1. संजिप् त नाम और प्रारंभ – (1) इन जनर्मों का संजिप् त नाम भारत सरकार के प्रधान वैज्ञाजनक सलाहकार का कार्ाालर्, वैज्ञाजनक, समूह ‘क’ पि, भती जनर्म 2026 ह।ै

(2) र् ेरािपत्र में उनके प्रकािन की तारीख को प्रवृत होंगे।

2. पररभाषाए-ं इन जनर्मों में, िब तक दक संिभा स ेअन् र्र्ा अपजे ित न हो,- (क) “जनर्ंत्रक प्राजधकारी” से भारत सरकार के प्रधान वैज्ञाजनक सलाहकार के कार्ाालर् म ेंवैज्ञाजनक सजचव अजभप्रेत ह;ै (ख) “पि” से जनर्म 3 म ेंजवजनर्िाष्‍ट ट वैज्ञाजनक पि अजभप्रेत ह;ै (ग) “अनुसूची” से इन जनर्मों स ेउपाबद्ध अनुसूची अजभप्रेत है;

3. पिों की संख् र्ा, वगीकरण और वेतन मैररक् स में स्ट् तर –

(1) पिों की संख् र्ा, उनका वगीकरण और उससे संलग् न वेतन मैररक् स में स्ट् तर वह होगा, िो जनम्न जलजखत सारणी में जवजनर्िाष्‍ट ट ह।ै सारणी क्म पि का नाम वगीकरण पि सख्ं र् ा वते न मरै रक्स म ेंस्ट्त र सख्ं र् ा

1. साधारण केंद्रीर् सेवा, वेतन मैररक् स म ें स्ट् तर- 12 (78800- 209200 रुपर्े) वैज्ञाजनक ‘डी’ समूह ‘क’, रािपजत्रत, 7 अननुसजचवीर्

2. साधारण केंद्रीर् सेवा, वेतन मैररक् स म ें स्ट् तर- 13 (123100- 215900 रुपर्े) वैज्ञाजनक ‘ई’ समूह ‘क’, रािपजत्रत, 2 अननुसजचवीर्

3. साधारण केंद्रीर् सेवा, वेतन मैररक् स म ें स्ट् तर- 13ए (131100- 216600 रुपर्े) वैज्ञाजनक ‘एफ’ समूह ‘क’, रािपजत्रत, 2 अननुसजचवीर्

4. साधारण केंद्रीर् सेवा, वेतन मैररक् स म ें स्ट् तर- 14 (144200- 218200 रुपर्े) वैज्ञाजनक ‘िी’ समूह ‘क’, रािपजत्रत, 3 अननुसजचवीर् रटप् पण (1): प्रत्र्ेक श्रणे ी में ररजिर्ों को सवाप्रर्म उस फीडर श्रेणी के वैज्ञाजनकों से भरा िाएगा जिन् हें र्ोिना के अतं गता अगली उच् चतर श्रेणी म ेंपिोन् नजत हते ु अनुिंजसत दकर्ा गर्ा ह।ै र्दि र्ोिना के अंतगात अगली श्रणे ी म ेंपिोन्न जत हते ुजवचारार् ा अनुिंजसत वैज्ञाजनकों की संख्र्ा पिोन् नजत श्रेणी में उपलब् ध ररजिर्ों की संख् र्ा स ेअजधक हो, तो उस सीमा तक पिों को स्ट् वत:

पिोन्नजत श्रेणी म ेंउन्न त माना िाएगा, इस ित ा के अधीन दक सभी श्रेजणर्ों की संर्ुि स्ट् वीकृत पिसंख्र्ा र्र्ावत बनी रहगे ी। रटप् पण (2): त्र्ागिन् र् ररजिर्ों को सामान् र्त: संबंजधत वैज्ञाजनक अर्वा तकनीकी श्रणे ी के प्रजवजि स्ट् तर में ही प्रत्र्ावर्तात दकर्ा िाएगा। प्रकार्ाात् मक आवश्र्कताओं के आधार पर और सिम प्राजधकारी का अनुमोिन प्राप्त होन े पर, इन ररजिर्ों म ें से कुछ को प्रजवजि स्ट् तर से उच् चतर पिों पर, ररजि के स्ट्त र के अनुसार तर्ा अभ्र्र्र्ार्ों की उच्च तर िैिजणक र्ोग्र्ताओं एवं कौिल के अनरूु प, भती जनर्मों में जवजहत भती पद्धजत द्वारा भरा िा सकता है, बिते दक समस्ट्त श्रेजणर्ों की संर्ुि स्ट् वीकृत पिसंख्र्ा र्र्ावत बनी रहगे ी।

4. भती की पद्धजत- (1) वैज्ञाजनक ‘डी’ पिों पर भती र्ा तो सीधी भती द्वारा अर्वा प्रजतजनर्ुजि (अल् पकाजलक संजविा सजहत) द्वारा की िाएगी, िैसा दक अनसु चू ी-I में जवजनर्िाि ह।ै

(2) वैज्ञाजनक ‘ई’ से लेकर वैज्ञाजनक ‘िी’ तक के पिों पर भती र्ा तो र्ोिना के अंतगता पिोन्नजत अर्वा उन्नर्न द्वारा अर्वा सीधी भती अर्वा प्रजतजनर्ुजि (अल् पकाजलक संजविा सजहत) द्वारा की िाएगी, िैसा दक अनसु चू ी-I म ेंजवजनर्िाष्‍ट ट ह।ै[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3

(3) इन पिों को संघ लोक सेवा आर्ोग के अजधकार िेत्र से मिु रखा िाएगा।

(4) प्रत्र्ेक पि अर्वा प्रत् र्ेक मामले में भती की जवजध समर्-समर् पर केंद्रीर् सरकार द्वारा जवजनजित की िाएगी।

(5) जवजभन्न िेत्रों में वैज्ञाजनकों की उपलब्धता और दकसी जवजिि िेत्र में वैज्ञाजनकों की उत्तरभावी आवश्र्कता को ध्र्ान म ेंरखत ेहुए, प्रत्र्ेक पि अर्वा प्रत्र्ेक मामल ेमें आवश्र्क िैजिक अहता ा और अनुभव की जवजिि जवधा अर्वा िेत्र का जवजनश् चर् केंद्रीर् सरकार द्वारा दकर्ा िाएगा।

5. पिोन्नजत अर्वा उन्नर्न- (1) र्ोिना के अधीन र्र्ा जवजनर्िाष्‍ट ट वैज्ञाजनकों की पिोन्नजत अर्वा उन्नर्न वैज्ञाजनक ‘ई’ से लेकर वैज्ञाजनक ‘िी’ तक की श्रेणी म ेंदकर्ा िाएगा।

(2) र्ोिना के अधीन स्ट् तर-1 और स्ट् तर-2 की छानबीन हते ु र्र्ाजस्ट्र्जत, आंतररक छानबीन सजमजत तर्ा जनधाारण बोडा अर्वा जवभागीर् सहकमी समीिा सजमजत, का गठन अनसु चू ी- II म ेंर्र्ाजवजहत के अनुसार होगा।

6. वार्षाक कार्ा जनष्‍टप ािन मूल् र्ांकन प्रजतवेिन और वार्षाक कार्ा प्रजतवेिन- र्ोिना में प्रित् त प्ररूप के अनुसार वार्षाक कार्ा प्रजतवेिन और वार्षाक कार्ा जनष्‍टप ािन मल्ू र्ांकन प्रजतवेिन के प्रपत्र को आज्ञापक रूप से वज्ञै ाजनकों द्वारा प्रत् र्ेक वषा भरा िाएगा।

7. पररवीिा- (1) सीधी भती के आधार पर जनर्ुक्त प्रत् र्के वैज्ञाजनक एक वष ा की अवजध के जलए पररवीिा पर रहगे ा: परंत ु संवग ा जनर्ंत्रक प्राजधकारी, इस संबंध म ें केंद्रीर् सरकार द्वारा समर्-समर् पर िारी अनुििे ों अर्वा आिेिों के अनुसार, पररवीिा अवजध का जवस्ट् तार कर सकता ह।ै

(2) जवभागीर् पुजि सजमजत द्वारा पररवीिा पर जनर्ुक्त वैज्ञाजनक की पुजि पर जवचार दकर्ा िाएगा, िो जनर्म 8 में जवजनर्िाष्‍ट ट ह।ै

8. पुजि – जवभागीर् पुजि सजमजत की अनुिंसा पर, केंद्रीर् सरकार द्वारा सीधी भती द्वारा जनर्ुक्त वैज्ञाजनक की पुजि की िाएगी, जिसकी संरचना जनम्न जलजखत होगी, अर्ाता ्:- (क) वैज्ञाजनक ‘डी’, ‘ई’ और ‘एफ’ के जलए –

1. जनर्ंत्रक प्राजधकारी अध् र्ि;

2. भारत सरकार के वैज्ञाजनक मंत्रालर्ों अर्वा जवभागों स े सिस्ट् र्गण । संर्ुक् त सजचव स्ट् तर के िो सिस्ट्र् (ख) वैज्ञाजनक ‘िी’ के जलए –

1. जनर्ंत्रक प्राजधकारी अध् र्ि;

2. भारत सरकार के वैज्ञाजनक मंत्रालर्ों अर्वा जवभागों से अपर सजचव सिस्ट् र्गण । स्ट् तर के िो सिस्ट् र्

9. जनरहता ा- वह व् र्जि - (क) जिसने ऐसे व् र्जि स ेजिसका पजत र्ा जिसकी पत् नी िीजवत ह,ै जववाह दकर्ा ह,ै र्ा जववाह की संजविा की ह;ै अर्वा (ख) जिसन े अपने पजत र्ा अपनी पत् नी के िीजवत रहते हुए दकसी व् र्जि से जववाह दकर्ा ह,ै र्ा जववाह की संजविा की ह;ै उक्त पि के जलए जनर्ुजि का पात्र नहीं होगा:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] परंत ु र्दि केंद्रीर् सरकार का र्ह समाधान हो िाता ह ै दक ऐसा जववाह ऐसे व् र्जि और जववाह के अन् र् पिकार को लाग ू स्ट् वीर् जवजध के अधीन अनज्ञु ेर् ह ैऔर ऐसा करन े के जलए अन् र् आधार ह ैंतो वह दकसी व् र्जि को इस जनर्म के प्रवतना स ेछूट िे सकेगी।

10. जिजर्ल करन े की िजि– िहां केंद्रीर् सरकार की र्ह रार् ह ै दक ऐसा करना आवश् र्क र्ा समीचीन ह,ै वहां वह उसके जलए िो कारण ह,ैं उन् ह ें लेखबद्ध करके तर्ा कार्माक और प्रजििण जवभाग से परामिा करके इन जनर्मों के दकसी भी उपबंध को दकसी वगा र्ा प्रवग ाके व् र्जिर्ों की बाबत, आिेि द्वारा जिजर्ल कर सकेगी।

11. व् र्ावृजत्त- इन जनर्मों की कोई बात ऐसे आरिण, आर् ुसीमा में छूट और अन् र् ररर्ार्तों पर प्रभाव नहीं डालेगी, जिनका केंद्रीर् सरकार द्वारा इस संबंध में समर्-समर् पर िारी आििे ों के अनुसार अनुसूजचत िाजतर्ों, अनुसूजचत िनिाजतर्ों, अन् र् जपछडा वगों, भूतपूवा सैजनकों और अन् र् जविषे प्रवग ाके व् र्जिर्ों के जलए उपबंध कराना अपेजित ह।ै अनसु चू ी- I [जनर्म 4 िेखें] वज्ञै ाजनक ‘डी’ स ेवज्ञै ाजनक ‘िी’ तक के पिों पर भती

1. (अ) सीधी भती के आधार पर वज्ञै ाजनक ‘डी’ के पि पर जनर्जु ि – (क) आवश्र् क अहता ाएं :

(i) दकसी मान् र्ता प्राप्त जवश्वजवद्यालर् अर्वा संस्ट्र्ान स े भौजतक अर्वा रासार्जनक अर्वा िजै वक अर्वा भू-वार्ुमंडलीर् अर्वा पर्ाावरणीर् अर्वा गजणतीर् अर्वा संगणनात्मक एवं सचू ना अर्वा कृजष जवज्ञान म ेंस्ट् नातकोत् तर उपाजध;

अर्वा दकसी मान्र्ता प्राप्त जवश्वजवद्यालर् अर्वा संस्ट्र्ान से अजभर्ांजत्रकी अर्वा प्रौद्योजगकी अर्वा िैव प्रौद्योजगकी अर्वा जचदकत्सा अर्वा पिु जचदकत्सा जवज्ञान अर्वा भेषजिक जवज्ञान म ेंस्ट् नातक उपाजध (न्र्ूनतम चार वष ा का पाठ्यक्म);

(ii) वैज्ञाजनक और प्रौद्योजगकीर् संगठनों म ेंअर्वा औद्योजगक और िैिजणक संस्ट्र्ानों म ेंअनुसंधान एव ंजवकास कार्ा में अर्वा िोनों में आठ वष ा का अनुभव। (ख) वाछं नीर् अहता ाएं: दकसी मान्र्ता प्राप्त जवश्वजवद्यालर् अर्वा संस्ट्र्ान से भौजतक अर्वा रासार्जनक अर्वा िैजवक अर्वा भू-वार्मु ंडलीर् अर्वा पर्ाावरणीर् अर्वा गजणतीर् अर्वा संगणनात् मक एवं सचू ना अर्वा कृजष जवज्ञान म ेंजवद्या वाचस्ट् पजत उपाजध र्ा अजभर्ांजत्रकी अर्वा प्रौद्योजगकी अर्वा िैव प्रौद्योजगकी अर्वा जचदकत्सा अर्वा पि ु जचदकत्सा जवज्ञान अर्वा औषजध जवज्ञान में स्ट् नातकोत् तर उपाजध। रटप् पण 1: आवेिन आमंजत्रत करते समर् जवज्ञापन म ें जवजिि जवषर् को उपिर्िात दकर्ा िाएगा। रटप् पण 2: न् र्नू तम आवश् र्क ििै जणक र्ोग् र्ता प्राप् त करन े में व्र् तीत अवजध की गणना अनुभव में नहीं की िाएगी। रटप् पण 3: जवद्या वाचस्ट् पजत की उपाजध की पणू ाता की ित ा के अधीन जवश्वजवद्यालर् अर्वा सस्ट्ं र्ान द्वारा प्रित्त प्रमाणपत्र स े प्रमाजणत होन े पर, दकसी मान् र्ता प्राप् त जवश् वजवद्यालर् अर्वा संस्ट्र् ान से आवश्र्क र्ोग्र्ता के िेत्र म ें जवद्या वाचस्ट् पजत की उपाजध प्राप् त करने म ेंव् र्तीत अजधकतम िो वषा तक अवजध, की गणना अनुभव में की िाएगी। रटप् पण 4: जवद्या वाचस्ट् पजत की उपाजध प्राप्त न होन ेकी जस्ट्र्जत में, जवद्या वाचस्ट् पजत की उपाजध प्राप् त करन ेहते ुव्यतीत अवजध की गणना दकसी भी प्रर्ोिन के जलए अनुभव म ेंनहीं की िाएगी। रटप् पण 5: पणू ाकाजलक जनर्ोिन (जनर्जमत अर्वा संजविात् मक) के मामलों में, र्दि उक्त जनर्ोिन की अवजध िो वषा स े अजधक हो और वही अवजध जवद्या वाचस्ट् पजत की उपाजध प्राप् त करने की अवजध के सार् मले खाती हो, तो अनुभव की गणना केवल जनर्ोिन अवजध के जलए की िाएगी, न दक जवद्या वाचस्ट् पजत की उपाजध के जलए। (आ) वज्ञै ाजनक ‘डी’ के पि पर प्रजतजनर्जु ि (अल्प काजलक सजं विा सजहत) के आधार पर भती-[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 केंद्रीर् सरकार अर्वा राज्र् सरकारों अर्वा संघ राज्र् िेत्रों अर्वा केंद्रीर् सरकार अर्वा राज्र् सरकार के उपक्म, अर्वा जवश्वजवद्यालर्, अर्वा मान्र्ता प्राप्त अनुसंधान संस्ट्र्ा, अर्वा कानूनी अर्वा स्ट्वार्त् त सगं ठन के ऐसे वैज्ञाजनक अर्वा प्रौद्योजगकीजवि-् (क) (i) िो जनर्जमत आधार पर सििृ पि धारण करत े हों, अर्वा

(ii) जिन् होंने वेतन मैररक् स में स्ट्त र- 11 (67700-208700 रुपर्े) अर्वा समतल्ु र् में जनर्जमत आधार पर पि पर जनर्ुजि के पश् चात् उस ग्रडे म ेंचार वष ा की सेवा की हो; और (ख) िो सीधी भती हते ु उप-अनुच्छेि (अ) के अधीन जवजहत आवश्र्क और वांछनीर् अहता ाएं रखत े हों। रटप् पण 1: प्रजतजनर्ुजि (जिसके अंतगात अल्पकाजलक संजविा भी ह)ै की अवजध, जिसके अंतगात केंद्रीर् सरकार के उसी र्ा दकसी अन्र् संगठन र्ा जवभाग में इस जनर्ुजि से ठीक पहले धाररत दकसी अन् र् संवग ा बाह्य पि पर प्रजतजनर्ुजि (जिसके अंतगता अल्पकाजलक संजविा भी ह)ै की अवजध िाजमल ह,ै साधारणतर्ा चार वष ा से अजधक नहीं होगी। रटप् पण 2: प्रजतजनर्ुक् त व् र्जि पिोन्नजत हते ु जवचार दकए िाने के जलए पात्र नहीं होंगे। रटप् पण 3: प्रजतजनर्ुजि (जिसके अतं गता अल् पकाजलक संजविा भी ह)ै द्वारा जनर्ुजि के जलए अजधकतम आर्-ु सीमा आवेिन प्राप्त करन े की अंजतम तारीख को छप् पन वषा स ेअजधक नहीं होगी।

2. (अ) सीधी भती के आधार पर वज्ञै ाजनक ‘ई’ के पि पर जनर्जु ि – (क) आवश्र् क अहता ाएं :

(i) दकसी मान् र्ता प्राप्त जवश्वजवद्यालर् अर्वा संस्ट्र्ान स े भौजतक अर्वा रासार्जनक अर्वा िजै वक अर्वा भू-वार्ुमंडलीर् अर्वा पर्ाावरणीर् अर्वा गजणतीर् अर्वा संगणनात्मक एवं सचू ना अर्वा कृजष जवज्ञान म ेंस्ट् नातकोत् तर उपाजध;

अर्वा दकसी मान्र्ता प्राप्त जवश्वजवद्यालर् अर्वा संस्ट्र्ान से अजभर्ांजत्रकी अर्वा प्रौद्योजगकी अर्वा िैव प्रौद्योजगकी अर्वा जचदकत्सा अर्वा पिु जचदकत्सा जवज्ञान अर्वा भेषजिक जवज्ञान म ेंस्ट् नातक उपाजध (न्र्ूनतम चार वष ा का पाठ्यक्म);

(II) वैज्ञाजनक एवं प्रौद्योजगकी की दकसी भी िाखा के अंतगात व् र्ापक कार्ाक्मों का रूपांकन, प्रबधं न एव ं जनिेिन;

(III) वैज्ञाजनक एवं प्रौद्योजगकी िेत्र हते ु नीजतगत पहलों का प्रमाजणत अजभलेख रखना;

NOTIFICATION New Delhi, the 27th January, 2026 G.S.R. 68(E).—In exercise of the powers conferred by the proviso to the article 309 of the Constitution and in supersession of the Office of the Principal Scientific Adviser to the Government of India, Scientists, Group ‘A’ Posts Recruitment Rules, 2018, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Scientists in the Office of the Principal Scientific Adviser to the Government of India, namely:-

1. Short title and commencement.- (1) These rules shall be called the Office of the Principal Scientific Adviser to the Government of India, Scientists, Group ‘A’ Posts Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Definitions – In these rules, unless the context otherwise requires, -

(a) “Controlling Authority” means the Scientific Secretary, in the Office of the Principal Scientific Adviser to the Government of India;

(b) “Post” means a post of Scientist as specified in rule 3;

(c) “Schedule” means Schedule appended to these rules;

(d) “Scheme” means the Revised Flexible Complementing Scheme for Scientist as issued by the Department of Personnel and Training vide O.M. No. AB-14017/41/2013-PP(RR), dated the 13th March, 2024;

(e) “Scientific Post” means a post as provided in the Scheme.

3. Number of posts, classification and level in pay matrix.- (1) The number of said posts, their classification and level in the pay matrix attached thereto shall be as specified in the following Table, namely:- Table Sl. Name of post. Classification. Number of Level in pay matrix.

Note (1): The vacancies in each grade shall be first filled from the Scientists in the feeder grade who are recommended for promotion to the next higher grade under the Scheme. If the number of Scientists recommended for consideration of promotion to the next grade under the Scheme are more than the number of vacancies available in the promotion grade, then to that extent the number of posts be automatically upgraded to the promotion grade subject to the condition that the combined sanctioned strength of all the grades shall remain the same.

Note (2): Vacancies arising due to attrition shall normally revert to the entry level grade of the respective Scientific or Technical category. Based on functional needs and with the approval of competent authority, some of these vacancies may be filled by the method of recruitment prescribed in the Recruitment Rules, for the posts above entry level, based on the level of the vacancy and commensurate with the higher qualifications and skills of individual candidates within the overall sanctioned strength.

4. Method of recruitment. - (1) The recruitment for posts of Scientists 'D' shall be made either by direct recruitment or deputation (including short-term contract) as specified in Schedule-I.14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

(2) The recruitment for posts of Scientists 'E' upto Scientists 'G' shall be made either by promotion or upgradation under the Scheme or direct recruitment or deputation (including short-term contract) as specified in Schedule-I.

(3) The posts shall be exempted from the purview of the Union Public Service Commission.

(4) The method of recruitment for each post or in each case shall be decided by the Central Government from time-to-time.

(5) Particular discipline or field of essential educational qualification and experience for each post or in each case shall be decided by the Central Government, keeping in view the availability of Scientists in different fields and the further requirement of Scientists in a particular field.

5. Promotion or upgradation. - (1) Promotion or upgradation of Scientist to the grade of Scientist ‘E’ upto Scientist ‘G’ shall be as specified under the Scheme.

(2) The composition of the Internal Screening Committee and the Assessment Board or the Departmental Peer Review Committee, as the case may be, for Level-1 and Level-2 Screening under the Scheme shall be as prescribed in Schedule – II.

6. Annual Performance Appraisal Reports and Annual Work Reports. – The Scientists shall fill up the Annual Work Report and Annual Performance Appraisal Report, in the format provided for in the Scheme, mandatorily on an annual basis.

7. Probation. – (1) Every Scientist appointed on direct recruitment basis shall be on probation for a period of

one year:

Provided that the Cadre Controlling Authority may extend the period of probation in accordance with the instructions or orders issued by the Central Government from time to time in this regard.

(2) The confirmation of the Scientist appointed on probation shall be considered by the Departmental Confirmation Committee, specified in rule 8.

8. Confirmation. - Confirmation of a Scientist appointed through direct recruitment shall be done by the Central Government on the recommendations of a Departmental Confirmation Committee, the composition of which shall be as follows, namely:-

(a) For Scientists ‘D’, ‘E’, and ‘F’ -

1. Controlling Authority Chairperson;

2. Two Members of the level of Joint Secretary to the Members.

Government of India from Scientific Ministries or Departments

(b) For Scientist 'G' -

1. Controlling Authority Chairperson;

2. Two Members of the level of Additional Secretary to the Members.

Government of India from Scientific Ministries or Departments

9. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

10. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Department of Personnel and Training, relax any of the provision of these rules with respect to any class or category of persons.

11. Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government, from time-to-time, in this regard.[भाग II—खण्‍ड 3(i)] भारत‍का‍राजपत्र‍:‍असाधारण 15 SCHEDULE – I [See rule 4] Recruitment to the posts of Scientist ‘D’ to Scientist ‘G’

1. (A) Recruitment for the post of Scientist 'D' on direct recruitment basis.-

(a) Essential Qualifications:

(i) Master’s Degree in Physical or Chemical or Biological or Earth-atmospheric or Environmental or Mathematical or Computational and Information or Agricultural Sciences from a recognised University or Institute;

Or Bachelor’s Degree in Engineering or Technology or Biotechnology or Medicine or Veterinary Sciences or Pharmaceutical Sciences (minimum four year degree course) from a recognised University or Institute;

(ii) Experience of eight years in scientific and technological organisations or research and development in industrial and academic institutions or both.

(b) Desirable Qualifications:

Doctorate Degree in Physical or Chemical or Biological or Earth-atmospheric or Environmental or Mathematical or Computational and Information or Agricultural Sciences or Master's Degree in Engineering or Technology or Biotechnology or Medicine or Veterinary Sciences or Pharmaceutical Sciences Medicine from a recognised University or Institute.

Note 1: Specific subject shall be indicated in the advertisement at the time of invitation for applications.

Note 2: The period spent on obtaining minimum essential educational qualification shall not count towards experience.

Note 3: Period spent on obtaining Doctorate Degree (in the field of essential qualification) from a recognised University or Institute, as evidenced by certification by such University or Institute, subject to completion of the Doctorate Degree and subject to a maximum of two years shall count towards experience.

(ii) with four years' service in the grade rendered after appointment to the post on a regular basis in level-11 in the pay matrix (Rs.67700-208700/-) or equivalent; and

(b) possessing the essential and desirable qualifications prescribed for direct recruits prescribed under sub-paragraph

(A).

Note 1: The period of deputation (including short-term contract), including the period of deputation (including short- term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government, shall ordinarily not exceed four years.

Note 2: Deputationists shall not be eligible for consideration for promotion.

Note 3: The maximum age-limit for appointment by deputation (including short-term contract) shall be not exceeding fifty-six years as on the closing date of receipt of applications.

Doctorate research in Physical or Chemical or Biological or Earth-atmospheric or Environmental or Mathematical or Computational and Information or Agricultural Sciences or Doctorate Degree in Engineering or Technology or Biotechnology or Medicine or Veterinary Sciences or Pharmaceutical Sciences Medicine from a recognised University or Institute.

(a) Essential Qualifications:

Or Bachelor’s Degree in Engineering or Technology or Biotechnology or Medicine or Veterinary Sciences or Pharmaceutical Sciences (minimum 4 year degree course) from a recognised University or Institute;

4. (A) Recruitment for the post of Scientist 'G' on direct recruitment basis. -

(a) Essential Qualifications:

(i) Master’s Degree in Physical or Chemical or Biological or Earth-atmospheric or Environmental or Mathematical or Computational and Information or Agricultural Sciences from a recognised University or Institute;

Or Bachelor’s Degree in Engineering or Technology or Biotechnology or Medicine or Veterinary Sciences or Pharmaceutical Sciences (minimum 4 year degree course) from a recognised University or Institute;

(ii) experience of twenty one years in science and technology organisations or research and development in industrial and academic institutions or both, out of which at least seven years should be in,

(I) administering, planning, development or coordination of Science and Technology programmes;

(II) experience of evolving, managing and directing major programmes under any branch of Science and Technology;

(III) proven record of policy initiatives for the Science and Technology Sector;

(IV) proven record of leading a team.

(b) Desirable Qualifications:

Post Doctorate research in Physical or Chemical or Biological or Earth-atmospheric or Environmental or18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Mathematical or Computational and Information or Agricultural Sciences or Doctorate Degree in Engineering or Technology or Biotechnology or Medicine or Veterinary Sciences or Pharmaceutical Sciences Medicine from a recognised University or Institute.

Note 1: Specific subject shall be indicated in the advertisement at the time of invitation for applications.

Note 2: The period spent on obtaining minimum essential educational qualification shall not count towards experience.

Note 3: Period spent on obtaining Doctorate Degree (in the field of essential qualification) from a recognised University or Institute, as evidenced by certification by such University or Institute, subject to completion of the Doctorate Degree and subject to a maximum of two years shall count towards experience.

Note 4: The period spent on pursuing Doctorate Degree shall not count towards experience for any purpose, if the Doctorate Degree has not been awarded.

Note 5: In cases of full–time employment (regular or contractual) of more than two years during the same period as the period spent on obtaining Doctorate Degree, experience shall be counted only for the employment period and not for the Doctorate Degree.

(B) Recruitment for the post of Scientist ‘G’ by deputation (including short-term contract). - Scientists or Technologists of the Central Government or State Governments or Union territories or Central Government or State Government Undertakings or University or Recognised Research Institution or statutory or autonomous organisation,-

(a) (i) holding analogous posts on regular basis; or

(ii) with five years' service in the grade rendered after appointment to the post on a regular basis in the level-13A in the pay matrix (Rs.131100-216600/-) or equivalent; and

(b) possessing the essential and desirable qualifications prescribed for direct recruits prescribed under sub-paragraph

(A).

Note 1: The period of deputation (including short-term contract), including the period of deputation (including short- term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government, shall ordinarily not exceed five years.

Note 2: The departmental candidates in the feeder category, who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for promotion.

Note 3: The maximum age-limit for appointment by deputation (including short-term contract) shall be not exceeding fifty-eight years as on the closing date of receipt of applications.

5. The age-limit for direct recruitment in each category of posts shall be as specified in the following Table,
