2469. SHRI ROBERT BRUCE C:

Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state:

(a) the details of total central budget allocated, released, and utilized under the Target Olympic Podium Scheme (TOPS) for preparation of Indian athletes for the upcoming 2028 Los Angeles Olympic Games;

(b) the details of institutional measures/steps taken to deploy or to decentralize elite training infrastructure and build world-class synthetic tracks and high-altitude training hubs in southern States including Tamil Nadu;

(c) the details of statistical count of athletes currently supported under central high-performance national camps for the 2028 Olympic cycles, along with the specific representation numbers from Tamil Nadu; and

(d) the details of total number of State-level sports infrastructure upgradation projects awaiting Central matching-grant clearances in Southern India? ANSWER THE MINISTER OF YOUTH AFFAIRS & SPORTS [DR. MANSUKH MANDAVIYA]

(a) Under the Target Olympic Podium Scheme (TOPS), financial assistance is provided to identified athletes for customized training Page 1 of 3and competition requirements, including coaching, international exposure, sports science and medicine support, equipment and other athlete-specific requirements.

The expenditure incurred under the TOPS Scheme during the last five

financial years is as under:

(b) to (d) ‘Sports’ being a State Subject, the responsibility of promotion of sports rests primarily with the respective State/UT Governments. However, the Ministry of Youth Affairs & Sports supplements the efforts of the State Governments through various Sports Promotional Schemes. Further, the details of the sports infrastructure projects approved and their sanctioned cost, funds released and their physical and financial progress, under the Khelo India Scheme (KIS) and National Sports Development Funds (NSDF), across the country including in the State of Tamil Nadu are available in public domain on the dashboards of the Ministry at

As on date, 369 elite sportspersons are being supported under TOPS Scheme as part of the preparations for the 2028 Los Angeles Olympic Games, including 41 athletes from Tamil Nadu. The details of these 41 athletes from Tamil Nadu are provided at Annexure-I.
