5100 (अ) दिनांक 30 नवम्बर, 2023 और का.आ. 3512 (अ) दिनांक 23 नवम्बर, 2016 द्वारा (i) कनागटक और तजमलनाडु राज्यों में पूरा एनएच-948 ए [यह रािमागग कनागटक राज्य में डोबास्ट्पेट (माने), जनिगल, केंगल, गुडेमरनहल्ली, हारथी, मेलाहल्ली, हुजलकेरेगन्नु ूर, रायसंड्रा, बनवासी, थोकासंड्रा के पास एनएच 648 और एनएच-48 के िंक्िन से िरूु होता ह,ै तजमलनाडु राज्य में अचेजिपल्ली और अलरू को िोड़ता ह ैऔर कनागटक राज्य म ेंसरिापुर (बगें लुरु ररंग रोड) के पास एनएच- 648 के साथ अपने िंक्िन पर समाप्त होता ह]ै ; और (ii) कनागटक राज्य में बैंगलोर-तजमलनाडु बॉडगर-होसकोटे खंड के दकमी
16.800 से दकमी 58.300 तक के खंड को भारतीय राष्ट्रीय रािमागग प्राजधकरण (जिस े इसके बाि "प्राजधकरण" कहा िाए) को सुपुिग दकया ह;ै अतः अब, राष्ट्रीय रािमाग ग िल्ु क (िर अवधारण एवं सग्रं हण) जनयम 2008 के जनयम 3(जिसे इसके बाि "जनयम" कहा िाए) के साथ परित राष्ट्रीय रािमाग ग अजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रिि िजियों का प्रयोग करते हुए केंद्र सरकार एतद्द्वारा तजमलनाडु राज्य में एनएच-948ए के बालागोंडापल्ली से कनाटग क/तजमलनाडु खडं तक दकमी

6. रािमागग खंड पर एकाजधक यात्राओं के जलए जनम्नजलजखत िरों पर पास िारी दकए िाएंगे, अथागत:- सारणी-8 िये राजि एक तरफा यात्राओं की अजधकतम अनमु त वधै ता की अवजध सख्ं या एक तरफा यात्रा के िुल्क का डढ़े िो भुगतान के समय स े चौबीस घंटे गुना* पचास एकल यात्राओं के जलए पचास भुगतान की तारीख स े एक महीने भुगतान िुल्क की राजि का िो- के भीतर जतहाई *बिते दक वापसी यात्रा करत ेसमय प्रयोिा प्रवेि और जनकास के जलए समान िल्ु क प्लािा का उपयोग करें।
7. संबंजधत श्रणे ी के वाहनों के जलए जवजनर्िगष्ट अनुज्ञेय भार स ेअजधक भार लि ेयांजत्रक वाहन का चालक या स्ट्वामी या प्रभारी व्यजि, राष्ट्रीय रािमाग ग पर अजतभार लि े वाहन के प्रवेि के जलए टोल संग्रहण एिसें ी को ऐसी श्रेणी के वाहनों के प्रवेि के जलए, कजथत जनयमों के जनयम 10में जवजनर्िगष्ट िल्ु क के समतुल्य िुल्क का भुगतान करने के जलए उिरिायी होगा।
8. सभी पररभार्ाएं, यांजत्रक वाहनों की श्रेणी, इनके अनुज्ञेय भार, छूट प्राप्त वाहनों की श्रणे ी, सर्वगस रोड, वैकजल्पक सड़क इत्यादि उि जनयमों में जवजनर्िगष्ट पररभार्ाओं के अनरूु प होंगी।
9. उि जनयमों के जनयम 12 के अनसु ार, उपयोगकतागओं की िानकारी के जलए िुल्क की िरों को प्रिर्िगत दकया िाएगा।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 9
10. उपयुगि सारणी 1– यथा उजल्लजखत आधार वर्ग2007 - .के जलए प्रजत दकमी 08िल्ु क की आधार िर के आधार पर यांजत्रक वाहनों से िुल्क की वास्ट्तजवक राजि और छूटों की गणना प्राजधकरण द्वारा खंड की परू ी हो गई लंबाई के आधार पर की िाएगी और उसे उि जनयमों के जनयम 5के अनुसार प्रजतवर्ग संिोजधत दकया िाएगा तथा तिनुसार उसे अग्राँ ेिी और क्षेत्रीय भार्ा के कम से कम एक–एक समाचार पत्र म ेंप्रकाजित दकया िाएगा।
11. इस पररयोिना की अनुमाजनत पूंिीगत लागत 2288.23 करोड़ रुपये ह।ै चूंदक, भूजम अजधग्रहण, उपयोजगता स्ट्थानांतरण, पड़े ों को काटने, भजवष्य में सुिढ़ृ ीकरण, क्षमता म ेंवजृ ि इत् यादि कायगकलापों को अभी पूरा दकया िाना ह,ै इसजलए पूंिीगत लागत पररवतगन के अध्य धीन ह।ै प्राप् त प्रयोक्त ा िुल्क के माध् यम स ेवसूल की गई पूंिीगत लागत का प्राजधकरण द्वारा ररकाडग रखा िाएगा। [फा. स.ं टीएनडीआईवी-21018/165/2025- पीआईयू कृष्णाजगरी/ई-268533] चेतना नंि वसंह, संयुि सजचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS
NOTIFICATION New Delhi, the 3rd September, 2026 S.O. 4916(E).—Whereas by notifications of the Government of India in the Ministry of Road Transport and Highways number S.O. 5100(E) dated 30.11.2023 and S.O. 3512(E) dated 23.11.2016 issued under section 11 of National Highways Authority of India Act,1988 (68 of 1988), the Central Government has entrusted (i) the entire NH-948A [The highway starting from its junction of NH 648 & NH-48 near Dobaspete (Manne), Nijagal, Kengal, Gudemaranahalli, Harthi, Melahalli, Hulikeregunnur, Rayasandra, Banavasi, Thokasandra in the State of Karnataka connecting Achettipalli, Alur in the State of Tamil Nadu and terminating at its junction with NH-648 near Sarjapur in the State of Karnataka (Bengaluru Ring Road)] in the States of Karnataka & Tamil Nadu; and (ii) Bangalore-Tamil Nadu border-Hoskote section in the state of Karnataka from Km 16.800 to Km 58.300, to the National Highways Authority of India (hereinafter referred to as the “Authority”);
Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “Rules”), the Central Government hereby levies the fee at the rate specified in column (2) of the Table 1 for net road section length of 55.136 Km as per distance matrix Table-3 and for equivalent structure length (having length more than 60m) of 9.250 Km (having length of
0.925 Km [as per matrix Table-5(a)]) on the type of vehicles specified in column (1) of the Table 1 below for the use of section from Km 144.775 to Km 179.936 on Balagondapalli to Karnataka/Tamil Nadu

5. The vehicle entering from any Interchange Fee Plaza will be recorded at the Entry Fee Plaza and User Fee will be collected at Exit Fee Plaza for the road section used by the vehicle between Entry and Exit Fee Plazas.
6. For multiple journeys on the highway section, passes shall be issued at the following rates,
namely:— Table-8 Amount Payable Maximum number of one -way Period of validity journeys allowed One and half times of the fee for Two Twenty-four hours from the one way journey* time of payment Two-third of amount of the Fifty One month from date of fee payable for fifty single journeys payment *Provided that the user uses the same entry and exit fee plazas while performing the return journey.
7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in rule 10 of the said rules.14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules.
9. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules.
10. Based on the base rate of fee per kilometer for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the
rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language.
11. The estimated capital cost of the project is Rs 2288.23 crore. The Capital Cost is subject to variation as the activities of Land Acquisition, Utility Shifting, Tree Cutting, Future Strengthening, Capacity Augmentation etc. are yet to be completed. The Authority shall maintain a record of the recovery of Capital Cost through user fee realised.
