1. सजं िप्त नाम और प्रारंभ.–– (1) इन जनयमों का संजिप्त नाम इस्ट्पात मंत्रालय (तकनीकी विंग) भती जनयम, 2026 ह।ै

(2) य ेरािपत्र म ें उनके प्रकािन की तारीख को प्रिृत्त होंगे।

2. पि सख्ं या, िगीकरण और िते न मट्रै रक्स म ें स्ट्तर.––पिों की संख्या, उनका िगीकरण और िेतन मैट्ररक्स में स्ट्तर िे होंगे िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2), स्ट्तंभ (3) और स्ट्तंभ (4) म ेंजिजनर्िवष्ट ह।ैं 2629 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

3. भती की पद्धजत, आय-ु सीमा, अन्य अहतव ाएं आदि.––भती की पद्धजत, आय-ु सीमा, अहतव ाए ं और उससे संबंजधत अन्य बातें िे होंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) म ेंजिजनर्िवष्ट ह।ैं

4. जनरहतव ा.–– िह व्यजि –– (क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजित है, जििाह दकया ह ैया जििाह की संजििा की ह,ै या (ख) जिसने अपन े पजत या अपनी पत्नी के िीजित रहत े हुए दकसी व्यजि स ेजििाह दकया ह ैया जििाह की संजििा की है, उि पिों पर जनयुजि का पात्र नहीं होगा;

परन्तु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पिकार को लागू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितवन से छूट िे सकेगी।

5. जिजर्ल करन े की िजि.––िहां केंरीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन है, िहां िह उसके जलए िो कारण हैं, उन्ह ें लेखबद्ध करके तर्ा सघं लोक सेिा आयोग से परामिव करके इन जनयमों के दकसी उपबंध को दकसी िगव या प्रिग वके व्यजियों के बाबत, आिेि द्वारा जिजर्ल कर सकेगी।

6. व्यािजृ त्त.–– इन जनयमों की कोई बात, ऐसे आरिण, आय-ु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केंरीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, और अन्य जपछडे िगों, भूतपिू व सैजनकों और अन्य जििेष प्रिगव के व्यजियों के जलए उपबंध करना अपेजित ह।ै अनसु चू ी पि का नाम। पि की संख्या। िगीकरण। िते न मट्रै रक्स म ेंस्ट्तर। चयन पि या अचयन पि।

(ii) इस्ट्पात संकमव, इस्ट्पात रोवलंग जमलों या जिजनमाणव संयंत्र मिीनरी या मिीन ट्रटप्पण: आय-ु सीमा अिधाट्ररत करने के जलए औिार में तीन िषव का अनुभि; या जनणावयक तारीख िह होगी िो संघ लोक सेिा लौह और इस्ट्पात उद्योग के उत्पािन, योिना, जिकास और अनुसंधान जिसमें आयोग द्वारा जिज्ञाजपत की िाए। इसके कच् चे माल भी सजममजलत है, में तीन िष वका अनुभि।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 ट्रटप्पण 1 : अहतव ाएं, अन्यर्ा सअु र्हतव अभ्यर्र्वयों की ििा में कारणों के जलए िो लेखबद्ध दकए िाएं, संघ लोक सेिा आयोग के जििेकानुसार जिजर्ल की िा सकती ह।ै ट्रटप्पण 2 : अनुभि संबंधी अहतव ाएं कारणों के जलए िो लेखबद्ध की िाएँ, संघ लोक सेिा आयोग के जििेकानुसार अनुसूजचत िाजत या अनुसूजचत िनिाजत के अभ्यर्र्वयों की ििा में तब जिजर्ल की िा सकती है िब चयन के दकसी प्रक्म पर संघ लोक सेिा आयोग की यह राय ह ै दक उनके जलए आरजित ट्ररजियों को भरने के जलए अपेजित अनुभि रखने िाले उन समुिायों के अभ्यर्र्वयों के पयावप्त संख्या में उपलब्ध होने की संभािना नहीं ह।ैं िाछं नीय.––दकसी मान्यताप्राप्त जिश्वजिद्यालय या संस्ट्र्ान से यांजत्रक इंिीजनयरी या जिद्युत इंिीजनयरी या रसायन इंिीजनयरी या धातुकम व इंिीजनयरी या इलेक्रोजनक और संचार इंिीजनयरी में स्नातकोत्तर जडग्री। सीधी भती दकए िान ेिाल ेव्यजियों के जलए जिजहत पट्ररिीिा की अिजध यदि कोई हो। भती की पद्धजत, भती सीधी होगी या आय ु और िजै िक अहतव ाएं प्रोन्नत व्यजियों की ििा प्रोन्नजत द्वारा या प्रजतजनयजुि/ म ेंलाग ूहोंगी या नहीं। आमले न द्वारा और जिजभन्न पद्धजतयों द्वारा भरी िान े िाली ट्ररजियों की प्रजतितता।

(8) (9) (10) लागू नहीं होता। एक िषव। सीधी भती। ट्रटप्पण: सीधी भती दकए िाने िाले ट्रटप्पण: पिधारी के प्रजतजनयुजि या व्यजियों के जलए पट्ररिीिा को लंबी बीमारी या अध्ययन छुट्टी या सफलतापूिवक पूरा करने के जलए भारत दकन्ही अन्य पट्ररजस्ट्र्जतयों में एक िषव सरकार द्वारा यर्ाजिजहत कम से कम या इससे अजधक अिजध के जलए बाहर िो सप्ताह की अिजध का प्रेरण प्रजििण रहने के कारण हुई ट्ररजियां केन्रीय अजनिायव होगा। सरकार के अधीन अजधकाट्ररयों में से प्रजतजनयुजि के आधार पर भरी िा सकेंगी । (क) (i) िो मूल काडर या जिभाग में जनयजमत आधार पर सििृ धारण दकए हुए हो; या

(ii) जिन्होंने मूल काडर या जिभाग िेतन मैट्ररक्स के िेतन स्ट्तर-9 (53,100-1,67,800रु.) या समतुल्य में जनयजमत आधार पर जनयजु ि के पश्चात उस श्रेणी में िो िषव की सेिा की हो; या

(iii) जिन्होंने मूल काडर या जिभाग िेतन मैट्ररक्स के स्ट्तर- 8 (47,600- 1,51,100 रु.) या समतुल्य में जनयजमत आधार पर जनयुजि के पश्चात उस श्रेणी में चार िषव की सेिा की हो। (ख) िो स्ट्तंभ 7 के अधीन सीधी भती4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] दकए िाने के जलए जिजहत िैजिक अहतव ाएं और अनुभि रखते हो। प्रोन्नजत या प्रजतजनयजु ि या आमेलन द्वारा भती की यदि जिभागीय प्रोन्नजत सजमजत है तो भती करन े म ें दकन पट्ररजस्ट्र्जतयों म ें ििा म ेंि ेश्रणे ीया ंजिनस ेप्रोन्नजत या प्रजतजनयजुि या उसकी सरं चना। सघं लोक सेिा आयोग स े परामि व आमले न दकया िाएगा। दकया िाएगा।

(11) (12) (13) लागू नहीं होता। जिभागीय पुजष्ट सजमजत (पुजष्ट के संबंध सीधी भती करते समय संघ लोक सेिा आयोग से परामिव करना में जिचार करने के जलए) जिसमें आिश्यक है। जनम्नजलजखत होंगे:

1. संयुि सजचि (तकनीकी विंग), इस्ट्पात मंत्रालय (अध्यि);

2. जनिेिक, इस्ट्पात मंत्रालय (सिस्ट्य); और

2. उप औद्योजगक 2(2026) *कायवभार के साधारण केंरीय स्ट्तर – 11 चयन। सलाहकार। आधार पर पट्ररितवन सेिा समूह 'क' (67,700- दकया िा सकता ह।ै रािपजत्रत 2,08,700 रु.) । अनुसजचिीय।

(11) (12) (13) प्रोन्नजत : जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत के प्रजतजनयुजि जिसके अतं गवत अल्पकाजलक संजििा भी है पर दकसी िेतन मैट्ररक्स में स्ट्तर-10 (56,100-1,77,500 रु.) संबंध में जिचार करने के जलए) जिसमें अजधकारी की जनयुजि करते समय में ऐसे जिभागीय सहायक औद्योजगक सलाहकार जनम्नजलजखत होंगे: संघ लोक सेिा आयोग के सार् जिन्होंने इस श्रेणी में पांच िषव की जनयजमत सेिा परामिव करना आिश्यक नहीं है। की हो और उप औद्योजगक सलाहकार के पि के[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 कतवव्यों और उत्तरिाजयत्िों से संबंजधत कायव के िेत्र 1. संयुि सजचि (तकनीकी विंग), में िो से चार सप्ताह की प्रजििण अिजध इस्ट्पात मंत्रालय (अध्यि);

सफलतापूिवक पूरी की ह।ैं

2. जनिेिक, इस्ट्पात मंत्रालय (सिस्ट्य); ट्रटप्पण: िहाँ ऐसे कजनष्ठ व्यजियों के संबंध में, और जिन्होंने अपनी अहकव या पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के जलए जिचार दकया िा रहा हो िहाँ 3. जनिेिक, इस्ट्पात मंत्रालय (सिस्ट्य)। उनके ज्येष्ठ व्यजियों के संबंध में भी जिचार दकया िाएगा परंतु यह तब िब दक उसके द्वारा की गई ऐसी अहकव या पात्रता सेिा, अपेजित अहकव या पात्रता सेिा के आधे स े अजधक स े या िो िषव, इनमें से िो भी कम हो, कम न हो और उन्होंने अपने ऐसे कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहकव या पात्रता सेिा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पट्ररिीिा की अिजध सफलतापूिवक पूरी कर ली हो। प्रजतजनयुजि (जिसके अंतगवत अल्पकाजलक संजििा भी ह)ै :

केंरीय या राज्य सरकारों या संघ राज्य िेत्र प्रिासनों या पजब्लक सेक्टर उपक्मों या जिश्वजिद्यालयों या मान्यता प्राप्त अनुसंधान संस्ट्र्ाओं या स्ट्ििासी जनकायों या कानूनी संगठनों के अधीन अजधकारी–– (क) (i) िो मूल काडर या जिभाग में जनयजमत आधार पर सििृ पि धारण दकए हुए हैं; या

(ii) जिन्होंने मूल काडर या जिभाग िेतन मैट्ररक्स के स्ट्तर 10 (56,100-1,77,500 रु.) या समतल्ु य म ें जनयजमत आधार पर जनयुजि के पश्चात् उस श्रेणी में पांच िषव की जनयजमत सेिा की हो; या

(iii) जिन्होंने मूल काडर या जिभाग िेतन मैट्ररक्स में स्ट्तर 9 (53,100-1,67,800 रु.) या समतुल्य म ें जनयजमत आधार पर जनयुजि के पश्चात् उस श्रेणी में सात िषव की सेिा की हो; और (ख) िो जनम्नजलजखत िजै िक अहतव ाएं और अनुभि रखते हो:

(i) दकसी मान्यताप्राप्त जिश्वजिद्यालय या संस्ट्र्ान स े यांजत्रक इंिीजनयरी या जिद्युत इंिीजनयरी या रसायन इंिीजनयरी या धातुकम व इंिीजनयरी या इलेक्रोजनक और संचार इंिीजनयरी में स्नातक जडग्री; और अनभु ि:

(i) इस्ट्पात संकमव, इस्ट्पात रोवलंग जमलों या जिजनमाणव संयंत्र, मिीनरी और मिीन औिार इकाई में पांच िषव का अनुभि; या6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

(ii) लौह और इस्ट्पात उद्योग के उत्पािन, योिना, जिकास और अनुसंधान जिसमें इसके कच्चे माल भी सजममजलत ह,ै में पांच िषव का अनुभि। ट्रटप्पण 1 : पोषक प्रिगव के ऐसे जिभागीय अजधकारी, िो प्रोन्नजत की सीधी पंजि में ह,ै प्रजतजनयुजि पर जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। ट्रटप्पण 2 : प्रजतजनयुजि की अिजध, जिसके अंतगवत केन्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयुजि से ठीक पहले धाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अिजध ह,ै साधारणतया चार िषव से अजधक नहीं होगी। ट्रटप्पण 3 : प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु सीमा आिेिन प्राप्त करने की अंजतम तारीख को 56 िषव से अजधक नहीं होगी।

(11) (12) (13) संयुि पद्धजत द्वारा: प्रजतजनयुजि जिसके अंतगवत लागू नहीं होता। संघ लोक सेिा आयोग से परामि व करना आिश्यक नहीं है। अल्पकाजलक संजििा भी ह ैया प्रोन्नजत: केंरीय या राज्य सरकारों या संघ राज्यिेत्रों या मान्यता प्राप्त अनुसंधान संस्ट्र्ाओं या जिश्वजिद्यालयों या कानूनी या स्ट्ििासी संगठनों के अधीन अजधकारी: - (क) (i) िो मूल काडर या जिभाग में जनयजमत आधार पर सििृ पि धारण दकए हुए ह;ै या[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7

(ii) जिन्होंने मूल काडर या जिभाग में िेतन स्ट्तर-11 (67,700-2,08,700 रु.) या समतुल्य में जनयजमत आधार पर जनयुजि के पश्चात उस श्रेणी में पांच िषव की सेिा पूरी की ह;ै या

(iii) जिन्होंने मूल काडर या जिभाग में िेतन स्ट्तर- 10 (56,100-1,77,500 रु.) में जनयजमत आधार पर जनयुजि के पश्चात उस श्रेणी में िस िषव की सेिा की हो या समतुल्य ; और (ख) िो जनम्नजलजखत िजै िक अहतव ाएं और अनुभि रखते हो:

(i) दकसी मान्यताप्राप्त जिश्वजिद्यालय या संस्ट्र्ान से यांजत्रक इंिीजनयरी या जिद्युत इंिीजनयरी या रसायन इंिीजनयरी या धातुकम व इंिीजनयरी या इलेक्रोजनक और संचार इंिीजनयरी में स्नातक जडग्री; और

(ii) इस्ट्पात संकमव, इस्ट्पात रोवलंग जमल या दकसी जिजनमाणव संयंत्र, मिीनरी और मिीन औिार की इकाई में सात िषव का कायव अनुभि; या

NOTIFICATION New Delhi, the 13th April, 2026 G.S.R. 277(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Steel (Technical Wing) Recruitment Rules, 2002, in so far as they relate to the posts of Assistant Industrial Adviser, Deputy Industrial Adviser and Joint Industrial Adviser, except as respects things done or omitted to be done before such supersession, the president hereby makes the following rules regulating the method of recruitment to posts in the Technical Wing in the Ministry of Steel, namely:-

1. Short title and commencement.–– (1) These rules may be called the Ministry of Steel (Technical Wing) Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in the pay matrix.–– The number of the post, their classification and level in the pay matrix attached thereto shall be as specified in columns (2), (3) and (4) of the Schedules annexed to these rules.

3. Method of recruitment, age-limit, other qualifications, etc.–– The method of recruitment, age- limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification.–– No person, ––

(a) Who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to any of the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to Relax.–– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules in respect of any class or category of persons.

6. Saving.–– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, and the Other Backward Classes, the Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time, in this regard.
