Will the Minister of HOME AFFAIRS be pleased to state:

(a) the details of funds sanctioned and utilised under the School Safety Programme, State-wise and year-wise;

(b) the number of schools covered, teachers trained, and students sensitised under the programme in last five years;

(c) whether any evaluation of the programme has been conducted and if so, the details and findings thereof;

(d) the details of school disaster management plans prepared, mock drills conducted and structural and non-structural safety measures implemented under the School Safety Programme during the last five years, State-wise and year-wise;

(e) Whether the School Safety Programme has been coordinated or integrated with the National School Safety Programme of the National Disaster Management Authority and with State Disaster Management Authorities; and

(f) if so, the details thereof, including guidelines issued, training modules developed and steps taken to mainstream school safety into the education system? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI)

(a): National School Safety Programme (NSSP) implemented by National Disaster Management Authority (NDMA) was a demonstration project-2- L.S.US.Q.NO. 3733 FOR 11.08.2026 approved in June 2011 with total outlay of ₹48.47 crore. It was implemented in 8,600 schools across 43 districts in 22 States/Union Territories(UT) and concluded in March 2019. State/UT-wise and year-wise details of funds released, and utilized are given in the Annexure.

(b) Since the NSSP concluded in March 2019, no schools, teachers or students were covered under that project during the last five years. NDMA has, however, undertaken separate school-safety awareness initiatives during 2025–26. These include campaigns in 2,082 schools in NCT of Delhi, reaching approximately 12.02 lakh students and 58,570 teachers, and pilot programmes in 1,793 schools across six districts in six States, reaching approximately 2.60 lakh students and 54,000 teachers. In addition, National Disaster Response Force (NDRF) has conducted approximately 13,000 School Safety Programmes benefiting over 43 lakh students. Teachers are also sensitized during these programmes to strengthen disaster preparedness and response at the school level.

(c) The NSSP was evaluated by United Nations Development Programme

(UNDP). The evaluation recommended extension of the programme up to 31 December 2015.-3- L.S.US.Q.NO. 3733 FOR 11.08.2026

(d) to (f) The approved components of the NSSP included preparation and review of School Disaster Management Plans, conduct of mock drills, rapid visual surveys, non-structural mitigation measures, provision of disaster- preparedness kits and demonstrative structural retrofitting. NSSP was implemented in collaboration with the then Ministry of Human Resource Development (now the Ministry of Education), the State Disaster Management Authorities and the concerned State Education Departments.

The programme supported formulation of the National Disaster Management Guidelines on School Safety Policy, 2016; preparation of teachers’ training modules by NIDM; training of trainers and teachers; development of School Disaster Management Plans; conduct of mock drills; dissemination of IEC material; rapid visual surveys; non-structural mitigation measures; and demonstrative structural retrofitting.
