

(MoUs) with public and private employers/portals/platforms to strengthen public–private partnerships to expand employment opportunities for jobseekers. Till date, more than 40 MoUs have been signed with partners such as APNA, Swiggy, Rapido, Zomato, Amazon, TCS iON, Quikr and FoundIt (Monster), among others. These partnerships facilitate the integration of employment opportunities and services with the NCS Portal, including vacancy aggregation, organisation of job fairs, skill development programmes, career counselling and other employment- related support services.
