2471. SMT. SMITA UDAY WAGH:
Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a)whether the Government has reviewed the implementation of the Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY);
(b)if so, the details thereof, including the number of first-time employees and employers who have received incentives under the said scheme;
(c)whether the Government maintains data on beneficiaries and employers covered under PM-VBRY and if so, the details thereof, State/UT-wise and district-wise particularly for Maharashtra, including Jalgaon Lok Sabha Constitution;
(d)whether the Government has introduced special incentives to promote employment generation in the manufacturing sector and prescribed eligibility criteria for employers under PartB of the Scheme, if so, the details thereof;
(e)whether the Government has put in place a robust Direct Benefit Transfer mechanism to ensure transparent and timely disbursement of benefits and if so, the details thereof; and
(f)whether the Government proposes to expand employment generation under PM-VBRY in Maharashtra, particularly in Jalgaon Lok Sabha Constituency and if so, the details thereof? ANSWER MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SUSHRI SHOBHA KARANDLAJE)
(a) to (f): The Government, on 1 July 2025, approved the Employment Linked Incentive (ELI) Scheme, titled the Pradhan Mantri Viksit Bharat Rojgar Yojana (PMVBRY), to promote employment generation, enhance employability, and strengthen social security across all sectors, with a particular focus on the manufacturing sector.
The scheme comprises of two parts i.e. Part A and Part B, and focuses on providing support to both employees and employers by way of incentives.

Under Part A of the scheme, the first-time employees of both existing and new establishments shall be eligible for an incentive equivalent to one monthโs EPF wage, subject to a maximum of โน15,000. This incentive will be payable in two instalments during the first year of employment. The first instalment, up to โน7,500, shall be disbursed after completion of six months of continuous employment. Eligibility for the second instalment shall arise after completion of twelve months of employment and successful completion of the prescribed Financial Literacy Programme. This second instalment shall be credited to an appropriate savings instrument / saving account for a specified period.
Part B incentivizes employers by providing up to โน3,000 per month for each additional employment sustained for at least 6 months for two years, with extended benefits for another two years for the manufacturing sector.
All establishments including New as well as the Exempted establishments covered under EPF & MP Act, 1952, are eligible under the scheme, provided they file the ECR along with contributions regularly and fulfill other conditions of the scheme.
Comprehensive Scheme Guidelines, outlining the eligibility criteria for incentives to both employees and employers have been issued. The scheme and its provisions have been widely disseminated through extensive outreach efforts across the country.
A dedicated portal (pmvbry.epfindia.gov.in) has been developed to facilitate all scheme-related processes and for real- time monitoring of beneficiaries and sector-wise progress.
For effective implementation of the scheme, a robust monitoring framework has been instituted. A steering Committee with representation from various labour intensive and related Ministries/Department and an internal Executive Committee have been constituted to ensure effective monitoring of the scheme.
The Scheme also provides for a mid-term evaluation for necessary course correction and an end-term evaluation to assess the Scheme outcome by a third party.
The incentives to the employees are paid through (Aadhaar Bridge Payment System) Direct Benefit Transfer to their Aadhaar seeded bank accounts and incentive to the establishments are provided as Direct Benefit Transfer to PAN linked bank accounts of the establishments.
