Parliament Question: Status of Employment Generation Schemes

Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:

(a) the details of all employment generation schemes currently in operation, the number of youth beneficiaries and the measurable outcomes achieved in terms of permanent and quality employment opportunities;

(b) the details of specific initiatives being taken by the Government to improve employment opportunities for graduates, diploma holders and technically qualified youth who continue to face prolonged unemployment despite educational qualifications;

(c) whether the Government proposes to introduce a National Employment Policy focused on youth and if so, the details of consultations, objectives, budgetary allocations and expected outcomes under the proposed policy;

(d) whether delays in recruitment examinations, declaration of results and appointments have contributed to increasing youth unemployment and if so, the details thereof;

(e) the details of steps being taken by the Government to ensure timely recruitment across departments; and

(f) the details of measures being adopted by the Government to encourage private sector employment for youth, including incentives for industries, support for startups and expansion of skill development linked directly with job creation? REGARDING “STATUS OF EMPLOYMENT GENERATION SCHEMES”

(a) to (f): Employment generation coupled with improving employability is the priority of the Government. Accordingly, Government is implementing various employment generation schemes/ programmes like Pradhan Mantri Mudra Yojana (PMMY), Prime Minister’s Employment Generation Programme

(PMEGP), Pt. Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), Rural Self Employment and Training Institutes (RSETIs), Viksit Bharat– Guarantee for Rozgar and Ajeevika Mission (Gramin), PM Street Vendor’s AtmaNirbhar Nidhi (PM SVANidhi), Stand-Up India Scheme, etc. in the country.

The details of various employment generation schemes/ programmes being implemented by the Government may be seen at

https://dge.gov.in/dge/schemes_programmes Official estimates of employment and unemployment in India are derived from the Periodic Labour Force Survey (PLFS), conducted by the Ministry of Statistics and Programme Implementation since 2017–18.

As per latest PLFS report 2025, the estimated Worker Population Ratio

(WPR) indicating employment on usual status for youth (15-29 years) has increased from 38.5% in 2022 to 41.4% in 2025 and the estimated Unemployment Rate (UR) for youth (15-29 years) has decreased from 10.9% in 2022 to 9.9% in 2025.

As a part of legislative reforms, the existing 29 Acts in the central sphere have been subsumed in the four Codes viz, the Code on Wages, 2019, the Industrial Relations Code, 2020, the Code on Social Security, 2020 and the Occupational Safety, Health & Working Conditions Code, 2020. The Codes have been enforced with effect from 21 November, 2025. These Codes aim to catalyze creation of employment opportunities while ensuring safety, health and social security of every worker by promoting ease of doing business through simplification, rationalization and reduction in compliance burden.Filling up of vacant posts in various Ministries/ Departments is a continuous process and efforts are made to fill up the vacancies as per the provisions of the relevant recruitment rules. Instructions have been issued, from time to time by Department of Personnel & Training to Ministries/ Departments for filling up of vacant post in a time-bound manner. Vacancies in the Union Government have been filled-up in mission-mode and several lakh appointment letters have been distributed to recommended / selected candidates in National Rozgar Mela events being held since October 2022.

More than 12.5 lakh recruitment letters have been issued through 19 Rozgar Melas organised across the country.

The Ministry of MSME launched Udyam Registration Portal on 01.07.2020 for formalizing enterprises, expanding access to government support and strengthening the MSME ecosystem. A total of 8.9 crore Micro, Small and Medium Enterprises (MSMEs) have been registered on Udyam Registration Portal, including Udyam Assist Platform (UAP), providing employment to over 39 crore people across the country.

The Government has launched Production Linked Incentive (PLI) Schemes for 14 key sectors (including Textile Products: MMF segment and technical textiles) with an approved financial outlay of ₹1.91 lakh crore to enhance India's manufacturing capabilities, attract investments, increase exports, generate employment and improve India's global competitiveness.

The Department for Promotion of Industry and Internal Trade (DPIIT) acts as the nodal Department for overall coordination and monitoring of the PLI Schemes, while the respective Administrative Ministries/ Departments are responsible for implementation of their respective Schemes. As on 31.03.2026, the PLI Schemes, resulted in actual investment of over ₹2.40 lakh crore and employment generation of over 14.15 lakh (direct and indirect) in the country.

Also, the Government is implementing the Pradhan Mantri Viksit Bharat Rozgar Yojana to support employment generation, enhance employability and social security across all sectors, with special focus on the manufacturing sector. The scheme with an outlay of Rs 99,446 Crore aims to incentivize the creation of more than 3.5 Crore jobs in the country, over a period of 2 years.

The PMVBRY is a demand-driven scheme. Since the implementation of the scheme, an incentive amount of ₹744.58 crore has been disbursed to 13.18 lakh first-time employees under Part A, while ₹2,068.84 crore has been disbursed to 67,369 beneficiary establishments under Part B of the scheme, up to June 2026, across the country.Startup India initiative was launched on 16th January 2016, with an intent to build a strong ecosystem for nurturing innovation, startups and encouraging investments in the startup ecosystem of the country. As on 30th June 2026, 2,40,092 entities have been recognised as startups by the Department for Promotion of Industry and Internal Trade (DPIIT). Under the Startup India initiative, the Government constantly undertakes various efforts to support startups across the country. The flagship Schemes such as Fund of Funds for Startups (FFS), Startup India Seed Fund Scheme (SISFS) and Credit Guarantee Scheme for Startups (CGSS) support startups across sectors at various stages of their business cycle.

Additionally, Government is also implementing Skill India Mission (SIM) to deliver skill, re-skill and up-skill training through an extensive network of skill development centres/ schools/ colleges /institutes etc. under various schemes, viz. Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and Craftsmen Training Scheme (CTS) through Industrial Training Institutes (ITIs) in the country. The SIM aims at enabling youth of India to get future ready, equipped with industry relevant skills.

The Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) scheme aims to enhance the overall quality and relevance of vocational training in the country. The Scheme has a total outlay of Rs. 60,000 crore.

Further, Ministry of Labour and Employment, Government of India, is running the National Career Service (NCS) Portal which is a one-stop solution for providing career related services including jobs from private and government sectors, information on online & offline job fairs, job search & matching, career counselling, vocational guidance, information on skill development courses, skill/training programmes etc. through a digital platform [www.ncs.gov.in].
