Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to
state:
(a) the total amount of total funds released to West Bengal under Pradhan Mantri Matsya Sampada Yojana (PMMSY) since 2020-21, year-wise, the number of utilisation certificates submitted, and the amount of Central funds lapsed or pending for utilisation and the reasons for pendency;
(b) whether the West Bengal Government has submitted an Annual Action Plan for 2026-27 under PMMSY, constituted the State Level Approval Committee and appointed a State Nodal Officer, and the funds provisionally allocated to West Bengal for the current financial year;
(c) the targets set for West Bengal under PMMSY for 2026-27 covering pond aquaculture, cold chain infrastructure, motorisation of fishing boats, fishermen insurance and PM-MKSSY formalisation district-wise; and
(d) the steps being taken by the Ministry to assist the West Bengal Government in accelerating PMMSY implementation, particularly for Sundarbans fishermen, tiger widows and inland fish farmers across the State's 3.6 lakh hectares of water bodies? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH)
(a) The Department of Fisheries (DoF), Ministry of Fisheries, Animal Husbandry and Dairying (MoFAH&D), Government of India, has been implementing the Pradhan Mantri Matsya Sampada Yojana (PMMSY) since 2020โ21. The Government of West Bengal submitted project proposals under PMMSY amounting to โน546.38 crore, including a Central share of โน223.25 crore, during the period 2022โ23 to 2025โ26, which have been duly approved by the Government of India. Against this approval, โน107.04 crore of the Central share has been released to the State based on the utilisation of funds, and the State Government has reported utilisation of โน95.54 crore. The year-wise details of approved projects and fund released to West Bengal under the PMMSY are furnished at Annexure I.(b) The PMMSY, originally approved for five years from 2020-21 to 2024-25, was extended for implementation during FY 2025 26 up to 31st March 2026, and thereafter temporarily up to September 2026. Hence, Annual Action Plans are not being sought from States for 2026-27. As informed by the State Government, the State Level Approval and Monitoring Committee (SLAMC) has been constituted, and a Nodal Officer has been appointed for implementation of PMMSY in the State. An allocation of โน30.00 crore has been made during the financial year 2026โ27, and a Mother Sanction of โน20.00 crore has been issued to the Government of West Bengal for implementation of PMMSY. The State Government has reported utilisation of โน8.52 crore against the Mother Sanction of โน20.00 crore issued in the current year.
(c) The PMMSY Scheme has been extended up to September, 2026. As informed by the State Government of West Bengal, the State has set a target to complete all approved activities by the end of the Scheme period. Under the Pradhan Mantri Matsya Kisan Samridhi Sah Yojana (PMโMKSSY), the National Fisheries Digital Platform (NFDP) has been launched with multiple modules covering registration, cooperative strengthening, aquaculture insurance, performance grants, credit, training and capacity building, and traceability. As of date, a total of 1.83 lakh fishers, fish farmers, fish vendors, and other stakeholders in West Bengal have registered on NFDP. Districtโwise registration details are furnished at Annexure II.
(d) The Department of Fisheries, Government of India, is extending technical and financial support to the Government of West Bengal for the development of fisheries and aquaculture in the State, including fisheries infrastructure, postโharvest management, capacity building, and livelihood enhancement of eligible beneficiaries such as marine and inland fishers, inland fish farmers including women and widows/tiger widows in all Districts, including the districts in Sundarbans region. Further, regular review meetings are held with the State Government at various levels to monitor the progress of implementation of approved projects and the utilisation of Central funds.
