Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to

state:

(a) the objectives, funding allocations, and implementation status of the Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY) introduced under the Pradhan Mantri Matsya Sampada Yojana (PMMSY);

(b) the number of micro and small fisheries enterprises supported under the Yojana so far, sector and State-wise; and

(c) the mechanisms placed by the Government to promote entrepreneurship, credit access, and market integration for small fisheries units under this Yojana? ANSWER MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH)

(a) to (c): The Department of Fisheries, Ministry of Fisheries Animal Husbandry and Dairying has been implementing a Central Sector Sub-scheme namely the Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY) under the ongoing Pradhan Mantri Matsya Sampada Yojana (PMMSY) for a period of four years from FY 2023-24 to FY 2026-27 at an estimated outlay of ₹6000 crore. The National Fisheries Digital Platform (NFDP) was launched under PM-MKSSY to meet the following aims and objectives of the sub-scheme: - i. Gradual formalization of the unorganized fisheries sector including creation of work based digital identities of fish workers for improved service delivery.

ii. Facilitating greater access to institutional finance including working capital in order to enable the fish farmers, fishers and micro and small enterprises to reduce their capital cost and to expand their operations.

iii. Strengthening fisheries cooperatives by enhancing their institutional capacity, improving market access, facilitating access to finance, and business development plans and need based support. iv. Providing one-time incentive to the fish farmers for purchase of aquaculture insurance.

v. Incentivizing fisheries and aquaculture microenterprises to improve value-chain efficiencies and to create and maintain jobs through performance grants.vi. Incentivizing micro and small enterprises in the fisheries sector to establish supply chains of safe fish and fishery products including creation and maintenance of jobs through performance grants.

Under the PM-MKSSY, the Sub-scheme provides support for: (i) formalization of the unorganized part of fisheries sector through National Fisheries Digital Platform and its Apps

(ii) facilitating access to institutional credit, (iii) adoption of aquaculture insurance by providing ‘one-time incentive’ to the farmers by providing 40% of the premium (up to ₹25,000 per hectare, or ₹1 lakh per farmer for 4 hectares, SC/ST and women beneficiaries get an additional 10% incentive (iv) improvement of fisheries value-chain efficiencies and establishment of supply chains of safe fish products to consumers through Performance grant for a Microenterprise i.e. 25% of the total investment or Rs.35 lakhs, whichever is lower, for General Category and 35% of total investment or Rs.45 lakhs, whichever is lower, for SC, ST and Women owned microenterprises. In addition, Performance Grant for Village Level Organizations and Federations of SHGs, FFPOs and Cooperatives shall not exceed 35% of total investment or Rs.200 lakhs, whichever is lower. Along with this, PM-MKSSY aims to provide an amount of Rs.10,000 and Rs.15,000 per year for creation and maintenance of jobs for men and woman respectively subject to the limit of 50% of total eligible grant.

As on 06-08-2026, about 35.92 lakh fishers, fish farmers and other stakeholders have registered on NFDP. A total of 3829 primary fisheries cooperatives has been approved for strengthening at a total cost of Rs. 72.75 crores. Aquaculture Insurance policies for 2294 hectare has been covered against which 127 beneficiaries covering 321.74 ha have availed the One-Time Incentive (OTI) amounting to Rs. 40.03 lakh. Further, under the Credit Module, 535 loans have been sanctioned by the banks with loan amount of Rs 28.04 crores and 180 beneficiaries have availed the Success Fee benefit. Under Performance Grant, 84 applications have been approved with eligible Performance Grant of Rs.20.55 crore, out of these, an amount of Rs. 4.33 crore has been released to 21 beneficiaries. The State-wise details of the micro and small fisheries enterprises supported under PM-MKSSY is given at Annexure-I.
