Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether it is a fact that the Government is consistently pursuing its efforts towards the development of North-East through various development measures and projects under the schemes formulated by the Union Government for the development of socio-economic infrastructure in the North-Eastern Region and if so, the details thereof;
(b) the status of the projects taken up under the North-Eastern Region Urban Development Programme (NERUDP) scheme including those spread over three tranches; and
(c) the details of initiatives taken by the Government for the development of the North-Eastern States so far? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU)
(a) and (c): As per the provisions of Article 243W of the Constitution, in conjunction with the Seventh and Twelfth Schedules, matters relating to urban development fall within the purview of States/Urban Local Bodies.
However, Ministry of Housing and Urban Affairs (MoHUA) provides programmatic support to the States/Union Territories (UTs) in their urban development agenda through its flagship Missions/Programmes viz. Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT 2.0), Smart Cities Mission (SCM), Swachh Bharat Mission-Urban 2.0 (SBM-U
2.0), Pradhan Mantri Awas Yojana-Urban (PMAY-U), PM-eBus Sewa etc. …2/--2- These missions/ schemes/ projects are implemented by the States/UTs in accordance with the mission guidelines to improve the quality of life in cities and towns covered under these missions.
(b): North Eastern Region Urban Development Programme (NERUDP) Scheme under the Ministry of Housing and Urban Affairs (MoHUA), was an Asian Development Bank (ADB) funded scheme, started in 2009 and ended on 31.03.2022. It covered 5 capital cities of north east namely Agartala (Tripura), Aizawl (Mizoram), Gangtok (Sikkim), Kohima
(Nagaland) and Shillong (Meghalaya). Total 84 projects were sanctioned over 3 tranches. Out of 84 projects, 83 projects are completed and 1 project was dropped on request of the State Government of Nagaland in March, 2022.
