Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING मत्स्यपालन, पशुपालन और डये री मंत्री

be pleased to state:

(a) the number of licensed/registered slaughter houses, including modern/mechanised abattoirs conforming to the Prevention of Cruelty to Animals (Slaughter House) Rules, 2001 in the country, State-wise;

(b) whether the Government estimates the number of unlicensed or unregulated slaughter houses operating in the country and, if so, the details thereof, State-wise;

(c) whether any data have been maintained by the Government on livestock slaughtered in licensed and unlicensed premises in the country, if so, the details and figures during the last three years;

(d) the deployment of veterinary officers for mandatory inspections and instances of slaughter without inspection or of diseased, unfit or pregnant animals in the country, State-wise;

(e) the Central assistance released for establishment/modernisation of slaughter houses during the said period; and

(f) the measures taken by the Government to strengthen disease surveillance, enforce humane slaughter and waste-management norms, curb illegal slaughter and inter-State transport of animals, and the timeline therefor? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH)

(a) & (b) The State wise number of registered/unregistered slaughter houses as per 20th Livestock census 2019: All India Report is annexed (Annexure-I).

(c) The Department of Animal Husbandry & Dairying (DAHD) does not estimate data on livestock slaughtered in licensed or unlicensed premises in the country separately. However, as per 20th Livestock Census, 2019: All India Report, the State-wise estimates of number of cattle, sheep, goat, pig & poultry slaughtered for meat production during 2022-23, 2023-24 & 2024-25 is annexed (Annexure-II).

(d) The deployment of veterinary officers and State-wise information regarding slaughter without veterinary inspection or slaughter of diseased, unfit or pregnant animals are maintained by the concerned State Governments/UT Administrations and Local Authorities and are not maintained by the DAHD.

(e) The Department of Animal Husbandry and Dairying, Government of India has not released any financial assistance for establishment or modernization of slaughter houses during the last three years.(f) The Government has taken several measures to strengthen disease surveillance, promote humane slaughter practices, regulate animal transport and prevent illegal slaughter. These include:

(i) Disease Surveillance: Government of India (GoI) has strengthened surveillance of animal diseases

by adopting the following measures:  Financial support provided to Central Disease Diagnostic Laboratory (CDDL) Indian Veterinary Research Institute (IVRI), Bareilly, five Regional Disease Diagnostic Laboratories (RDDLs) of States for strengthening disease surveillance and other activities.

 Financial assistance provided to Indian Council of Agricultural Research (ICAR) Institutes namely National Institute of Foot and Mouth Disease (NIFMD) Indian Veterinary Research Institute (IVRI) Bengaluru, IVRI Bareilly and National Institute on Veterinary Epidemiology and Disease Informatics (NIVEDI) Bengaluru for carrying out animal disease surveillance and other related activities.

 ICAR-National Institute of High Security Animal Diseases (NIHSAD), Bhopal undertakes surveillance of emerging and exotic trans-boundary animal diseases through laboratory-based surveillance.  Financial assistance provided to states for training and awareness on Good Animal Husbandry Practices, Biosecurity/Sanitary measures, vaccination against animal diseases, disease surveillance and monitoring and capacity building.

 To strengthen the early warning system, ICAR-NIVEDI has developed National Animal Disease Referral Expert System (NADRES) 2.0 which provides district-level forecasts of potential animal disease risks around two months in advance.

 Bharat Pashudhan portal has been developed for various activities including surveillance of livestock diseases.  ICAR has strengthened the surveillance for livestock diseases through the National Animal Disease Epidemiology Network (NADEN).

(ii) Humane Slaughter: The Prevention of Cruelty to Animals (Slaughter House) Rules, 2001, notified under the Prevention of Cruelty to Animals Act, 1960, prescribe standards for slaughter houses and humane slaughter of animals. Pursuant to the directions of the Hon’ble Supreme Court of India in Writ Petition

(Civil) No. 330 of 2001, Common Cause Vs Union of India & Others, the Ministry of Environment, Forest & Climate Change had issued a Compendium of Rules and Regulations relating to slaughter houses to facilitate compliance with the applicable statutory provisions. The Animal Welfare Board of India issues advisories from time to time.

(iii) Waste Management: Central Pollution Control Board (CPCB), Ministry of Environment, Forest and Climate Change has also notified discharge standards for slaughter houses, meat processing units and seafood industry under the Environment (Protection) Act, 1986. The Slaughter houses are required to comply the discharge standards and consent conditions stipulated in Consent to Establish and Consent to Operate issued by State Pollution Control Boards/Pollution Control Committees. CPCB also issued directions on 13.01.2022 under Section 18(1)(b) of the Water Act, 1974 and the Air Act, 1981 for installation of rendering plants by slaughterhouses.

(iv) Prevention of Illegal Slaughter and Regulation of Animal Transport: The Transport of Animals Rules, 1978, notified under the Prevention of Cruelty to Animals Act, 1960, prescribe standards for transportation of animals to prevent cruelty during transit. Prevention of illegal slaughter and enforcement of applicable laws relating to slaughter houses and transport of animals are primarily the responsibility of the respective State Governments and Union Territory Administrations.
