Will the Minister of PLANNING be pleased to state:
(a) whether any scheme is being implemented by the Government for the development of medium-sized enterprises and if so, the details thereof;
(b) the details of key interventions recommended for medium-sized enterprises in the recent report of NITI Aayog;
(c) the initiative proposed for technological integration and adoption of Industry 4.0 in mediumsized enterprises; and
(d) whether the Government has proposed any scheme for technological integration and adoption of Industry 4.0 in medium-sized enterprises particularly in Chhattisgarh and if so, the details thereof ? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION; MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE MINISTRY OF CULTURE (RAO INDERJIT SINGH)
(a) Government of India is implementing various schemes for the development of medium sized enterprises in India. Major schemes which cover medium enterprises
are as follows:
I. MSME Champions Scheme: This scheme has three components. Under Zero Effect Zero Defect (ZED) scheme enterprises are given Zero Effect Zero Defect
(ZED) certification to encourage and enable MSMEs for manufacturing of quality products using latest technology and tools. MSME Competitive (Lean) Scheme is for application of various lean techniques to enhance domestic and global competitiveness of MSMEs. MSME-Innovative (Incubation, Design & IPR) Scheme is for innovation in incubation and design intervention by protecting IPR in a single mode approach for creating awareness amongst MSMEs.
Page 1 of 2II. Self-Reliant India (SRI) Fund: Under this scheme, equity support is given to those MSMEs which have the potential and viability to grow and become large units.
III. Other important schemes that are applicable to medium enterprises include International Cooperation Scheme, Entrepreneurship and Skill Development Programme (ESDP), Assistance to Training Institutions (ATI) Scheme, Technology Centres, Promotion of MSME in North East Region, Raising and Accelerating MSME Performance (RAMP).
(b) Key interventions recommended in the report of NITI Aayog on medium enterprises include- (i) Tailored financial initiatives such as dedicated financing scheme under the Ministry of MSME allowing medium enterprises to apply for loans at concessional rates, and the introduction of a credit card with a pre-approved limit for medium enterprises (ii) Leveraging existing Technology Centres (TCs) under the M/o MSME and revamping them into โIndia SME 4.0 Competence Centres, creating new TCs, (iii) R&D Promotion for medium enterprises, (iv) Extending MSE-CDP scheme to include medium enterprises,
(v) Customised skill development initiatives and (vi) Centralized portal for medium enterprises.
(c) & (d) On technological intervention and adoption of Industry 4.0 initiatives taken by Government include scheme for โEnhancement of Competitiveness in the Indian Capital Goods Sectorโ for setting up of 4 Smart Advanced Manufacturing and Rapid Transformation Hub (SAMARTH) Centres for adoption of Industry 4.0 by the industries.
These Centers are: Centre for Industry 4.0 Lab Pune; IITD-AIA Foundation for Smart Manufacturing, IIT Delhi; I-4.0 India @ IISc, Bengaluru; Smart Manufacturing Demo & Development Cell, CMTI, Bengaluru. Further, 10 cluster industry 4.0 experience centres have been approved under the Hub and Spoke model to be established across India by Centre for Industry 4.0 Lab Pune. However, no project is being implemented in the state of Chhattisgarh.
