Posted On: 15 OCT 2025 6:19PM by PIB Delhi The Ministry of Parliamentary Affairs continues to make steady progress under the ongoing Special Campaign 5.0 on Disposal of Pending Matters and Swachhata, being organized from 2nd to 31st October

2025. The campaign emphasizes cleanliness in Government offices, systematic record management, and timely disposal of pending references, building upon the successes of previous editions since 2021.

Key Activities and Progress (as on 15 October 2025):

Public Grievances: All 91 pending public grievances have been successfully addressed.

Public Grievance Appeals: One appeal has been disposed of, reducing pendency to nil.

Record Management:

117 physical files were identified for review, of which 42 have been reviewed. (cid:108) 27 physical files have been weeded out. (cid:108) 241 e-files were taken up for review; 145 e-files have been reviewed and closed.

(cid:108) · A total of 172 files have been weeded out or closed, improving operational efficiency and freeing valuable office space.

Cleanliness and E-Waste Management: · Cleanliness drives have been conducted across all sections, with emphasis on proper segregation and eco-friendly disposal of waste. · Obsolete electronic items have been identified for disposal in accordance with environmental guidelines.

Review by Senior Officers: On 9th October 2025, Dr. Satya Prakash, Additional Secretary, Ministry of Parliamentary Affairs, conducted inspections across various sections to assess campaign progress. He underscored the importance of expediting physical file disposal, reducing pendency, and maintaining a clean and organized office environment.

Outreach and Coordination under Special Campaign 5.0: The Ministry has issued D.O. letters to all Secretaries to the Government of India to expedite disposal of pending matters under Rule 377 in the Lok Sabha, Special Mentions in the Rajya Sabha, and Parliamentary Assurances, as part of the ongoing Special Campaign 5.0.

To accelerate adoption of the National e-Vidhan Application (NeVA), D.O. letters have been sent specifically to the few remaining State Legislatures that have not yet transitioned to the platform. Most Legislative Houses across the country have already been digitized and onboarded onto NeVA. These efforts are aimed at achieving complete paperless functioning, strengthening inter-institutional coordination, and further reducing pendencies in legislative and administrative matters.

Digital and Sustainable Governance: The Ministry continues to promote paperless and efficient functioning through platforms such as e-Office, e-HRMS, Consultative Committee Management System, Sub- ordinate Legislation Management System, NeVA Application, OAMS, and the National Youth Parliament Scheme Portal.Best Practices: The Ministry is recognized for its high level of digital adoption, with major administrative functions conducted electronically, and no physical record room maintained on the premises. This reflects the Ministry’s commitment to a fully paperless, efficient, and transparent work environment, in line with the vision of Digital India and Swachh Bharat.

The flagship NeVA (National eVidhan Application) project continues to serve as a model of good governance, enabling paperless functioning of State Legislatures and contributing to environmental sustainability.

The Ministry remains fully committed to achieving all campaign targets by the end of October 2025, with continued focus on cleanliness, transparency, digital transformation, and efficiency in all areas of its functioning.
