L.-33004/99 सी.जी.-डी.एल.-अ.-16102026-277204 CG-DxLx-xEG-I1D6H1x0x2x0 26-277204 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 5414] नई ददल्ली, बुधिार, अक्त बू र 14, 2026/आजश्ि न 22, 1948 No. 5414] NEW DELHI, WEDNESDAY, OCTOBER 14, 2026/ASVINA 22, 1948 सामाजजक न्याय और अजधकाररता मंत्रालय (सामाजजक न्याय और अजधकाररता जिभाग) अजधसचू ना नई ददल्ली, 14 अक् तूबर, 2026 का.आ. 5628(अ).— व्यजियों को सेिाओं या प्रसुजिधाओं या सहाजयदकयों के सुजिधाजनक और जनबााध रीजत म ें पररदान के जलए, अपनी पहचान साजबत करने के जलए आधार संख्या का उपयोग जिजभन्न दस्ट्तािेजों की आिश्यकताओं को समाप्त करता ह,ै प्रदियाओं को आसान बनाता ह ैऔर पारदर्शिता ि दक्षता का संिधान करता ह।ै और, भारत सरकार (जजसे इसम ें इसके पश्चात ् उि सरकार कहा गया ह)ै के सामाजजक न्याय और अजधकाररता मंत्रालय, के सामाजजक न्याय और अजधकाररता जिभाग (जजसे इसम ें इसके पश्चात ् उि जिभाग कहा गया ह)ै केन्रीय सेक्टर स्ट्कीम के रूप म ें‘बालकों के जलए पीएम केयर स्ट्कीम’ के अधीन जििेष छात्रिृजति स्ट्कीम (जजसे इसम ें इसके पश्चात ्उि स्ट्कीम कहा गया ह)ै संचाजलत कर रहा ह।ै और उि स्ट्कीम और उसके संबंध म ें जारी अनुदिे ों और मागादिाक जसद्ांतों के अधीन बालकों को, जो उि स्ट्कीम के फायदाग्राही (जजस े इसम ें इसके पश्चात ् उि फायदाग्रा्ही कहा गया ह)ै ह,ैं को कक्षा पहली स े लेकर कक्षा बारहिीं तक जिक्षा जारी रखने के जलए छात्रिृजति सहायता (जजसे इसम ें इसके पश्चात ् उि फायदा कहा गया ह)ै दी जाएगी । और उि स्ट्कीम के जलए दकए जाने िाला व्यय भारत सरकार के संजचत जनजध स ेउपगत दकया जाएगा। 7903 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] और उि सरकार, उि फायद े की प्राजप्त के जलए ित ा के रूप म ें ऐसे फायदाग्राही स े आधार संख्या रखने का अथिा दकसी ऐस े व्यजि की दिा म,ें जजसके पास आधार संख्या नहीं ह ै ऐस े नामांकन के जलए आिेदन करन े का सबूत या अजधप्रमाणन प्रस्ट्तुत करन े की अपेक्षा करती ह;ै अत:, अब, केन्रीय सरकार, आधार (जितिीय और अन्य सहाजयदकयों प्रसुजिधाओं और सेिाओं का लजक्षत पररदान) अजधजनयम, 2016 (2016 का 18) (जजसे इसम ें इसके पश्चात ् उि जनयम कहा गया ह)ै की धारा 7 के उपबंधों के अनुसरण में जनम्नजलजखत को अजधसूजचत करती ह,ै अथाात:्-
1.(1) उि स्ट्कीम के अधीन उि फायद े का उपभोग करने के िांछनीय व्यजि स े अजधप्रमाणन या आधार संख्या होने का सबूत प्रस्ट्तुत करने की अपेक्षा होगी ।
(2) ऐसे दकसी व्यजि की दिा म ें जजसे आधार संख्या समनुदेजित नहीं की गई ह,ै स े नामांकन के जलए आिेदन करना अपेजक्षत होगा: परंत ु यदद िह व्यजि बालक ह ै तो ऐसा आिेदन केिल उसके माता-जपता या जिजध सरं क्षक की सहमजत स े ही दकया जाएगा ।
(3) आधार (नामांकन और अद्यतन) जिजनयम 2016 के जिजनयम 12 के उपबंधों के अनसु रण म ें उि सामाजजक न्याय और अजधकाररता जिभाग उन फायदगा्रजहयों का नामांकन सुजनजश्चत करेगा जजन्ह ें अभी नामादं कत दकया जाना ह ै या उनके आधार ब्यौरों उजचत रीजत म ें अद्यतन दकया जाएगा जजसम ें रजजस्ट्रार के साथ समन्िय और सुजिधाजनक स्ट्थानों पर नामांकन केन्रों को स्ट्थाजपत करना या नामांकन प्रसुजिधाओं को स्ट्ियं रजजस्ट्रार बनकर उपबंजधत करना सजममजलत ह:ै परंतु जब तक ऐस े फायदाग्राही को आधार संख्या नहीं जमल जाती तब तक िह उि फायदा पाने के जलए अपनी पहचान साजबत करने के जलए ऐस े जनम्नजलजखत दस्ट्तािेज उपदर्शित कर सकता ह ै जो उसके पास ह ैं और जो उपदर्शित करत े समय जिजधमान्य ह ैं या यदद उि सामाजजक और अजधकाररता जिभाग द्वारा पहचान के जलए उपलब्ध कराया गया ह ै या प्राजधकृत साफ्टिेयर ऐसी पहचान के जलए ऐसे दस्ट्तािेजों की अंतिास्ट्तु के रूप म ें जानकारी को संबंजधत प्राजधकाररयों के डाटा बेस म ें ही इलेक्राजनक रूप म ें अजभप्राप्त करन े की सुजिधा देता ह ै और उन्ह ें तैयार या बनाए रखता ह ै िह ऐसी जानकारी अजभप्राप्त करने के जलए अपनी सहमजत द ेसकेगा। अठारह िष ा स े कम आय ुके ऐसे बालक के जलए जजसे आधार सख्ं या समनुदेजित नहीं की गई ह:ै (क) नामांकन केन्र पर प्रचालक द्वारा फायदाग्राही के नामांकन प्रदिया के पूणा होने की पािती जजसम ें नामांकन आईडी अंतर्शिि हो; और (ख) फायदाग्राही के अठारह िषा स े कम आय ु का बालक होन े का प्रमाण प्रस्ट्तुत करन े के जलए जनम्नजलजखत म ें स े कोई एक दस्ट्तािेज, अथाात्:-
(i) जन्म और मृत्य ु रजजस्ट्रीकरण अजधजनयम, 1969 (1969 का 18) के अधीन ददया गया जन्म प्रमाण पत्र, जैसा दक फायदाग्राही के जन्म के सबं ंध में जन्म रजजस्ट्टर म ें दज ा प्रजिजि स े जनकाला गया ह;ै
(ii) भारतीय पासपोट;ा
(iii) मान्यता प्राप्त जिद्यालय जिक्षा बोडा द्वारा जारी मैररक या 10िीं कक्षा या उच्च माध्यजमक या 12िीं कक्षा का प्रमाण पत्र या अंक जििरण;
(iv) देखरेख और सरं क्षण की आिश्यकता िाले बालक या जिजध का उल्लंघन करन े िाल े बालक के संबंध म,ें जजस े संबंजधत राज्य सरकार द्वारा दकिोर न्याय (देखरेख और संरक्षण) अजधजनयम, 2015 (2016 का 2) के अधीन बनाए गए जनयमों के अनुसार रजजस्ट्रीकृत बाल देखरेख संस्ट्था म ें रखा गया ह,ै ऐसे संस्ट्थान के प्रभारी व्यजि, अधीक्षक, बाल कल्याण अजधकारी या पररिीक्षा अजधकारी द्वारा जारी दकया गया जन्म तारीख जिजनर्ददि करने िाला प्रमाण पत्र; या
(v) दकसी जिदेिी नागररक के संबंध म,ें -[भाग II—खण् ड 3(ii)] भारत का राजपत्र : असाधारण 3
(1) यदद िह प्रिासी भारतीय नागररक काडधा ारक ह,ै तो जिदिे ी भारतीय नागररक काड;ा
(2) यदद िह जतब्बती िरणाथी ह,ै तो जिदेिी क्षेत्रीय रजजस्ट्रीकरण कायाालय द्वारा जारी रजजस्ट्रीकरण प्रमाण पत्र;
(3) यदद िह नपे ाल या भूटान का नागररक ह,ै तो नपे ाल या भटू ान का पासपोट;ा
(4) यदद िह भारत के प्रिासी नागररक काडधा ारक, जतब्बती िरणाथी या नेपाल या भूटान का नागररक स े जभन्न ह,ै तो उसके पास पासपोट ा के साथ भारतीय िीजा या ितामान म ें जिजधमान्य या अिसजनत जिदेिी पासपोटा के साथ भारत का दीघाकाजलक िीजा; या (ग) फायदाग्राही के माता-जपता या जिजधक संरक्षक के साथ उसके संबंध को प्रमाजणत करन े के जलए, फायदाग्राही की तस्ट्िीर िाला जनम्नजलजखत म ें से कोई एक दस्ट्तािेज, अथाात:्-
(i) रािन काड;ा
(ii) जाजत प्रमाण पत्र या अजधिास प्रमाण पत्र, जो दकसी राजपजत्रत अजधकारी द्वारा जारी दकया गया हो, जो राज्य सरकार का कायाकारी मजजस्ट्रेट हो या राजस्ट्ि अजधकारी हो, और तहसीलदार के रैंक स ेनीच े का न हो;
(iii) दकसी सरकारी अजस्ट्तत्ि या पजब्लक सेक्टर के उद्यम द्वारा सेिाजनिृति या सेिारत लोकसेिक या उसके पररिार के सदस्ट्य को जारी दकया गया जचदकत्सा या बीमा पहचान पत्र;
(iv) भारतीय पासपोट;ा
(v) मान्यता प्राप्त जिद्यालय जिक्षा बोडा द्वारा जारी मैररक या 10िीं कक्षा या उच्च माध्यजमक या 12िीं कक्षा का प्रमाण पत्र या अंक जििरण;
(vi) देखरेख और सरं क्षण की आिश्यकता िाले बालक या जिजध का उल्लंघन करन े िाल े बालक के संबंध म,ें जजस े संबंजधत राज्य सरकार द्वारा दकिोर न्याय (देखरेख और संरक्षण) अजधजनयम, 2015 (2016 का 2) के अधीन बनाए गए जनयमों के अनुसार रजजस्ट्रीकृत बाल देखरेख संस्ट्था म ें रखा गया ह,ै ऐसे संस्ट्थान के प्रभारी व्यजि, अधीक्षक, बाल कल्याण अजधकारी या पररिीक्षा अजधकारी द्वारा जारी दकया गया जन्म तारीख जिजनर्ददि करने िाला प्रमाण पत्र; या
(vii) दकसी जिदेिी नागररक के संबंध म,ें -
(1) यदद िह प्रिासी भारतीय नागररक काडधा ारक ह,ै तो जिदिे ी भारतीय नागररक काड;ा
(2) यदद िह जतब्बती िरणाथी ह,ै तो जिदेिी क्षेत्रीय रजजस्ट्रीकरण कायाालय द्वारा जारी रजजस्ट्रीकरण प्रमाण पत्र;
(3) यदद िह नपे ाल या भूटान का नागररक ह,ै तो नपे ाल या भटू ान का पासपोट;ा
(4) यदद िह भारत के प्रिासी नागररक काडधा ारक, जतब्बती िरणाथी या नेपाल या भूटान के नागररक के अलािा कोई अन्य व्यजि ह,ै तो जिदेिी पासपोटा के साथ भारतीय िीजा या ितामान म ें जिजधमान्य या अिसजनत जिदेिी पासपोटा के साथ भारत का दीघाकाजलक िीजा; या
(viii) ऐसे फायदाग्राही के संबंध म ें जजसका कोई जिजधक संरक्षक ह,ै दतिक ग्रहण आदेि या जिजधक संरक्षकत्ि को प्रमाजणत करने िाला कोई अन्य दस्ट्तािेज, जो जजला मजजस्ट्रेट या जिजध न्यायालय या सक्षम प्राजधकारी द्वारा संरक्षक और प्रजतपाल्य अजधजनयम, 1890 (1890 का 8 ), दकिोर न्याय (देखरेख और संरक्षण) अजधजनयम, 2015 (2016 का 2), राष्ट्रीय स्ट्िपरायणता, प्रमजस्ट्तष्क घात, मानजसक मंधता और बहुजनष्कतताग्रस्ट्त व्यजि कल्याण न्यास अजधजनयम, 1999 (1999 का 44) या ददव्यागं जन अजधकार अजधजनयम, 2016 ( 2016 का 49) और उि अजधजनयमों के अधीन बनाए गए लाग ू जनयमों और जिजनयमों के अधीन जारी दकया गया हो, या
(ix) कोई अन्य दस्ट्तािेज जैसा उि जिभाग जिजनर्ददि करे।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] अठारह िष ा या उससे अजधक आय ु के उन फायदाग्राजहयों के जलए जजन्ह ेंआधार संख्या समनुदजे ित नहीं की गई ह:ै (क) नामांकन केंर पर प्रचालक द्वारा फायदाग्राही के नामांकन प्रदिया पूरी करन े की स्ट्िीकृजत, जजसम ें नामांकन आईडी सजममजलत हो; और (ख) फायदाग्राही की तस्ट्िीर िाले जनम्नजलजखत दस्ट्तािेजों म ें से कोई एक, अथाात:्-
(i) भारत जनिााचन आयोग द्वारा जारी जनिााचक का फोटो पहचान पत्र;
(ii) रािन काड;ा
(iii) जाजत प्रमाण पत्र या अजधिास प्रमाण पत्र, जो दकसी राजपजत्रत अजधकारी द्वारा जारी दकया गया हो, जो राज्य सरकार का कायाकारी मजजस्ट्रेट हो या राजस्ट्ि अजधकारी हो, और तहसीलदार के पद स ेनीच े का न हो;
(iv) दकसी सरकारी अजस्ट्तत्ि या पजब्लक सेक्टर के उद्यम द्वारा सेिाजनिृति या सेिारत लोक सेिक या उसके पररिार के सदस्ट्य को जारी दकया गया जचदकत्सा या बीमा पहचान पत्र;
(v) भारतीय पासपोट;ा
(vi) मान्यता प्राप्त जिद्यालय जिक्षा बोड ा द्वारा जारी मैररक या 10िीं कक्षा या उच्च माध्यजमक या 12िीं कक्षा का प्रमाण पत्र या अंक जििरण;
(vii) सरकारी अजस्ट्तत्ि या पजब्लक सेक्टर के उद्यम द्वारा सिे ारत या सेिाजनिृति लोक सेिक को जारी दकया गया पहचान पत्र या अन्य पहचान दस्ट्तािेज;
(viii) जिकलांग व्यजियों के अजधकार जनयम, 2017 के अधीन अजधसूजचत जचदकत्सा प्राजधकरण द्वारा जारी जिकलांगता प्रमाण पत्र, या भारत सरकार के जिकलांग व्यजियों के सिजिकरण जिभाग (ददव्यांगजन) द्वारा जारी जिजिि जिकलांगता पहचान पत्र;
(ix) भारत म ेंजारी चालन अनज्ञु जप्त ;
(x) देखरेख और संरक्षण की आिश्यकता िाल े बालक या जिजध का उल्लंघन करन े िालेबालक के संबंध म,ें जजसे संबंजधत राज्य सरकार द्वारा दकिोर न्याय (देखरेख और संरक्षण) अजधजनयम, 2015 (2016 का 2) के अधीन बनाए गए जनयमों के अनुसार रजजस्ट्रीकृत बाल देखरेख संस्ट्था म ें रखा गया ह,ै ऐसे संस्ट्थान के प्रभारी व्यजि, अधीक्षक, बाल कल्याण अजधकारी या पररिीक्षा अजधकारी द्वारा जारी दकया गया जन्म तारीख जिजनर्ददि करने िाला प्रमाण पत्र; या
(xi) दकसी जिदेिी नागररक के संबंध
(1) यदद िह जिदेिी भारतीय नागररक काडधा ारक ह,ै तो जिदिे ी भारतीय नागररक काड;ा
(2) यदद िह जतब्बती िरणाथी ह,ै तो जिदेिी क्षेत्रीय रजजस्ट्रीकरण कायाालय द्वारा जारी रजजस्ट्रीकरण प्रमाण पत्र;
(3) यदद िह नपे ाल या भूटान का नागररक ह,ै तो नपे ाल या भटू ान का पासपोट;ा
(4) यदद िह भारत के प्रिासी नागररक काडाधारक, जतब्बती िरणाथी या नेपाल या भूटान के नागररक के जसिाय कोई अन्य व्यजि ह,ै तो जिदेिी पासपोटा के साथ भारतीय िीजा या ितामान म ें जिजधमान्य या समाप्त हो चुके जिदेिी पासपोटा के साथ भारत का दीघका ाजलक िीजा; या
(xii) ऐसे फायदाग्राही के संबंध म ें जजसका कोई जिजधक संरक्षक ह,ै दतिक ग्रहण आदेि या जिजधक संरक्षकत्ि को प्रमाजणत करने िाला कोई अन्य दस्ट्तािेज, जो जजला मजजस्ट्रेट या जिजध न्यायालय या सक्षम प्राजधकारी द्वारा संरक्षक और प्रजतपाल्य अजधजनयम, 1890 (1890 का 8 ), दकिोर न्याय (देखरेख और संरक्षण) अजधजनयम, 2015 (2016 का 2), राष्ट्रीय स्ट्िपरायणता, प्रमजस्ट्तष्क घात, मानजसक मंधता और बहुजनष्कतताग्रस्ट्त व्यजि कल्याण न्यास अजधजनयम, 1999[भाग II—खण् ड 3(ii)] भारत का राजपत्र : असाधारण 5 (1999 का 44), ददव्यांगजन अजधकार अजधजनयम, 2016 (2016 का 49) और उि अजधजनयमों के अधीन बनाए गए लाग ू जनयमों और जिजनयमों के अधीन जारी दकया गया हो; या
(xiii) कोई अन्य दस्ट्तािेज जैसा उि जिभाग जिजनर्ददि करे।
(4) उि जिभाग द्वारा इस संबधं म ें नाजमत अजधकारी खडं (3) के अधीन प्रस्ट्तुत दस्ट्तािेजों या उनकी जिषयिस्ट्तु को प्रमाजणत करने िाली सूचनाओं की जााँच करेगा और िह यह भी जााँच करेगा,- (क) नामांकन आईडी को मायआधार पोटाल (https://myaadhaar.uidai.gov.in/portal) पर जमा करके नामांकन अनरु ोध की जस्ट्थजत की पुजि करना दक नामांकन आईडी जिजधमान्य ह ै और नामांकन अनरु ोध अस्ट्िीकृत नहीं हुआ ह;ै और (ख) अन्य दस्ट्तािेजों के जलए, और इस उद्देश्य के जलए, दकसी भी सरकारी अजस्ट्तत्ि या प्राजधकरण की सहायता ले सकता ह ै और उनके साथ प्रस्ट्तुत जानकारी साझा कर सकता ह ै जो ऐस े दस्ट्तािेजों म ें जनजहत जानकारी की तैयारी या रखरखाि स े संबंजधत ह।ै
2. मंत्रालय, मीजडया के माध्यम स,े फायदाग्राजहयों को उि लाभांिों का सुगमयतापूिाक फायदा उठाने म ें सक्षम बनाने के जलए, उि स्ट्कीम के अधीन आधार संख्या की अपक्षे ाओं के बारे म ें व्यापक प्रचार द्वारा जागरूकता सुजनजश्चत करन े के जलए सभी आिश्यक उपाय करेगा ।
3. यदद दकसी फायदाग्राही के आधार संख्या का अजधप्रमाणन बायोमेररक आधाररत अजधप्रमाणन जिजधयों (जैस े चेहरे की छजि, उंगजलयों के जनिान या आइररस स्ट्कैन आधाररत अजधप्रमाणन) म ें स े दकसी के माध्यम स े दकया जाता ह ै और यह अजधप्रमाणन दकसी भी कारण स े जिफल हो जाता ह,ै जैसे दक बायोमेररक जानकारी की खराब गणु ितिा, तो जनम्नजलजखत उपचारात्मक उपाय अपनाए जाएंग,े अथाात:्- (क) यदद बायोमेररक आधाररत अजधप्रमाणन का कोई जििेष तरीका सफल नहीं होता ह,ै तो बायोमेररक आधाररत अजधप्रमाणन या िन-टाइम जपन (ओटीपी) आधाररत अजधप्रमाणन का कोई अन्य तरीका, जहााँ भी संभि और स्ट्िीकाय ा हो, प्रस्ट्ताजित दकया जाएगा;
(ख) जजन मामलों म ें बायोमेररक-आधाररत या िन-टाइम जपन (ओटीपी)-आधाररत अजधप्रमाणन संभि नहीं ह,ै िहा ं आधार सुरजक्षत त्िररत प्रजतदिया (क्यआू र) कोड या आधार पपे रलेस ऑफलाइन ई-केिाईसी दस्ट्तािेज़ पर भारतीय जिजिि पहचान प्राजधकरण के जडजजटल हस्ट्ताक्षर प्रमाणपत्र के ऑफलाइन सत्यापन द्वारा आधार संख्या की प्रामाजणकता स्ट्थाजपत करने के बाद, उि स्ट्कीम के अधीन फायदा जनम्नजलजखत म ेंस ेदकसी भी आधार पर ददए जा सकेंगे :
(i) आधार काड,ा आधार पत्र (अथाात,् आधार संख्या धारक को उसकी आधार संख्या उत्पन्न होने पर जारी दकया गया पत्र) या ई-आधार (अथाात्, आधार पत्र की पासिड-ा सुरजक्षत इलक्े रॉजनक प्रजत जजसे भारतीय जिजिि पहचान प्राजधकरण की िेबसाइट स े डाउनलोड दकया जा सकता ह ै या उसके mAadhaar ऐप का उपयोग करके प्राप्त दकया जा सकता ह)ै यिु आधार सुरजक्षत त्िररत प्रजतदिया (क्यूआर) कोड, आधार क्यआू र स्ट्कैनर या mAadhaar ऐप का उपयोग करके क्यूआर कोड को स्ट्कैन करके ऑफ़लाइन सत्यापन के माध्यम से इसकी प्रामाजणकता स्ट्थाजपत होन े के पश्चात ;
(ii) आधार पेपरलेस ऑफलाइन ई-केिाईसी दस्ट्तािेज़ (जजसे भारतीय जिजिि पहचान प्राजधकरण की िेबसाइट स े डाउनलोड दकया जा सकता ह ै या उसके mAadhaar ऐप के माध्यम स े प्राप्त दकया जा सकता ह)ै , जजसकी प्रामाजणकता संबंजधत मंत्रालय या जिभाग या स्ट्कीम कायाान्ियन अजभकरण द्वारा इस प्रयोजन के जलए भारतीय जिजिि पहचान प्राजधकरण की िेबसाइट पर इस संबंध म ें ददए गए ब्यौरों के अनुसरण म ें जिकजसत एजललकेिन के माध्यम स े दस्ट्तािेज़ पर भारतीय जिजिि पहचान प्राजधकरण के जडजजटल हस्ट्ताक्षर प्रमाणपत्र के ऑफलाइन सत्यापन द्वारा स्ट्थाजपत की गई हो ।

NOTIFICATION New Delhi, the 14th October, 2026 S.O. 5628(E).— Whereas, the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency;
And whereas, the Department of Social Justice and Empowerment (hereinafter referred to as the said Department) of the Ministry of Social Justice and Empowerment in the Government of India (hereinafter referred to as the said Government) is administering the Central Sector Scheme namely, Special Scholarship Scheme under ‘PM CARES for Children Scheme’ (hereinafter referred to as the said scheme);
And whereas, scholarship assistance to continue education from class 1st onwards till class 12th (hereinafter referred to as the said benefit) is given to the children who are the beneficiaries of the said scheme (hereinafter referred to as the beneficiaries) under the said scheme and the instructions and guidelines issued in respect thereof;
And whereas, expenditure for the said scheme is incurred from the Consolidated Fund of India;
And whereas, the said Government, for the purpose of establishing identity of a beneficiary as a condition for the receipt of the said benefit, requires that such beneficiary undergoes the authentication, or furnishes proof of possession of Aadhaar number or in the case of an individual to whom no Aadhaar number has been assigned to make an application for such enrolment;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Government of India hereby notifies the following, namely: —
1. (1) An individual desirous of availing of the said benefit under the said scheme shall be required to undergo authentication, or furnish proof of possession of Aadhaar number.
(2) In case such an individual has not been assigned an Aadhaar number, he shall be required to make an
application for enrolment:
Provided that if that individual is a child, such application shall be made only with the consent of his parent or legal guardian.
(3) In accordance with the provisions of regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the said Department shall ensure enrolment of such beneficiaries who are yet to be enrolled, or update[भाग II—खण् ड 3(ii)] भारत का राजपत्र : असाधारण 7 their Aadhaar details through appropriate measures, including coordination with Registrars and setting up
enrolment centres at convenient locations or providing enrolment facilities by becoming a Registrar itself:
Provided that till such time an Aadhaar number is assigned to such beneficiary, he may establish his identity to avail the said benefit, by presenting the following documents to which he is entitled and which are valid at the time of presentation, or, in case the software provided or authorised by the said Department for such identification supports electronic obtaining of information evidencing the contents of such documents from the database of the authorities dealing with the preparation or maintenance thereof, by giving his consent for so obtaining, namely:—
For a child below eighteen years of age to whom an Aadhaar number has not been assigned:
(a) the acknowledgement of the beneficiary having undergone the process of enrolment,
provided by the operator at the enrolment centre, containing the Enrolment ID; and
(b) any one of the following documents to evidence that the beneficiary is a child below eighteen years of age, namely:—
(i) certificate of birth given under the Registration of Births and Deaths Act, 1969 (18 of 1969), as extracted from the entry made in the register of births regarding the birth of the beneficiary;
(ii) Indian passport;
(iii) certificate or statement of marks of matriculation or 10th class or higher secondary or 12th class, issued by a recognised Board of school education;
(iv) in respect of a child in need of care and protection or a child in conflict with law, who is housed in a child care institution registered as such with the State Government concerned under the rules made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016), certificate specifying his date of birth issued by the person-in-charge, superintendent, Child Welfare Officer or probation officer of such institution; or
(v) in respect of a foreign national,—
(I) if he is an Overseas Citizen of India Cardholder, an Overseas Citizen of India Card;
(II) if he is a Tibetan refugee, a registration certificate issued by a Foreigners Regional Registration Office;
(III) if he is a national of Nepal or Bhutan, a passport of Nepal or Bhutan;
(IV) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a national of Nepal or Bhutan, either an Indian visa along with foreign passport or a Long Term Visa to India along with currently valid or expired foreign passport; or
(c) any one of the following documents, having the photograph of the beneficiary, to evidence his relationship with the parent or legal guardian, namely:—
(i) Ration card;
(ii) caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive Magistrate or a revenue officer of the State Government, not below the rank of Tahsildar;
(iii) medical or insurance identity card issued by a government entity or public sector enterprise to a retired or serving public servant or his family member;
(iv) Indian passport;
(v) certificate or statement of marks of matriculation or 10th class or higher secondary or 12th class, issued by a recognised Board of school education;
(vi) in respect of a child in need of care and protection or a child in conflict with law, who is housed in a child care institution registered as such with the State Government concerned under the rules made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016), certificate specifying his date of birth issued by the person-in-charge, superintendent, Child Welfare Officer or probation officer of such institution; or8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
(vii) in respect of a foreign national,—
(I) if he is an Overseas Citizen of India Cardholder, an Overseas Citizen of India Card;
(II) if he is a Tibetan refugee, a registration certificate issued by a Foreigners Regional Registration Office;
(III) if he is a national of Nepal or Bhutan, a passport of Nepal or Bhutan;
(IV) if he is other than an Overseas Citizen of India Cardholder, Tibetan refugee or a national of Nepal or Bhutan, either an Indian visa along with foreign passport or a Long Term Visa to India along with currently valid or expired foreign passport; or
(viii) in respect of a beneficiary who has a legal guardian, adoption order or other document to evidence legal guardianship, which is issued by the District Magistrate or a court of law or competent authority under the Guardians and Wards Act, 1890 (8 of 1890), the Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016), the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 (44 of 1999) or the Rights of Persons with Disabilities Act, 2016 (49 of 2016) and the applicable rules and regulations made under the said Acts; or
(ix) any other document as the said Department may specify. Or
For beneficiaries aged eighteen years or more to whom an Aadhaar number has not been assigned:
(a) the acknowledgement of the beneficiary having undergone the process of enrolment,
provided by the operator at the enrolment centre, containing the Enrolment ID; and
(b) any one of the following documents, having the beneficiary’s photograph, namely:—
(i) Elector’s Photo Identity Card issued by the Election Commission of India;
(ii) ration card;
(iii) caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive Magistrate or a revenue officer of the State Government, not below the rank of Tahsildar;
(iv) medical or insurance identity card issued by a government entity or public sector enterprise to a retired or serving public servant or his family member;
(v) Indian passport;
(vi) certificate or statement of marks of matriculation or 10th class or higher secondary or 12th class, issued by a recognised Board of school education;
(vii) identity card or other identity document issued to serving or retired public servant by a government entity or a public sector enterprise;
(viii) disability certificate issued by notified medical authority under the Rights of Persons with Disabilities Rules, 2017, or a Unique Disability Identification card issued by the Department of Empowerment of Persons with Disabilities
(Divyangjan), Government of India;
(ix) driving licence issued in India;
(x) in respect of a child in need of care and protection or a child in conflict with law, who is housed in a child care institution registered as such with the State Government concerned under the rules made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016), a certificate specifying his date of birth issued by the person-in-charge, superintendent, Child Welfare Officer or probation officer of such institution; or
(xi) in respect of a foreign national,—
(I) if he is an Overseas Citizen of India Cardholder, an Overseas Citizen of India Card;

(III) if he is a national of Nepal or Bhutan, a passport of Nepal or Bhutan;
(IV) if he is other than an Overseas Citizen of India Cardholder, Tibetan refugee or a national of Nepal or Bhutan, either an Indian visa along with foreign passport or a Long Term Visa to India along with currently valid or expired foreign passport; or
(xii) in respect of a beneficiary who has a legal guardian, adoption order or other document to evidence legal guardianship, which is issued by the District Magistrate or a court of law or competent authority under the Guardians and Wards Act, 1890 (8 of 1890), the Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016), the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 (44 of 1999) or the Rights of Persons with Disabilities Act, 2016 (49 of 2016) and the applicable rules and regulations made under the said Acts; or
(xiii) any other document as the said Department may specify.
(4) An officer designated by the said Department in this behalf shall check the documents presented or the information evidencing the contents thereof under clause (3) and shall also check,—
(a) the status of the enrolment request by submitting the Enrolment ID on myAadhaar portal (https://myaadhaar.uidai.gov.in/portal) to confirm that the Enrolment ID is valid and that the enrolment request does not stand rejected; and
(b) the other documents, and for this purpose, may take the assistance of and share the information presented with any government entity or an authority that deals with the preparation or maintenance of the information contained in such documents.
2. In order to enable the beneficiaries to avail of the said benefits conveniently, the Ministry shall take all necessary steps to ensure wide publicity through media to make the beneficiaries aware of the requirement of Aadhaar number under the said scheme.
3. Where the authentication of the Aadhaar number of a beneficiary done through any of the biometric-based modes of authentication (namely, facial image, fingerprints or iris scan based authentication) fails due to any reason, such as poor quality of biometric information, the following remedial mechanisms shall be adopted, namely:—
(a) in case any particular biometric-based mode of authentication is not successful, any other mode of biometric-based authentication or one-time pin (OTP) based authentication shall, wherever feasible and admissible, be offered;
(b) in cases where biometric-based or One-time pin (OTP) based modes of authentication are not possible, benefits under the said scheme may, after establishing the genuineness of the Aadhaar number by doing offline verification of the digital signature certificate of the Unique Identification Authority of India on the Aadhaar Secure Quick Response (QR) Code or the Aadhaar Paperless Offline e-KYC document, as the case may be, be given on the basis of any of the following:
(i) an Aadhaar Secure Quick Response (QR) Code containing Aadhaar card, Aadhaar letter (i.e., the letter issued to an Aadhaar number holder on generation of his Aadhaar number) or e-Aadhaar (i.e., the password-protected electronic copy of Aadhaar letter downloadable from the website of the Unique Identification Authority of India or accessible using its mAadhaar app), after its genuineness is established through offline verification by scanning the QR code using the Aadhaar QR Scanner or mAadhaar apps;
(ii) Aadhaar Paperless Offline e-KYC document (downloadable from the website of the Unique Identification Authority of India or accessible using its mAadhaar app), after its genuineness is established through offline verification of the digital signature certificate of the Unique Identification Authority of India on the document through the application developed by the Ministry or Department or scheme implementing agency concerned for this purpose, in accordance with the details given in this regard on the website of the Unique Identification Authority of India.10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
4. Notwithstanding anything contained hereinabove,—
(a) the benefit under the said scheme shall not be denied to any child—
(i) in case of failure to establish his identity by undergoing authentication or to furnish proof of possession of Aadhaar number; or
(ii) in case of production of an application for enrolment where he has not been assigned an Aadhaar number;
(b) the benefit under the said scheme shall be given to such a child by verifying his identity and establishing his relationship with his parent or legal guardian in the manner specified in the proviso to sub-paragraph (3) of paragraph 1; and
(c) where benefit is given under clause (b), a record shall be maintained in respect of the same, which shall be reviewed and audited periodically by the said Department.
5. In order to ensure that bona fide beneficiaries aged eighteen years or more are not deprived of the benefit due to them under the said scheme, the Department shall follow the exception handling mechanism specified in the Office Memorandum no. D-26011/04/2017-DBT, dated the 19th December, 2017 of the Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India (available on https://dbtbharat.gov.in).
