2. बीमाकताव संरक्षण के अंतरालो ंको पहचाि सकते हैं, उत्पाद अवभकि, जोल्पखम-अंकि, कीमत- वििावरण, दािा और ग्राहक सेिा में सुिार ला सकते हैं तथा पररचालि और विवियामक ररपोवटिंग िैमिस्य को कम कर सकते हैं।

3. पुिबीमाकताव कीमत-वििावरण, संचयि की विगरािी, पूाँजी आबंटि और जोल्पखम-अंतरण क्षमता में सुिार लािे के वलए मािकीकृ त एक्सपोज़र, हावि और आपाती अंतदृववियो ं का उपयोग कर सकते हैं।

4. मध्यिती तुलिीय उत्पाद की सूचिा तक पहुाँच सकते हैं, अविक तेजी से आिबोवडिंग के वलए सत्यावपत डेटा का उपयोग कर सकते हैं, तथा उपयुक्तता, व्यिहार और विक्रय गुणित्ता में सुिार ला सकते हैं।

5. विवियमिकताव संरक्षण अंतरालो ंऔर ग्राहक पररणामो ंकी विगरािी कर सकते हैं, आचरण और समय रहते चेताििी (अली िावििंग) से युक्त पयविेक्षण को मजबूत कर सकते हैं, तथा मािकीकृ त इंटरफे सो ंके द्वारा ररपोवटिंग िैमिस्य को कम कर सकते हैं।6. वित्तीय संस्थाएाँ पावलसी स्वावमत्व और संपावश्ववक किर का सत्यापि कर सकती हैं, उिार देिे में बीमा संके तो ंका उपयोग कर सकती हैं, तथा उिारकताव-जोल्पखम और संविभाग वििावरण को मजबूत कर सकती हैं।

7. सरकारी विभाग और एिेंवसयााँ किरेज-अंतरालो ं और योजिा की अंतदृववियो ं का उपयोग कर सकती हैं, क्षेत्र के विश्लेषण को समथवि दे सकती हैं, तथा सरकारी िीवत, कायवक्रम विगरािी और आघात-सहिीयता की आयोजिा को मजबूत कर सकती हैं।

8. अिुसंिािकताव और विचारक-मंडि (व ंक टैंक) अिुमोवदत गुप्त बिाये गये डेटासेटो ंतक पहुाँच सकते हैं, बीमा प्रिृवत्तयो ंऔर संरक्षण अंतरालो ंका विश्लेषण कर सकते हैं, तथा िीवत-वििावरण और बाजार विकास के वलए साक्ष्य उत्पन्न कर सकते हैं। प्रस्तावित रूपरेखा पर, उसके उद्देश्ो,ं उपयोग की ल्पस्थवतयो,ं डेटा संरचिा, अवभवििावरण ढााँचा, डेटा मािको,ं गोपिीयता और सहमवत संबंिी रक्षोपायो,ं िावणल्पिक गोपिीयता, अवभर्शासि, कायावियि की तत्परता और संक्रमण की व्यिस्थाओ ंसवहत, जिता और वहतिारको ंसे वटप्पवणयााँ और सुझाि आमंवत्रत वकये गये हैं। उक्त परामर्शव का उद्देश् यह सुविवित करिा है वक पीआईआर का विस्तार, अवभकि और कायावियि, प्रामावणक और व्यापक दायरे से युक्त वहतिारको ंकी सहभावगता के द्वारा विकवसत होगा। उक्त परामर्शी पत्र तक link और https://iib.gov.in/pir के द्वारा पहुाँचा जा सकता है। इस परामर्शी पत्र पर वटप्पवणयााँ / प्रवतसूचिा (फीडबैक) विर्शेष रूप से खंड 8 में प्रयोक्ताओ ं के िृत्तांतो ं और खंड 15 में परामर्शी प्रश्ो ं पर, वििावररत िेब पोटवल https://iib.gov.in/pir के माध्यम से अथिा ई- मेल से pirfeedback@iib.gov.in को वििावररत एक्सेल टेंप्लेट का उपयोग करते हुए प्रस्तुत की जाए। वटप्पवणयााँ और प्रवतसूचिा (फीडबैक) प्रस्तुत करिे के वलए अंवतम तारीख 30 वसतंबर, 2026 है। The Insurance Regulatory and Development Authority of India (IRDAI), on Tuesday, 1st September, 2026, released a Consultation Paper on the proposed Public InsuranceRegistry (PIR), envisaged as a Digital Public Infrastructure (DPI) for Insurance. This is in furtherance to the objectives of the Sabka Bima Sabki Raksha Act,2025.

The proposed PIR represents a significant step towards building a more connected, transparent, efficient and resilient insurance ecosystem, with trusted information serving as a foundation for better protection, innovation and public value.

It draws encouragement from the success and lessons from DPIs in other sectors of Indian economy.

PIR is a population-scale, interoperable and non-exclusionary digital public infrastructure for the insurance sector, with the objectives of facilitating growth and inclusion, building trust and transparency, and promoting affordability and financial sustainability. The proposed infrastructure is intended to enable technology, governance and market participation to work together towards wider and deeper financial resilience.

PIR seeks to address information and interoperability gaps by establishing a consistent and authoritative view of insurance records, while enabling appropriate information to remain with the relevant source institutions.

The PIR would enable easier product discovery and comparison, a consolidated view of policies across insurers, reduced documentation, improved servicing and claims experiences, and easier identification of unclaimed amounts.

Envisaged not merely as a data repository, but as an innovation platform and a strategic investment in national economic infrastructure, the PIR will strengthen consumer protection, market efficiency, insurance coverage and supporting the nextgeneration of insurance reforms. It has the potential to lower information barriers, promote competition and enable market participants to differentiate through product innovation, pricing, service quality and customer experience.

The consultation paper on PIR has been conceived through a user-centric approach, anchored in the needs and challenges of diverse stakeholders across the insurance ecosystem. It seeks to translate these needs into tangible outcomes by enabling more seamless, transparent and data-driven insurance journeys and decision-making.

These use cases are presently at a conceptual stage and will be further developed into detailed functional and technical specifications as PIR progresses towards implementation.

The envisioned use cases span across 8 stakeholders including:

1. Public, Policyholders, Prospects can compare products, verify insurers and intermediaries, get cost-efficient product for direct purchase, view policies and claims, and discover benefits or unclaimed amounts easily.

2. Insurers can identify protection gaps, improve product design, underwriting, pricing, claims and customer service, and reduce operating & regulatory-reporting friction.

3. Reinsurers can use standardized exposure, loss and catastrophe insights to improve pricing, accumulation monitoring, capital allocation and risk-transfer capacity.

4. Intermediaries can access comparable product information, use verified data for faster onboarding and servicing, and improve suitability, conduct and sales quality.5. Regulator(s) can monitor protection gaps and customer outcomes, strengthen conduct & early-warning supervision, and reduce reporting friction through standardised interfaces.

6. Financial Institutions can verify policy ownership and collateral cover, use insurance signals in lending, and strengthen borrower-risk and portfolio assessment.

7. Government departments & agencies can use coverage-gap and scheme insights, support sector analysis, and strengthen public policy, programme monitoring and resilience planning.

8. Researchers & think tanks can access approved anonymised datasets, analyse insurance trends and protection gaps, and generate evidence for policymaking & market development.

Comments and suggestions have been invited from the public and stakeholders on the proposed framework, including its objectives, use cases, data architecture, identity framework, data standards, privacy and consent safeguards, commercial confidentiality, governance, implementation readiness and transition arrangements.

The consultation is intended to ensure that the scope, design and implementation of PIR evolve through informed and wide-ranging stakeholder participation. The
