Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the details of roads sanctioned, completed and under construction under the Pradhan Mantri Gram Sadak Yojana (PMGSY) during the last five years, State and district-wise including Kerala;
(b) the total funds allocated, released and utilised for the Scheme during the said period, State and district-wise including Kerala;
(c) whether any projects have been delayed and the reasons for that, if so, the reasons therefor and the action taken against defaulting contractors, State-wise; and
(d) the steps taken by the Government to ensure timely completion of all pending rural road projects, State-wise including Kerala? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN)
(a): Since the Financial Year 2021-22 till 06.08.2026, a total of 18,807 road works covering 98,505 km length and 3661 number of bridges have been sanctioned across the States/UTs, including the state of Kerala under the various verticals of Pradhan Mantri Gram Sadak Yojana
(PMGSY). During this period, a total of 23,247 road works covering 1, 34,751 km length (including the road length sanctioned in previous years) and 5,287 number of bridges have been completed by the States/UTs including the state of Kerala. As on 06.08.2026, a total of 12,447 road works of 41,368 km length and 1775 number of bridge works are at various stages of construction in the States/UTs including the state of Kerala. Further, the State wise, District-wise and Parliamentary Constituency-wise details of PMGSY projects may be accessed at the
programme website https://pmgsy.dord.gov.in/dbweb on a real-time basis.(b): The fund for implementation of PMGSY is released by the Ministry to the States/UTs as a whole and not district-wise. Further, the funds are released on the basis of works in hand, the progress achieved in the project and after due submission of necessary documents. The fund release under PMGSY is through the SNA SPARSH system. Accordingly, the details of funds released and expenditure incurred by the States/UTs including the state of Kerala during the last five years and the current year are given in the Annexure.
(c): In the state of Kerala, 134 road works of 699 km length has been sanctioned under PMGSY-III during the last five years. The Government has extended the timeline for completion of PMGSY-III works up to March
2028. Accordingly, the state has been advised to expedite the ongoing works and ensure their completion within the stipulated timeline. In cases where delay is attributable to the contractor, action is taken by the concerned State/UT in accordance with the provisions of the Standard Bidding Document (SBD)/contract agreement, which, inter alia, provides for issuance of notices, levy of liquidated damages and termination of contract in cases of fundamental breach.
To ensure completion of the balance works within the revised time frame, regular review meetings are conducted at the State/UT, regional and national levels and progress of implementation is closely monitored.
Issues affecting project execution are reviewed on a case-to-case basis and necessary interventions are undertaken in coordination with all concerned stakeholders to facilitate their timely resolution.
(d): The implementation of PMGSY is monitored through a multi-tier mechanism to ensure the timely completion of works, quality maintenance and improved accessibility of rural roads including in the state of Kerala. The major measures taken by the Ministry include:
Fixing annual physical and financial targets for achievements and reviewing progress regularly with States/UTs. The achievements of States/UTs are regularly monitored by way of Regional Review Meetings (RRMs), Performance Review Committee (PRC) meetings, monthly review meetings and Pre-Empowered/Empowered Committee meetings with the States/UTs. The State/UT Governments are also advised to convene meetings with the concerned authorities to expedite matters relating to land issues, forest and wildlife clearances in order to expedite completion of works.
Monitoring is undertaken through the Online Management, Monitoring and Accounting System (OMMAS), supported by geo- tagged photographs and GIS-based inspections. To ensure timely implementation of works, the States/UTs are also prescribed to adhere to the timelines for tendering and award of works from the date of sanction of the works by the Ministry. Adopting a three-tier quality management mechanism comprising Programme Implementation Units (PIUs), State Quality Monitors
(SQMs), and National Quality Monitors (NQMs) to ensure adherence to prescribed technical specifications. Electronic Maintenance of PMGSY roads (e-MARG), an online platform, has been implemented in all the States/UTs to monitor maintenance of PMGSY works for five years from the date of completion (i.e. under Defect Liability Period- DLP). Consequent upon the introduction of e-MARG, a software module for monitoring maintenance and payments to the contractor during the defect liability period, such payments to contractors have been made commensurate with the quality of roads through a performance- based contract management system.
These measures are being implemented uniformly across all States/UTs, including the state of Kerala, to improve rural connectivity and ensure the creation and maintenance of durable all-weather rural roads.
