Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the mechanism followed by the Government to assess the number of workers unable to register their attendance due to issues with the National Mobile Monitoring System (NMMS) attendance App;
(b) the details and total number of attendance discrepancies between the NMMS App and physical muster rolls since April 2025 to till date, State-wise;
(c) the guidelines followed by the Government to ensure that no worker is denied wages due to issues with digital attendance recording on the NMMS App; and
(d) the details and total number of complaints filed regarding issues with the NMMS App alongwith the action taken thereon? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN)
(a) to (d): To ensure transparency and accountability in the implementation of Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS), it was decided that States/UTs shall ensure capturing of attendance at the worksite through National Mobile Monitoring System (NMMS) App with two- time stamped, geo-tagged photographs of the workers in a day for all the works (except Individual Beneficiary Work) through NMMS w.e.f.
1st January, 2023. A robust, face authentication based attendance capture mechanism using NMMS App has been adopted under Viksit Bharat- Guarantee for Rozgar and Ajivika Mission (Gramin) Act, which has come into force with effect from 01.07.2026.
A comprehensive exemption mechanism has been put in place to ensure that no genuine worker faces difficulties due to technical Page 1 of 2issues in NMMS. Exemption mechanism ensures that in case of network connectivity issues at work site, attendance can be captured in offline mode, which can subsequently uploaded after moving into network connected area. Additionally exemptions are available in situations where the device or application is not functioning, eKYC of the workers has not been completed or the worker has a disability such as visual impairment. Any technical issues faced by States/UTs are taken up with the Ministry and are resolved on a real time basis.
The implementation of the NMMS application has significantly improved the attendance management system and the overall efficiency of the process. NMMS application also helps in timely payment of wages as wage lists and FTOs can be generated immediately after the closure of the muster roll. The States/UTs have clearly been advised to ensure that no eligible and willing workers be denied employment under above schemes due to any technical difficulties in NMMS.
