Dated : 15th March, 2026 DIRECTION No.576/3/EVM/2026/SDR-Vol.-I - Whereas, Section 61A of the Representation of the People Act, 1951, provides that the giving and recording of votes by voting machines in such manner as may be prescribed, may be adopted in such constituency or constituencies as the Election Commission of India may, having regard to the circumstances of each case, specify; and

2. Whereas, as per the proviso to Rule 49A of the Conduct of Elections Rules, 1961, a printer with a drop box of such design, as may be approved by the Election Commission of India, may also be attached to voting machine for printing a paper trail of the vote, in such constituency or constituencies or parts thereof as the Election Commission of India may direct; and

3. Whereas, the Election Commission has considered the circumstances in current general election to the Legislative Assemblies of Assam, Kerala, Tamil Nadu, West Bengal and Puducherry and bye elections to 8 Assembly Constituencies in 6 States (as per Annexure-I) announced vide the Election Commission's Press Notes No.

ECI/PN/029/2026 and No. ECI/PN/030/2026 both dated 15th March, 2026, and is satisfied that sufficient number of Electronic Voting Machines (EVMs) and Printers for printing Paper Trail [Voter Verifiable Paper Audit Trail

(VVPAT)] are available for taking the poll in the above said Assembly Constituencies. The polling personnel are well trained in efficient handling of EVMs and 'VVPAT Printers' and the electors are also fully conversant with the operation of the EVMs and the VVPAT Printers;

4. Now, therefore, the Election Commission of India, in exercise of its powers under the said Section 61A of the Representation of the People Act, 1951, and Rule 49A of the Conduct of Elections Rules, 1961, hereby specifies all the Assembly Constituencies in Assam, Kerala, Tamil Nadu, West Bengal and Puducherry and 8 Assembly Constituencies in 6 States (as per Annexure-I) to be notified on 16.03.2026, 30.03.2026 and 02.04.2026 as the constituencies in which the votes, shall be given and recorded by means of EVMs and VVPAT printers in the manner prescribed, under the Conduct of Elections Rules, 1961, and the supplementary instructions issued by the Election Commission from time to time on the subject.

5. The Election Commission also hereby approves the design of EVMs and VVPAT Printers as developed by the Bharat Electronics Ltd., Bangalore and Electronics Corporation of India Ltd., Hyderabad, which shall be attached to the said machines, to be used for the giving and recording of votes in all the Constituencies.

3. यतः, िनवाचर् न आयोग ने अपने प्रेस नोट स.ं ईसीआई/पीएन/029/2026 सं. ईसीआई/पीएन/030/2026 दोन(cid:585) िदनांक 15 माच,र् 2026 के जिरए घोिषत असम, केरल, तिमलनाडु, पि(cid:230)चम बंगाल और पुडुचेरी िवधानसभाओं के वतमर् ान साधारण िनवाचर् न एवं 6 रा(cid:207)य(cid:585) म(cid:581) 8 िवधानसभा िनवाचर् न क्षत्रे (cid:585) (अनुलग्नक-1 के अनुसार) के उपचुनाव(cid:585) म(cid:581) सभी पिरि(cid:232)थितय(cid:585) पर िवचार िकया है, और िनवार्चन आयोग संतु(cid:231)ट है िक उपयक्ुर् त िवधान सभा िनवाचर् न क्षेत्र(cid:585) म(cid:581) मतदान कराने के िलए पयार्(cid:220)त संख्या म(cid:581) इलेक्ट्रॉिनक वोिटगं मशीन(cid:581) (ईवीएम) और पेपर ट्रेल [मतदाता स(cid:215)यापनीय पेपर ऑिडट ट्रेल मशीन (वीवीपैट) मुिद्रत करने के िलए िप्रटं र उपल(cid:222)ध ह(cid:583)। मतदान कािमकर् ईवीएम और 'वीवीपटै िप्रटं र(cid:585)' को कुशलतापूवकर् संभालने म(cid:581) अ(cid:205)छी तरह से प्रिशिक्षत ह(cid:583) और मतदाता भी ईवीएम और वीवीपैट िप्रटं र(cid:585) के प्रचालन से पणू र् (cid:510)प से अवगत ह(cid:583)।

4. अब, इसिलए, भारत िनवाचर् न आयोग, लोक प्रितिनिध(cid:215)व अिधिनयम, 1951 की उक्त धारा 61क तथा िनवार्चन(cid:585) का संचालन िनयम, 1961 के िनयम 49क के तहत अपनी शिक्तय(cid:585) का प्रयोग करत े हुए, एत (cid:622)वारा, 16.03.2026,

30.03.2026 तथा 02.04.2026 को अिधसूिचत िकए जाने वाले असम, केरल, तिमलनाडु, पि(cid:230)चम बंगाल और पुडुचेरी िवधानसभाओं के सभी िवधानसभा िनवाचर् न क्षेत्र(cid:585) एव ं 6 रा(cid:207)य(cid:585) म(cid:581) 8 िवधानसभा िनवार्चन क्षत्रे (cid:585) (अनुलग्नक 1 के अनुसार), को ऐसे िनवाचर् न क्षत्रे (cid:585) के (cid:510)प म(cid:581) िविनिदर्(cid:231)ट करता है, िजनम(cid:581) िनवाचर् न(cid:585) का सचं ालन िनयम, 1961 और इस िवषय पर िनवाचर् न आयोग (cid:622)वारा समय-समय पर जारी िकए गए अनपु ूरक अनुदेश(cid:585) के अंतगतर् िविहत तरीके से इलेक्ट्रॉिनक वोिटगं मशीन(cid:585) तथा वीवीपैट िप्रटं र(cid:585) के मा(cid:218)यम से मत डाले और अिभिलिखत िकए जाएंगे।
