Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:
(a) whether the Government had introduced National Career Services Scheme to revitalize Employment Exchanges to Model Career Centres (MCCs) in the Year 2015-16 by leveraging the technology for enhancing the Quality and Quantity of Employment Services in the country;
(b) if so, the details thereof along with the funds sanctioned, spent, district-wise, including Telangana;
(c) whether 12 MCCs were sanctioned to the State of Telangana with 100% Grants-in-Aid Funds and if so, the details thereof;
(d) whether the Government had sanctioned an amount of Rs.
2,22,00,000/- in Phase-I and Rs. 1,28,00,000/- in Phase-II for newly formed 16 Districts i.e. a total of Rs. 3,50,00,000/- for inter-linking of Employment Exchanges under National Career Service (NCS) project in the State of Telangana and if so, the details thereof;
(e) whether the said State has furnished Utilization Certificate in FORM GFR - 12C for Phase-I of Rs. 2,22,00,000/- for entire amount and if so, the details thereof; and
(f) whether it is also a fact that during compliation of 33 Districts fund, the amount was found to be mis-calculated and the acutal expenditure incurred is only Rs. 1,60,57,804 and the remaining unspent balance is Rs. 61,42,196 and if so, the reasons therefor? (a) to (f) Government is implementing National Employment Service through a network of Employment Exchanges. Employment is the joint concern of the Central and State Government. Centre formulates policies, standards and procedures for operating employment exchanges
whereas administrative and financial control of Employment Exchanges lies with the respective State/UT Government.Ministry of Labour and Employment is running the National Career Service (NCS) Portal for transformation of the National Employment Service. The NCS Portal is a one-stop solution for providing career related services including jobs from private and government sectors, information on online & offline job fairs, job search & matching, career counselling, vocational guidance, information on skill development courses, skill/training programmes etc. through a digital platform [www.ncs.gov.in].
The NCS project also, inter alia, envisaged setting up of Model Career Centres (MCCs) through upgradation of Employment Exchanges in the country to deliver career related services such as organizing online/ offline job fairs, mobilize the employers, provide online/ offline career counselling at local level etc. in collaboration with State and other institutions to the jobseekers and employers through outreach activities.
Till date, 12 MCCs have been approved in the State of Telangana.
So far, Ministry has released Rs. 9014.86 lakh to the States/UTs for the establishment of Model Career Centres, of which Rs. 396.57 lakh were released to Telangana. Further, the States/ UTs have submitted Utilization Certificates (UCs) of Rs. 6646.80 lakh and amount of Rs.
901.99 lakh was remitted back to the Consolidated Fund of India (CFI).
The State of Telangana has submitted UCs of Rs. 342.78 lakh and amount of Rs. 53.73 lakh was remitted back to the CFI by the State.
Further, an amount of Rs. 350.00 lakh was also released to the State of Telangana under the Interlinking of Employment Exchanges component of the NCS Scheme for creation of basic IT infrastructure, minor refurbishment and organization of district-level job fairs. The State Government has utilized the amount of Rs. 160.57 lakh and remitted back the unspent balance of Rs. 189.43 lakh to the CFI. However, Interlinking of Employment Exchanges component of the NCS Scheme was not continued in 15th Finance Commission Cycle.
