Parliament Question: Status of SAIL Steel Plants in India

GOVERNMENT OF INDIA MINISTRY OF STEEL RAJYA SABHA UNSTARRED QUESTION NO. 3982 FOR ANSWER ON 27.03.2026 STATUS OF SAIL STE EL PLANTS IN INDIA

3982. DR. SASMIT PATRA:

Will the Minister of STEEL be pleased to state:

(a) the current operational capacity, capacity utilisation and financial performance of steel plants operated by Steel Authority of India Limited (SAIL) during last five years, plant-wise;

(b) whether Government has conducted any assessment of the operational efficiency, modernisation requirements and financial sustainability of these plants, if so, the key findings thereof;

(c) whether Government is considering expansion, strategic disinvestment, joint ventures, asset monetisation or any other restructuring measures in respect of any SAIL steel plants; and

(d) the future roadmap for modernisation, capacity expansion and competitiveness of SAIL plants in view of rising domestic demand and global competition? ANSWER THE MINISTER OF STATE IN THE (S HRI BHUPATHIRAJU SRINIVASA VARMA) MINISTRY OF STEEL

(a) Capacity utilization and, consequently, financial performance depends on various factors such as periodic maintenance or upgradation, market demand, quality and availability of raw materials, efficiency of logistics management etc. During the period from 2020–21 to 2024–25, Steel Authority of India Limited(SAIL) maintained an operational capacity of 19.676 million tonnes per annum (MTPA), with an average capacity utilization of 90.8%. SAIL recorded an annual turnover of ₹1,01,716 crore and Earnings Before Interest, Taxes, Depreciation, & Amortization (EBITDA) of ₹11,764 crore in the financial year 2024-25. (b)to(d): The Government continuously assesses the efficiency and performance of SAIL. This has resulted in improved process optimisation, productivity, better coke rate and better energy efficiency.

SAIL pursues capacity augmentation of its plants based on techno-economic feasibility, demand projections and financial prudence. SAIL Board has approved the greenfield expansion at IISCO Steel Plant by 4.08 MTPA and brownfield expansions at Durgapur Steel Plant by 0.89 MTPA and Bokaro Steel Plant by 2.65 MTPA, from their respective present capacities.
